WORK SESSION MINUTES
Plainview City Council
April 8, 1993
The City Council of the City of Plalnview, Texas, met in a Work Session on
Thursday, April 8, 1993, at the Plainview Country Club, 2902 West 4th St., at 11:30
a.m., with Mayor E. V. Ridlehuber presiding. Councilmembers present were: Mary
Virginia Kirchhoff - Precinct 2; Don Dickson - Precinct 3, Medlin Carpenter -
Precinct 4, Dwaln Dodson - Precinct 6, and Irene Favila - Precinct 7. Absent were
Alton Jackson - Precinct 1, and Barbara Dorman - Precinct 5.
Staff members present were: James P. Jeffers- City Manager , Diane Groh- Director
for Community Services, Terry Powers - Director of Human Resources, Wally Hatch -
City Attorney, Roy L. Osborne - Director of Public Safety, Barbara Sullivan -
Municipal Court Judge, Norman Huggins - Director of Finance, Jim Lindstrom - Code
Enforcement, Muff London - Main Street Coordinator, and Karen McBeth - City
Secretary.
Guests present were: Reverend Willie Ansley, Don Hill, and Richard Young.
Mayor Ridlehuber called the meeting to order at 11:35 a.m. The Council reviewed
the agenda of the upcoming meeting of April 13, 1993. The Council turned to the
agenda for today:
City Manager Reports:
Water District - Mr. Jeffers reported there is some discussion about Hale County
forming a water district. A water district may have some authority regarding the
spacing of water wells and governing other aspects of water within Hale County. An
election would determine if Hale County did become a water district, and any areas
not in a water district may be governed by the State. Mr. Jeffers will keep the
Council informed.
Personnel - Supe~-visory T~a{n{ng - Terry Powers, Director of Human Resources
gave a report regarding the ma]e/female and minority ratio structure of the city's
present work force. It was determined at the upper level of management a lot of
training was available; at the mid management level there was very little management
training but a lot of technical training was available. Mr. Powers plans to do a
survey to determine the amount of interest in supervisory training and the desire
to move up within the city employment structure. Supervisory training would include
skill building for such positions and possibly participating with other entities in
scheduling training sessions, if adaptable. The Council had no objections to this
plan.
Sanitation/Landfill - TWC Rule Making - There will be a Public Hearing in Amarillo,
on April 14, 1993, regarding Texas Water Commission and their mandates regarding

landfills. Mr. Jeff ers and Bill Hogge, Director of Public Works have met with Mr.
Robin Lloyd regarding possible legal action to impact the TWC and EPA rule making
process of unfunded mandates. No decision has been made yet. Mr. Jeffers will
keep the Council informed. The Council had no questions.
Code Enforcement - Nuisances Outside the City - Mr. Jeffers reviewed a list of
violations the City had regarding the area outside the city limits. This includes, but
not limited to, weeds, trash, junk, unsanitary conditions, mowing, and animals. Mr.
Jeffers stated a meeting with the County Commissioners would need to be held to
determine exactly what kind of complaints the City would respond to, and how far
outside the city limits such response would extend. The Mayor and Medlin Carpenter
volunteered to meet with the County Commissioners to formulate a plan. Dwain
Dodson asked this matter be put on the regular Tuesday City Council agenda before
proceeding further.
Water Supply Study - The water study done by Freese & Nichols, Inc. essentially
determined there is not enough water available for long term planning. Freese and
Nichols is formulating a plan to bring more water into the City. The study has been
amended to include a distribution study.
Southwestern Public Se~riee has filed a request for a rate increase. The City bas
original jurisdiction regarding rate increases. A Steering Committee will review this
request thoroughly and will make a recommendation regarding such an increase.
Anlmal Control - Seth Ward - The City has agreed to provide eight hours of extra
patrols along with Hale County employees, and a representative of the Sheriff's
department, to round up stray dogs in the Seth Ward area. This function is covered
in the Reciprocal Governmental Agreement the city has with Hale County. The
Council expressed no concerns.
Cable TV - FCC Rates - The regulations regarding Cable TV are lengthy and
detailed and difficult to interpret. Nothing has changed in Plainview at the present
time, but Mr. Jeffers will keep the Council posted. The local cable TV operator is
getting mixed signals from his owners and will inform Mr. Jeffers as soon as any
changes develop.
Parks - Duck Pond - The Duck Pond on lOth Street is open for public fishing. Signs
are posted regarding wading, not eating the fish and not feeding the ducks in the
fishing area. Mr. Jeffers stated no fanfare regarding fishing will be made. The
Council had no objections to this decision.
Hilton Hotel - Mr. Jeffers informed the Council that the Hilton Hotel has been
acquired by the Guadalupe Economic Group in Lubbock, Texas. He could give no
pertinent details regarding this purchase but stated he hoped to work with them in
trying to renovate the old building and put it to good use.

2nd Legislative Briefing - Mr. Jeffers reminded the Council that the 2nd Legislative
Briefing would be held in Austin on April 26th. Counci]members wishing to go will
need to make arrangements as soon as possible.
Police! Gangs: Police Chief Roy L. Osborne reported on a recent meeting regarding
youth/gang violence held at Estacado Junior High School. Chief Osborne said about
180 people attended the meeting and all were most interested in cooperating in
organizing a plan to combat violence in and around Plainview schools.
The meeting adjourned at 12:52 p.m.
