CITY OF PLAINVIEW
WORK SESSION MINUTES
April 22, 1993
The City Council of the City of Plainview, Texas, met in a Work Session on
Thursday, April 22, 1992, in the Council Chambers at Plainview City Hall, at 11:30
a.m., with Mayor E.V. Ridlehuber presiding. Counci]members present were Alton
Jackson - Precinct 1, Don Dickson - Precinct 3, Medlin Carpenter - Precinct 4,
Dwain Dodson - Precinct 6 and Irene Favila - Precinct 7. Absent were Mary Virginia
Kirchhoff - Precinct 2 and Barbara Dorman - Precinct 5.
Staff present were James P. Jeffers - City Manager, Wally Hatch - City Attorney,
Terry Powers - Director of Human Resources, Norman Huggins - Director of
Finance, and Ginger Light - Deputy City Secretary.
There were no guests present.
There was no media present.
THIS IS A WORK SESSION AND NO ACTION CAN BE TAKEN.
Mayor Ridlehuber called the meeting to order at 11:30 a.m.
City Attorney Wally Hatch spoke to the Council concerning the construction project
with the Country Club. Many questions had arisen concerning bonds for the
contractors bidding on the project. In light of the confusion, the project will be re-
bid. Mr. Hatch also stated that the project is currently $118,000 over the projected
figures.
The Council reviewed the agenda for the meeting on April 27, 1993. The Council
then turned to the agenda for the day:
City Manager Reports -
Water/Sewer Service Outside City T,'imitB. City r~a~ager Jim Jeffers solicited input
from the City Council regarding water and sewer service outside the city limits. In
light of the fact that water and sewer service will be extended to the prison, the
question exists if the City will extend those services to residents along the path of
the extension and how this will be accomplished if the decision is made to extend the
services. Mr. Jeffers stated that there is a danger in extending service because the
Texas Water Commission can become involved in rate setting if a customer were to
contest the rates being charged. Mr. Jeffers also posed the question of annexation
of residents affected by any extension. Council members expressed interest in
pursuing the idea of se]ling water and sewer service outside the city limitS.
CIP Survey For~st. Mr. Jeffers handed out the first draft of the survey to be
completed by all council members concerning Capital Improvement outlay. He
explained that each member was to fill out the survey and rank the items by
importance. The results will be compiled to complete an overview of the entire
council's opinion of the importance of each project on the list. The City Manager
recommended scheduling a 2-3 hour meeting for discussion of the projects on the
survey in order that council members might re-acquaint themselves with the projects

on the list. Additionally, Mr. Jeffers reminded the council that the question of
funding still remains to be discussed.
Mayor Pro-Tern. Mr. Jeffers handed out minutes of the May 12, 1992 meeting of the
Council in which they decided to change the Mayor Pro Tern on an annual basis,
based on seniority.
San{t~tion/I.,~dfill - TWC tes~ony. Mr. Jeffers reported that City Engineer Bill
Hogge testified before the Texas Water Commission concerning the requirements for
a liner in the landfill. The City presented two proposals, the first of which sought
to expand the West Texas Exemption to include landfills of larger capacity than 20
tons per day. The alternate proposal enUnciated the criteria under which larger,
regional landfills in arid regions can achieve performance criteria under federal
regulations. Other City officials at the hearing supported Plainview's proposal. Mr.
Jeffers aiso stated that Pete Laney will be c~]]ing the commissioners in support of
Plainview's proposal, but at this point things looked doubtful. Robin Lloyd of Lloyd
& Gosse]ink in Austin will be preparing a long term strategy concerning the
discussion with the TWC. In closing, Mr. Jeffers stated that the City originally did
not seek the support of other cities before TWC, but it is possible that the long term
strategy might include seeking support from other cities. Support would depend
largely on whether or not our proposal would benefit the needs of other neighboring
cities.
rmployment/Youth. Mter the agenda items were discussed, Irene Favila stated that
a petition was being circulated to request money for funding a youth employment
program in the city.
Mayor Ridlehuber declared the meeting adjourned at 12:55 p.m.
