HomeMy WebLinkAbout93 0310 min0014 MI ~UTES CITY COUNCIL MEETING City of Plainview March 10, 1993 The Plainview City Council met in a scheduled meeting at 7:30 p.m., Wednesday, March 10, 1993, in the Council Chambers of the Plainview City Hall at 901 Broadway. The Council will meet in Pre-Session at 7: 00 p.m. Mayor E. V. Ridlehuber presided. Councilmembers present were: Alton Jackson - Precinct 1, Don Dickson - Precinct 3, Medlin Carpenter - Precinct 4, Barbara Dorman - Precinct 5, Dwain Dodson - Precinct 6; and Irene Far, Ia - Precinct 7. Absent was Mary Virginia Kirchhoff - Precinct 2. Staff present were: James P. Jeffers - City Manager, Diane Groh - Director for Community Services, Wally Hatch - City Attorney, Muff London - Main Street Coordinator, Roy L. Osborne - Director of Public Safety, Barbara Sullivan - Municipal Court Judge, Norman Huggins - Director of Finance, Bruce Watson - Fire Chief, and Karen McBeth - City Secretary. Media present were: Richard Orr - Plainview Daily Herald, Ridley Gibson - Plainview Cable TV, and Danny Andrews - Piainview Daily Herald. OPEN MEETING 1. Invocation - Irene Favila 2. Recognitio~lOath of Office -' Bruce Watson, Fire Chief, introduced Rudolfo Blanco, Bobby Gibson, Mike Reeves, and John Rennick of the PIai!~view Fire Department who were newly promoted employees. Roy L. Osborne presented a new program recently begun by the Police Department called "Night E~s". On duty police officers will do a physical inspection of six business establishments per night, will leave a card with the name of the officer doing the inspection, and listing recommendations which might prevent e,-~-~- ~+ *heir respective addresses. Chief Osborne also told the Council that at a future date a sirnilar plan called "Foot Prints," might be conducted in residential areas during the daytime. Ccuncilmembers thanked Chief Osborne for his report and expressed their approval and appreciation of the pianned programs. 3. Parks - Broadway Baseball - Consideration of request from the Optimist Club and Thomas Ochoa for the use of the Broadway Street Baseball Complex. City Manager Jim Jeffers gave a brief overview of the past practice of contracting with Plainview Optimists to run the summer baseball programs at the Broadway Street Park. It is time to renew the lease/contract and the Optimists Club will present annual report and Mr. Thomas Ochoa will address the Council asking for use of the parks for a separate basebail program. Mr. Rodney Watson, representing the Plainview Optimists Club, gave a report covering the past years they have contracted with the City to manage the baseball hardball teams. Mr. Watson said their program provided a fuli summer 1 of 3 0015 program for all ages. He stated the Optimists have a long term interest in the youth of Plainview. He stated their programs serve all the youth, regardless of age, race, religion, or their ability to pay. The program is non profit. The teams and games play under the Babe Ruth League guidelines. Mr. Watson reported that equipment and insurance are the major expenditures, with maintenance also being a large expense. Mr. Watson explained that if a family can afford it, the fee is paid at the beginning of the program; if not the family can arrange to pay it out over a period of time, or even get a scholarship for a child who cannot afford to pay anything; no chiId is ever turned down because they cannot afford the fee. The Optimists raise funds to help pay for this program. The contract with the Optimists covers the concession stand-also, with the Optimists getting 60% of the proceeds, and the concessionaire retaining 40%. Councilmember Don Dickson thanked Mr. Watson for his report, the excellence of the Optimists program, and'for his help in doing such an excellent job with the young people of the area. Mr. Denzil McMillan also spoke stating he began the original ABC program before there was an Optimists Club in Plainview. Mr. McMillan recommended the Optimists program and hoped the City would allow them to operate the summer program once again. Mr. Thomas Ochoa spoke stating he wanted the use of one of the senior baseball fields for the summer. He stated because some children were not taken into the senior teams by the Optimists, he was offering a summer baseball program for these children. Mr. Ruben DeLeon spoke in support of this Independent Baseball Club offered by Mr. Ochoa. Mr. DeLeon stated they would need the baseball fields three or four Saturdays during the summer. He stated he did not feel this was in conflict with the Optimists program, but only an addition, so as to take care of the young people not accepted by the Optimists program. Councilmember Alton Jackson stated that any fields that were not being used needed to be held in reserve for rain-outs and postponed games. Councilmember Jackson asked Mr. Watson ff the Optimists turned away any young people. Mr. Watson said they took every child that signed up to play. Mr. Watson said some children signed up to play, but did not every show up again so some teams had to forfeit games. The Optimists had only one senior ball team due to the reIatively small number of young people who actually showed up to play a game. Don Dickson suggested the two programs could work together to the betterment of all youth. Dwain Dodson said he could see no reason both entities could not work together. Mr. Ochoa stated that combining them was not possible due to the West Texas League with which he was involved, as they only allowed one team. City Attorney Wally Hatch stated that the West Texas League allowed one senior team, but allowed additional junior varsity teams with unlimited rosters, thereby allowing all youth to play since the teams primarily only played one another. Medlin Carpenter advised the two parties to work together and to run a complete program, and he moved the City contract with the Optimist Club for three years to operate the summer baseball program within the city; Barbara Dorman seconded the motion; the motion carried unanimously among the six councilmembers present. 4. Ordinance No. 93-29§1 - Permitting Charges - Amendment to Ordinance No. 85-2600 (Building Permits) to modify the fees charged for both new construction and alteration. Diane Groh, Director for Community Services explained the ordinance was needed to bring into the line the cost of remodeling and alteration permit fees as opposed to permits for new construction. She said in the past the cost for a permit to remodel or alter property was much higher than was necessary. Billie Standefer was appointed to the Human Relations Commission. Barbara Dorman moved the Consent Calendar be adopted as presented; Alton Jackson seconded the motion; the motion passed unanimously. 6. ~-'xeeutive Session - Discussion of appointments to Boards, Committees and Commissions of the City of Plainview for: Building Code/Fire Code Board of Appeals; ADA Advisory Committee Liaison; and Human Relations Commission. [This meeting is authorized by TEX. REV. CIV. STAT. Ann. art 6252-17 Sec. 2(g) (Vernon Supp. 1993) ]. The Executive Session as not held. 7. Adjourmaent. Dwain Dodson moved the meeting adjourn; seconded the motion; the motion carried unanimously among the present.
