CITY COUNCIL WORK SESSION MEETING
City of Plainview
The Plainview City Council met in a Work Session at 11: 30 a.m., Thursday, February
18, 1993, at the Plainview Municipal Country Club, 2902 West 4th Street, Plainview,
Texas. Mayor E. V. Ridlehuber presided. Councilmembers present were: Alton
Jackson - Precinct 1, Mary Virginia Kirch_hoff - Precinct 2, Medlin Carpenter -
Precinct 4, Barbara Dorman - Precinct 5, Dwain Dodson - Precinct 6, and Irene
Favila - Precinct 7. Absent was Don Dickson - Precinct 3.
Staff present: James P. Jeffers - City Manager, Terry Powers - Director of Human
Resources; Barbara Sullivan - Municipal Court Judge; Roy L. Osborne - Director
of Public Safety; Norman Huggins - DirectOr of Finance; Diane Groh - Director of
Community Services; Arthur Wall - Assistant Street Superintendent; Carl Holland -
Superintendent of Support Services; Wally Hatch - City Attorney; Bill Hogge -
Director of Public Works, and Karen McBeth - City Secretary.
Guests present were: Jim Mock and Terry Teague - Plalnview Municipal Country
Club.
TH"~S IS A I~ORK SESSION AND NO ACTION CAN BE TAKEN
Mayor Ridlehuber called the meeting to order at 11: 30 a.m. The council reviewed the
agenda for the meeting of February 23, 1993.
The council turned to the agenda for today.
City Manager Reports:
Bill Hogge distributed printed material comparing the Ingersoll-Rand models of
vibrating drum rollers to other brands of this type equipment. The needs to have
both drums vibrate and/or roll independently is preferable so as to wOrk in a limited
space. Mr. Hogge stated this was as important as the high vibration ability. Mr.
Hogge compared numerous other points between the two machines under
consideration. Council discussed the differences and noted Mr. Arthur Wall's
recommendation.
COUNTRY CLUB * Insurance and Building Project - Mr. Jim Mock and Mr. Terry
Teague presented a status report on the building plans for the new Country Club
and Convention Center. Plans been approved by the A. D.A. They wi]] shortly be
advertising for bids in the Plainview, Lubbock, Amarillo area. Drawings were
displayed as well as interior decorating material. The council question Mr. Mock and
Mr. Teague regarding dates for ground breaking; Mr. Mock said April 1, 1993 was
the target date. Mr. Mock told the council the Country Club will be the "general
contractor" for the project, but will contract for construction management services
for the "hands on" day to day construction supervision. The contract for the
construction management service does not have to be bid, and is under the complete
control of the Country Club. They hope to see the project completed in ten months
time.
Mr. ,Teague said the city's insurance proposal was still under advisement and the

Country Club's committee and they will be talking with the council regarding their
recommendations. An extensive dialogue between the council and Mr. Teague and
Mr. Mock was held concerning all aspects of the insurance proposal.
STREETS * 16th Street Paving I~oject - Mr. Hatch had no news to report.
EMS PRIVATE PROVIDER - Mr. Jeffers had nothing new to report. He stated he
should have something to report within two weeks or so.
POLICE - SCHOOL RESOURCE OFFICER - Mr. Jeffers reported that the plans for a
police school resource officer is now in the hands of the PISD. He will report to the
council when they get back with him.
MUSEUM OF THE T,T,&NO ESTACADO - Mr. Jeffers said his information on this was
in the Council Update, detailing the five-way-split among the participating entities.
POLICE - CURFEW - Mr. Jeffers reported that the Mayor will write a letter outlining
the city's position on this controversial matter, in answer to the numerous Letters
to the Editor he has received. At the present time there are court cases regarding
curfews which have not been decided. The present position is that it is
unenforceable at best.
RAILROAD COMMISSION * Duck Pond Barricades - The protective barrier to be
constructed at the Duck Pond is going to cost more than originally thought. Due to
the States requirements, the barrier will cost approximately $20,000 on the street
side slope. The council expressed their displeasure in yet another cost created by
Staie requirements.
POLICE - COUNTY JAIL FARMING - The request from the Sheriff's office to allow
inmates to farm the land adjacent to the airport has been referred to the Airport
Board and the County Commissioners to decide. The council was in agreement with
this proposal.
RETIREMENT - FIRE - The Pension Board has requested a larger contribution from
the city; from 10% to 12%. The Firefighters have already increased their contribution
to the 12%. A committee consisting of Wally Hatch, Bruce Watson, Roy L. Osborne,
Norman Huggins and Terry Powers have been instructed by Mr. Jeffers to "hammer
out" an agreement. They will discuss all available options - actuarial studies,
changes in present policy, other retirement policies, etc. After the committee meets
with the Firefighters, the council will consider whatever proposal is presented. The
council was in agreement with this plan.
Mayor Ridlehuber declared the meeting adjourned at 1:07 p.m.
