CITY COUNCIL MEETING

.The Plainview Gity Council held a meeting at 7:30 p. m. , Tuesday, ..July 9, 1996 in the Council
Chambers of the Plainview City Hall at 901 Broadway. The Council met in Pre-Session at 7:00
p.m. The notice .for this meeting was posted at City Hall at 5:00 pm bn July 5, 1996.. Action
may be taken on each agenda item. Mayor Lloyd, C. Woods presided, Councilmembers
present were: Mary Virginia Kirchhoff-Precinct 2, Rey Rosas-Precinct 3, Mike Hutcherson-
Precinct 4, Ross Owen-Precinct S, Bobby R. McGehee-Precinct 6 and Irene Favila-Precinct 7.
Councilmember Alton Jackson Sr.-Precinct 1, was absent.

4. Consent Calendar -Councilmember Ross Owen made the motion to approve and adopt
the Consent Calendar as presented. Councilmember Rey Rosas seconded the motion and it
.passed unanimously.

. d) Bids -Library Carpet. Consider award of bid. Poarch s Furniture submitted a
bid in the amount of $20,042.68; Reagan's Carpet submitted a bid of $18,950.00;
Laird's Carpet submitted a bid of $18, 300 (if paid within five days of completion)

~-°, or $1$,551.00; and Stubblefields Carpets submitted a bid of $22,800.00 (if paid
within 10 days of completion) or $24,000. The bid was awarded to Laird's in the
~._--~ amount of $18,300. which will be paid within five days of completion.
e) Speed Limit - ;School Zone -High School. Ordinance No. 96-3084. An
Ordinance of the City of Plainview, amending Sec. 24-160 School Zone
designating Quincy Street between West .13th Street and West 16th Street as a
school zone. Second and Final Reading. The ordinance was adopted.
f) City Manager Evaluation. Consider adopting an evaluation. form and format. The
form and format submitted was adopted.
REGULAR AGENDA ITEMS
5. Vector Control -Rick Cox, Street/Traffic/Vector Superintendent, gave a report on the
mosquito spraying program. He said that the aerial sprayer has applied .one application of
.mosquito spray over the city. He reported that the ground spray rigs, of which the City has
two, have been spraying every night for several weeks now. He said the traps set to catch
mosquitoes determine when, and where, the .City sprays insecticide. He also said that phone
calls from various parts of the City increase in director proportion to mosquito infestation. At
the present time it costs the City about $9,000 per aerial spray application. He said his
department will. continue to monitor and spray for: mosquitoes as needed, in .addition to
scheduling aerial applications.
6. Parks -Report on Capital Improvements. Carl Holland, Superintendent of Support
Services, reviewed the status of improvements to City parks. He said that a year ago the
Council embarked on a vigorous improvement program to all of the City's parks. The City
budgeted $116,.000. for these capital improvements.
The Broadway Street Park .has $6,500 in heating and cooling completed, restroom renovation
for $4,500 and on hand, but not installed are 24 picnic tables ($12,000), 24 picnic stoves and
grills (2,520), and 10 benches ($2,590). The concrete for the tables, grills and benches have not
been finished yet.
Seventh Street Park has a restroom wall replacement for $4,500 and on hand, but not installed
are 20 picnic tables ($10,000), 18 picnic grills/stoves .($2,282) and 10 benches ($2,590). The
concrete for the tables, stoves and benches have not been done yet.
Givens Street Park has 3 picnic tables ($1,500), 3 ..picnic stoves/grills and 2 supersize grills
($917), and 4 benches ($1,036) and the concrete for the tables, grills and benches ($1,000) are
finished. There was $3,000 spent on improving the drainage of this park.

stoves/grills ($525), 5 benches ($1,295);and the concrete for these has not been installed.
.Thomas Blvd: Park has_on hand 2 benches ($51~$). A swing set has been ordered ($1,353) and
the concrete has not been completed ($1,000}
The Park. at 12th & Utica has. 2 picnic tables ($1,000) and 4 benches .($1,036) on .hand. and the
i concrete on which these .will be placed is not .done yet.
~ Stoneham Park has new lighting system ($16,000) finished. The 3 picnic tables .($1,500), 3
picnic stoves/grills ($315). and 3 benches. ($777) on hand: ready to be installed when the. concrete
work ($1,000) is finished.
.Frisco Park has a new slide ordered for $1,009 and a new concrete extension on the basketball
slab ($3,000).
~~ The Regional Park has the concrete for picnic tables finished ($3,000).

~ Most of this work .has been finished, or is very close to being. finished.
' 7. Open Forum. Hear citizens requests and comments per Open Forum Policy. No one
asked to speak during this portion of the meeting.
$. Adjournment -Ross .Owen made the motion to adjourn the meeting and Rey Rosas duly
seconded the motion, which passed unanimously among the six Councilmembers present. Mayor
Woods. declared the .meeting adjourned at 7:45 p.m.
