Plainview City Council
January 12, 1993
The City Council of the City of Plainview held a regularly scheduled meeting at 7: 30
p.m, Tuesday, January 12, 1993, in the Council Chambers of City Hall at 901
Broadway. The council met in pre-session at 7:00 p.m. Councilmembers present
were: Alton Jackson -Precinct 1; Mary Virginia Kirchhoff - Precinct 2; Medlin
Carpenter - Precinct 4; Barbara Dorman - Precinct 5; Dwain Dodson - Precinct 6;
and Irene Favila - Precinct 7. Absent were Mayor E.V. Ridlehuber and Mayor Pro
Tern Don Dickson.
Staff present were: James P. Jeffers - City Manager; Norman Huggins - Director
of Finance; Wally Hatch - City Attorney; Bill Hogge - Director of Public Works;
Barbara Sullivan - Municipal Court Judge; Terry Powers - Director of Human
Resources; Roy L. Osborne - Director of Public Safety; and Karen-McBeth - City
Secretary.
Media present: Richard Orr - Plainview Daily Herald; Ridley Gibson - Plalnview
Cable TV.
Guests present were: Robert Daniel, Chris Daniel, Zachary Bechtold, Joshua
Williamson, Jay Nelson, Timmy Allen, Fred Bechtold, Jose De Asis; Susan Bechtold,
Lisa Whitfill, Wendy Oates, Belinda McCutcheon, and Lori Glenn.
OPEN MEETING:
In the absence of the Mayor and the Mayor Pro Tern the first order of business was
to elect a chairman. Medlin Carpenter nominated Alton Jackson; Dwain Dodson
seconded the motion; the motion carried unanimously among those council members
present. Alton Jackson called the meeting to order.
1. Invocation - Dwain Dodson gave the Invocation.
2. Recognitions - Roy L. Osborne, Director of Public Safety, introduced the
Plainview Police Department Honor Guard.' This group is volunteer and its members
were police officers Rick Cooper, Ralph May, Mike Allen, and David Palmer. They
posted the Texas State flag and the United States flag. Alton Jackson thanked Police
Chief Osborne and the members of the Hon°r Guard and expressed his pride in their
activity.
Alton Jackson recognized local Cub Scout Troop 206, who came to learn about city
government and observe a city council at work.
Alton Jackson also recognized a group from the Plainview Junior Service League who
were present to educate new members about city government.
3. Annexation - DeAsis - Ordinance No. 93-2947. An Ordinance providing for
the extension of certain boundary limits of the City of Plainview, Texas and the
annexation of three certain tracts of land adjacent to Westridge Park Additions No.
3 and 4, Hale County, Texas; Severability clause; Cumulativeness clause; And
effective date. Medlin Carpenter made a motion the ordinance be approved as

written; Barbara Dorman seconded the motion; the motion carried unanimously among
the councilmembers present.
4. Sanitary Landfill
A. Landfill Gatehouse - Consideration of approval of specifications and
authorization calling for bids. On November 24, 1992, the Council rejected all bids
citing the cost as being too high. Staff was instructed to redraw the specifications
for a less expensive facility. The Council met with James Robison on January 7,
1993, and reviewed the new specifications. The Council discussed the proposed
specifications and Medlin Carpenter made a motion the specifications be approved and
authorize staff to advertise for bids; Barbara Dorman seconded the motion; the
motion carried unanimously.
B. Landfill Maintenance Barn - City administration had deferred
consideration of construction of a maintenance barn at the new landfill until a more
accurate financial picture could be drawn. At the present time the Finance
department projects an unencumbered balance of bond funds in the amount of
$200,000. The projects cost of materials for a 48' by 60' building with 16" walls is
$23,000. The labor for construction would be furnished by the sanitation
department. The structure will allow for work to be done on equipment during
inclement weather and in which to store equipment, when it is not in use. Dwaln
Dodson made a motion that City administration be authorized to advertise for bids for
the proposed structure and to pay for the project from bond proceeds; Mary Virginia
Kirchhoff seconded the motion; the motion carried unanimously.
5. Consent Calendar - Barbara Dorman made a motion the Consent Calendar be
approved as presented; Dwaln Dodson seconded the motion; the motion carried
unanimously among the council members present.

d) Property Rental - Authorized the City Manager to enter into a
lease agreement with Bank America for property located at 304 W. 6th St.,
Plainview, Texas, for two (2) years under current terms.
e) Bids
1) Portable Hot Pressure Washer - The only bid received was from
Mighty Dist. of Plainview, Texas in the amount of $5,495. The bid was
awarded to them.
2) Motor Truck Cab & Chassis - Bids were received from Summit
White GMC of Dallas, Texas in the amount of $65,590.; and from Chaparral
White GMC from Lubbock, Texas in the amount of $66,245. The bid was
awarded to Summit White GMC of Dallas, Texas.
3) 4 Yard Frontload Trash Containers (in amounts of not less than
20 nor more than 200 annually) - Bids were received from Sanco of Lubbock,
Texas in the amount of $354 each; Texas Agri Machine of Plainview, Texas,
in the amount of $884 each. The bid was awarded to Sanco of Lubbock, Texas.
4) 3 Yard Sideload Trash Containers Bids were received from
Texas Agri Machine of Plainview, Texas, in the amount of $735 each; Sanco
Inc. of Lubbock, Texas, in the amount of $267 each; Fuqua Enter, Inc. of
Cleburne, Texas, in the amount of $257 each; Southwestern Equipment Co. of

Lubbock, Texas, in the amount of $239.47 each; and Emco Inc. of Plainview,
Texas., in the amount of $231. each. The bid was awarded to Emco Inc. of
Plainview, Texas.
5) Miscellaneous Materials for Westridge Sewer Extensions -
88 cu. yds. 3000 psi concrete - Bids were received from Thrasher's Ready Mix
in the amount of $6600; and High Plains Concrete Co. of Plainview, Texas, in
the amount of $4400. The bid was awarded to High Plains Concrete Co.
Encasement Materials - Bids were received from Thrasher's Ready Mix of
Plainview, Texas, in the amount of $2437.50; High Plains Concrete in the
amount of $1560. The bid was awarded to High Plains Concrete of Plainview,
Texas.
Reinforcing Steel No. 3 Bars - Bids were received from 84 Lumber in the
amount of $62.01; Higginbotham Bartlett Co. in the amount of $85.80; Daffern
Steel & Supply in the amount of $58.50; Milstead Hardware & Welding Supply
in the amount of $70.20; Willson & Son Building Materials in the amount of
$85.80; Trasher's Ready Mix in the amount of $85.80; and High Plains
Concrete Co. in the amount of $74.1'0; the bid was awarded to Daffern Steel
and Supply.
750 lin. ft. Welded Wire Mesh - Bids were received from: 84 Lumber in the
amount of $229.95; Higginbotham Bartlett Co. for $487.50; Daffern Steel &
Supply for $425.; Milstead Hdwr. & Welding Supply for $412.50; Willson & Son
Building Materials for $600; Thrasher's Ready Mix for $1200; and High Plains
Concrete Co. for $397.50; The bid was awarded to High Plains Concrete Co.
6. & 7. Executive Session - Discussion of appointments to Boards, Committees
and Commissions of the City of Plainview for: Planning and Zoning Commission;
Board of Adjustment; Board of Minimum Housing Standards; Building/Fire code
Board of Appeals; Housing Authority Board; Plumbing Board; Board of Electrical
Examiners. Barbara Dorman made a motion there be no Executive Session and the
following be appointed; Doris Washington to the Human Relations Commission; Lee
Roy Lightfoot and Eddie Sessions to the Board of Adjustment; and 3erry Wofford to
the Building Code and Fire Code Board of Appeals; Dwain Dodson seconded the
motion; the motion carried unanimously among those council members present.
8. Adjournment - Dwaln Dodson moved the meeting adjourn; Medlin Carpenter
seconded the motion; the motion carried unanimously. The meeting adjourned at 8: 05
p.m.
