MINUTES
CITY COUNCIL WORK SESSION
March 18, 1993
The City Council of the City of Plainview, Texas, met in a Work Session on
Thursday, March 18, 1993, at 11:30 a.m. at the Plalnview Country Club, 2902 West
4th Street, Plalnview, Texas. Mayor E. V. Ridlehuber Presided. Counci]members
present were: Don Dickson - Precinct 3, Medlin Carpenter - Precinct 4, Dwaln
Dodson - Precinct 5, and Barbara Dorman Precinct 6. Absent were: Alton Jackson -
Precinct 1, Mary Virginia Kirchhoff - Precinct 2, and Irene Favila - Precinct 7.
Staff present: James P. Jeffers - City Manager, Diane Groh - Director for
Community Services, Norman Huggins Director of Finance, Muff London -
Administrative Assistant - Jim Lindstrom - Code Enforcement, Bill Hogge - Director
of Public Works, Terry Powers - Director of Human Resources, Roy L. Osborne -
Director of Public Safety, Barbara Sullivan - Municipal Court Judge, Wally Hatch -
City Attorney, and Karen McBeth - City Secretary.

OPEN MEETING
Mayor Ridlehuber called the meeting to order. The Council reviewed the agenda for
the meeting to be held on March 23, 1993. The Council then turned to the agenda for
today.
City Manager Jim Jeffers had the foilowing reports for the Council:
Insurance Health * Blue C~oss/Blue Shield - Bidding. Mr. Jeffers called on Norman
Huggins, Director of Finance to give an overview. Mr. Huggins reported the City
had 186 employees presently covered on the Blue Cross/Blue Shield policy. He
explained the contract with Blue Cross/Blue Shield had an annual administration
charge of $23,931; Stop loss premium of $66,931; for a monthly fixed total of $90,216.
He reported the CitY has experienced only two major claims during this contract
period, which is favorable. Mr. Huggins answered questions from the Council
regarding any complaints or problems. Mr. Huggins had none. After reviewing, it
a Councilmember asked to have this item placed on a regular agenda for discussion
and possible action, being that of calling for bids.
Px-opex-ty * Rental of px, opex-ty at 304 West 6th to Fix-st Baptist Chux~h - Mr'. Jeffers
reported to the Council an inquiry from First Baptist Church about the possibility
of renting available space in the building at 304 West 6th, for a time period of
approximately 9 to 10 months for office space. Mr. Jeffers said the price of $7.00
per square foot of rented space, plus their pro-rata share of the utilities, was
quoted to them as rent. No one on the Council had any objections to this.
Housing * HUD and FmHA - Mr. Jeffers reported that on the recent to Washington,
DC, one group from the Council was visiting with Mr. Cisneros, and another group
from the Council was visiting with Rep. Sarpalius, and they appeared to be at cross
purposes. Actually, both groups were asking for FmHA and HUD assistance, and
both groups were pursuing additional housing for Plainview. Somehow the idea that
the Hilton Hotel was being renovated to be used for elderly housing was gleaned by

Washington and this has since been addressed with letters to all parties. The Hilton
Hotel is not being renovated at this time, and the request for FmHA assistance for
additional housing is not in conflict with whatever might be done with the Hilton
Hotel.
Mr. Jeffers asked the Council ff they had received any phone calls regarding weeds,
junk cars or other nuisances outside the City limits. He requested that if they did
receive calls, or visits, regarding this problem, please document them and call into
his office so he can visit with the County Commissioners about such at a later date.
No one reported any calls or complaints.
Mr. Jeffers reminded the Council about the Trolley dedication to take place near City
Hall on Monday, March 22, at 4:00 p.m. He also reminded them about the Recycle
Roundup at the Ollie Liner Center on Saturday, March 27th.
The meeting adjourned at 12:55 p.m.
