RESOLUTION NO. R20480
A RESOLUTION OF THE CITY OF PLAINVIEW, CITY COUNCIL
AUTHORIZING THE FILING -OF A GRANT APPLICATION. WITH THE
OFFICE OF THE GOVERNOR, CRIMINAL JUSTICE DIVISION
THROUGH THE SOUTH PLAINS ASSOCIATION OF GOVERNMENTS
FOR THE CORONAVIRUS EMERGENCY SUPPLEMENTAL FUNDING
PROGRAM; AUTHORIZING THE MAYOR AND/OR CITY MANAGER TO
ACT ON BEHALF OF THE CITY OF PLAINVIEW IN ALL MATTERS
RELATED TO THE APPLICATION; AND AGREEING TO COMPLY WITH
THE TERMS AND CONDITIONS OF THE GRANT IF AWARDED.
WHEREAS, a novel coronavirus (COVID-1.9) has been recognized globally as a
contagious respiratory virus that poses an imminent threat to the citizens of the City of
Plainview; and
WHEREAS,. on March 19, 2020, pursuant to the authority: provided him by Texas
Government Code § .418.108, the Mayor _of the City of Plainview issued a Declaration of
Local Disaster, placing certain restrictions.and procedures in place in order to protect and
preserve the public health, safety and welfare and consistent with the national and state
declarations of emergency that was renewed and extended by the City Council through
Resolution No. R20-470 on March 24,; 2020,,:Resolution.'No. R20-471 on.April 1.4, 2020
and Resolution- No. R20-477 on May 7, 2020; and -
WHEREAS, on May 12, 2020, the Governor of the State of Texas renewed his
state-wide disaster proclamation -for an additional thirty (30) days, certifying that COVID-
1'9 poses an imminent threat of disaster for all counties in the State of Texas; and
WHEREAS, the City of Plainview has incurred certain unexpected and additional
expenses in law enforcement due to this public health emergency fighting and attempting
to mitigate and contain the spread of COVID-19; and
WHEREAS,. through a Congressional appropriation of federal .funds to the U.S.
Department of Justice, Bureau of Justice Assistance, the State of Texas received has
received $37.8 million dollars that will be available to Local governmental entities for
certain expenses incurred as a result of this public health emergency; and
WHEREAS, the Office of the Governor, Criminal Justice Division, will. administer
these funds, know as the Coronavirus Emergency Supplemental Funding (CESF)
Program, through the regional councils of government such as the South Plai►is
Association of Governments of which the City of Plainview is.a member; and
WHEREAS, the City Council: of the City of Plainview believes it to be in the best
interest of the citizens of the City of Plainview to authorize the Mayor. and/or City Manager
to apply for such funds from the CESF Program in the event the expenses incurred by

the City of Plainview related to the COVID-19 public health emergency are eligible and
qualifyy for reimbursement from such fund.
NOW THEREFORE, THE CITY .COUNCIL OF THE CITY OF PLAINVIEW, TEXAS,
HEREBY RESOLVES:
1. THAT the Mayor and City Manager are authorized to request funding from the
Texas Division of Emergency Management for the CESF Program and act .on behalf of
the City of Plainview in all matters related to the grant application and any subsequent
grant contract and grant project that may result.
2. THAT the Mayor and/or City Manager of the City of Plainview are hereby
authorized to administer and oversee all matters relating to such ;grantapplication andto
execute all necessary documents related to such grant application and grant acceptance.
3. THAT in the event the City of Plainview is awarded such grant, the City of
Plainview, to the best of its ability, agrees to comply with the terms and conditions .of the
grant.
