CITY COUNCIL WORK SESSION MEETING
City of Plainview
March 4, 1993
The Plainview City Council met in a Work Session at 12:00 a.m., Thursday, March
4, 1993, at the Plainview Municipal Country Club, 2902 West 4th Street, Plainview,
Texas. Mayor E. V. Ridlehuber presided. Councilmembers present were Alton
Jackson - Precinct 1; Don Dickson - Precinct 3; Medlin Carpenter - Precinct 4,
Dwaln Dodson - Precinct 6, and Irene Favila - Precinct 7. Absent were
Councilmembers Mary Virginia Kirchhoff - Precinct 2, and Barbara Dorman -
Precinct 5.
Staff Present: James P. Jeffers - City Manager, Diane Groh - Director for
Community Services, Wally Hatch - City Attorney, Terry Powers - Director of Human
Resources, Barbara Sullivan - Municipal Court Judge, Roy L. Osborne - Director
of Public Safety, Norman Huggins - Director of Finance; Carl Holland -
Superintendent of Parks and Support Services, Del Essary - Sanitation
Superintendent, and Karen McBeth, City Secretary.

OPEN MEETING
Mayor Ridlehuber called the meeting to order at 12:00 noon. The City Council
reviewed the agenda of the meeting of March 10, 1993. The Council then turned to
the agenda for today.
City Manager Reports:
STREETS *16th Street Paving Project - N. Quincy - City Attorney, Wally Hatch,
reported hearings on the 16th St. project would begin on March 15th. Regarding N.
Quincy: He would be getting a deed signed on the Furr's property and that would
complete the paper work on that project. He expected the paving projects to be
ready to start this summer.
POLICE - School Resource Officer - PISD will consider this officer at th~ ....
me .ting; then the Council will officially consider it. The School wilt pay 75% of all
personnel costs (payroll, etc. ) and the City will pay 25%; the City wilt pay 50% of
vehicle acquisition cost and the School will pay the remaining 50%, the City will pay
all maintenance and fuel costs. The Council was pleased with this proposal and felt
it would be most beneficial to the School as well as the City.
PROPERTY - RTC House - 115 S.E. 5th St. - Hale County Crisis Center has
expressed an interest in acquiring this property which the City had received
through RTC. Mr. Jeffers asked the Council if they had any other entities which
were interested in this piece of property. The Council knew of no one else.
