A RESOLUTION OF'THE CITY COUNCIL OF THE CITY OF PLAINVIEW,
TEXAS-, CALLING AND SETTING THE DATE FOR THE REGULAR
MUNICIPAL ELECTION FOR NOVEMBER 3, 2020; DESIGNATING THE
ELECTION OF A MAYOR AT -LARGE AND CO.UNCILMEMBER: FOR
DISTRICTS 5, 6, AND 7 RESPECTIVELY; DESIGNATING DISTRICTS
AND POLLING PLACES; DESIGNATING EARLY VOTING DATES.,
HOURS, AND LOCATIONS; DESIGNATING THE DISTRICT POLLING
PLACE JUDGES; SETTING THE HOURLY RATE FOR - ELECTION
OFFICIALS AND POSTING NOTICE OF ELECTION.
WHEREAS, in accordance with the statutes of the State of Texas and the Charter
of the City of Plainview, an election shall be held ,in and for the City :of Plainview; and
WHEREAS, the City Council of the City of Plainview, previously called the for the
regular municipal election to beheld on May 2, 2020, through CitVof'Plainview Resolution
No. R20-461 approved on January 28,. 2020; and
WHEREAS, .on March 1.3, 2020, the Governor_of the State. of Texas certified that.
the novel coronavirus (COVID-19) poses an imminent threat of disaster, and declared a.
state of disaster for all counties in Texas; -
WHEREAS,'on March 18, 2020, the Governor of the State. of Texas issued a.
proclamation suspending various state statutes in order -to allow political subdivisions of
the :State of Texas who would otherwise be required to hold elections on May 2,-2020, to
move their generaf.and special elections to the next uniform election date which occurs
on November 3, 2020-; and
WHEREAS, the Texas Secretary of State:issued, pursuant to the above referenced
proclamation, Election Advisory 2020-12, to provide guidance to local political
subdivisions regarding postponing the regular municipal election to November '3, 2020;
and
WHEREAS, the City Council -of the City of Plainview-, through Resolution: No. R20-
469., postponed the regular municipal election scheduled to be held on May 2, 2020 by
Resolution No. R20-461 to November 3, 2020 ("Postponed Municipal'Election"); and
WHEREAS, Section 85.005 (d) of the Texas Election. Code further requires that in
an -election orderedby a city, early voting by personal appearance at the main early voting
polling place shall be conducted for at least 12 *hours:' (1) on one weekday, if the early
voting period consists of less than six weekdays; or (2): on. two weekdays, .if .the early
voting period consists of six or more weekdays,. and
WHEREAS, in: accordance with the proclamation issued:by the Gove.rno.r on March
18, 2020, "the City of Plainview seeks to enter into a contract with the county election
officers of Hale: County, Texas::to conduct the election: on November 3, 2020; and

WHEREAS, all persons qualified to vote in said election under the Election Laws
of the State of Texas shall be allowed to vote therein.
NOW,. THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PLAINVIEW, TEXAS, THAT:.
SECTION.1
An election - shall be held in the City of Plainview,. Texas on the 31d day of
November, 2020. Said election is tooled a. Mayor atdarge and Councilmembers for
Districts 5, 6:.and 7.
SECTION 2
All properly filed and accepted candidate- filings for the May 2.,. 2020 municipal
election remain -valid :for the.. Postponed. Municipal Election..
SECTION 3
All electors shallvote in the voting district in which said voter resides, and at the
polling place provided for voting as designated in Section 4 of this. Resolution.
SECTION 4
The election shall be- held::in the designated district within the City, at the
designated polling place as determined .by :the county election officers of Hale County,
Texas:
SECTION 5
Early voting by personal appearance will be conducted each weekday :at- the
following locations::
Juvenile Probation Office located at the corner of the courthouse square,
1.22:E. 6t" Street, Plainview, Texas;
■ Lemond Community Center., 110 Stevenson, Hale Center, Texas;
■ Abernathy City Hall, 811 Ave. D; Abernathy, Texas; and
■ Petersburg City Hall, 1906 Ave. E, Petersburg, Texas
Early voting will be :conducted .between the hours .of- 8:00 a.m. and 5:00 p.m.
beginning on October 13, 2020 and ending on: October 30, 2020 or as, determined and
prescribed by applicable state law and as determined by the county election officers of
Hale County, Texas. Additionally, in accordance with Section 85.005 (d) of the Texas
Election. Code, early voting by personal appearance at the main early voting polling place
shall be conducted: for at least,12 hours on two weekdays as determined and prescribed
by applicable state law and as determined by the county.election officers of Hale County,
Texas,

The deadline to submit an application for ballot by mail shall be October 23, 2020
or as prescribed by applicable state law and as determined -by the county election officers
of Hale County, Texas.
SECTION 8
The City Council will, by subsequent action, will enter into. an agreement with the
election officers of Hale County, Texas, .establishing further details, in order to comply
with state law regarding conducting the Postponed Municipal Election including
establishing early voting locations, hours of operation, executing joint election
agreements.
SECTION 9
A copy of this resolution shall also be served upon: the -election officials designated
to hold the election.
Notice of this election shall be given in accordance with the provisions.of the Texas
Election Code and returns of such notice shall be made as provided for in said Code.
