WORK SESSION MINUTES
JANUARY 7, 1993
The City Council of the City of Plainview, Texas, met in a Work Session at the
Plainview Country Club on January 7, 1993, at 11:30 a.m. Mayor E.V. Ridlehuber
presided. Councilmembers present were: Alton Jackson - Precinct 1; Mary Virginia
Kirchhoff - Precinct 2; Don Dickson - Precinct 3; Medlin Carpenter - Precinct 4;
Barbara Dorman - Precinct 5; Dwain Dodson - Precinct 6; and Irene Favila - Precinct
7.
Staff present were: James P. Jeffers - City Manager; Wally Hatch - City Attorney;
Terry Powers Director of Human Resources; Muff London - Administrative
Assistant; Diane Groh - Director of Community Services; Barbara Sullivan
Municipal Court Judge; RoY L. Osborne - Director of Public Safety; Bill Hogge -
Director of Public Works; Del Essary - Sanitation Superintendent; and Karen McBeth
City Secretary.
Guest present: James Robison, Architect.
THIS IS A WORK SESSION AND NO ACTION CAN BE TAKEN.
Mayor Ridlehuber called the meeting to order at 11:40 a.m. The Council reviewed
the agenda for the upcoming Council Meeting of January 12, 1993. Regarding the
Landfill (~at~house, J~mes Robison presented the new plans for the gatehouse. Also
on trend was Del Essary, Sanitation Superintendent, to give information on the
construction of a maintenance barn needed at the landfill. The Council then turned
to the business of the day.
Slmeets - 16th St,-et Paving P~ject - Mr. Hatch had nothing further to report.
Sanitation Landfill - Tipping Fees - Mr. Jeffers requested the Council please notify
him if they received any complaints regarding the tipping fees. No Councilmember
reported receiving any complaints.
Tree T.{mbs - Mr. Jeffers reported that due to tree damage done by the recent ice
storm the city's Christmas Tree drop off points would also receive broken tree limbs.
The Sanitation department has not received any complaints regarding this
arrangement. If the city had to do the total clean up it could take up to six weeks,
at an indirect cost of approximately $122,000. So far the plan of citizens taking their
broken tree limbs to the various drop off points is working. The city is producing
a great deal of mulch with this program and it will soon announce that anyone can
come and get this mulch free of cost. The Council discussed the merits of this plan
and had no other comments.
Health Depa~-tment Director - Mr. Jeffers told the Council that Mary Lou Truesdale
was home from the hospital, but her vision was gone and she is on dialysis. At the
last Health Board meeting Mr. Jeffers was appointed interim director and the board
is moving as quickly as possible toward hiring a permanent director. He also
reported that Mrs. Truesdale is getting sick leave pay from the State. The new

director will not be directly paid by the State. The City/County will receive monies
equal to Truesdale's salary for the new director, minus fringe benefits. These
expenses will have to be paid by the city and county. The health department is also
short two registered nurses under its present organizational structure. The city
may need to consider restructuring the health dePa{~tment; and determine if it should
it be a district health department, or perhaps made a part of the city's governing
body. The Council will explore this at a later date.
Traffic Light - 127 & US ?0 - Mr. Jeffers has received complaints about the timing of
the traffic light at the intersection of I27 and US 70. He requested that should any
councilmember receive such a complaint, please let him know so he can let the Texas
Department of Highways know about these .complaints and perhaps change the length
of the stop light. The Council members present agreed to do so.
Fa~ners Home A~mi,tistration - Mr. Jeffers told the Council he was continuing to
monitor the process for approving both the Family and Senior housing projects for
the City of Pla/nview. Mr. Waiter Head, FmHA Lubbock, said he would recommend
that both facilities be approved for funding, but was not sure whether Sullivan or
Schreeder would be the approved builder, or if the project would be split between
the two. Mr. Jeffers reported it might be 1994 before the projects could be funded.
Councilmembers present were pleased with this report.
I~IS - City Staff will be meeting with AeroCare on assuming EMS operations. Mr.
Jeffers will report on this meeting at the next Work Session.
Budget - 1993-94 - Mr. Jeffers requested if councilmembers, or department heads,
wished to have items added, or programs changed, in the upcoming 1993-94 budget,
they need to get those requests in soon. The Council and department heads
present, agreed with this need and will be submitting any requests.
Hotel/Motel Tax - Community Center Financing - Depending on when the facility is
actually built, with $285,000 in the fund, $115,000 will have to be borrowed -
preferably from ourselves. Interest will be commensurate with that charged by local
banks with a five year pay out. The counci]members present and expressed no
concern.
Communication - Muff London, Administrative Assistant, gave a short talk on
communication. She presented the "SEER" format to be used when presenting an
idea or project to others and explained how it helps. The Council thanked Muff for
her presentation and accepted the printed formula she handed out.
Plainview 2006 - Mr. Jeffers reviewed his memo to the Mayor and City Council
regarding Survey 2006, which is the survey of information to be gathered by a
committee appointed according to Ordinance No. 92-2933, by which the citizens of
Plainview could express their opinions and desires so far as what and how they want
their city to be in the coming years. The Council discussed the memo and some of
its aspects and agreed to discuss it at greater length at the next meeting.

Mayor Ridlehuber declared the meeting adjourned at 1:00 p.m.
