WHEREAS, the South .Plains Association of Governments. (SPAG) is directed- by the Texas:.Commission on :Environmental Quality (TCEQ) 'to administer solid waste. grant ';funds for implerneritation of the Council of Government's (COG's) adopted regional solid Waste management plan; and - :WHEREAS,;the City of Plainview,,, Texas is qualified.:to apply for:grant funds under the ,._'Request for Applications; and'' WHEREAS, ,the City Council authorizes the City. Manager and/or his designee to request . Fl(2020/2021'.grant:funding under the South Plains Association of .Governments (SPAG)-Request for Applications of the :Regional Solid Waste Grants Prograrn;.and ;... WHEREAS, the:City Council further authorizes:.the-'City Manager; and/o:r his designee to act for; the; City'of Plainview, Texas in all matters regarding; the. grant -application and any subsequent grant contract and project ;thee may result; and: WHEREAS, the„City Council: continues such authorization for the City of Plainview to corn'0Iy::wiit0 the grant; requirements of ;SPAG, Texas; Commission on -Environmental Quality.(TCEQ) and. the: State; of, Texas; and " WHEREAS., the' City..
