MINUTES
CITY COUNCIL WORK SESSION
May 6, 1993
The City Council of the City of Plain-view met in a Work Session on May 6, 1993, at
the Plainview Country Club, 2902 West 4th St., in Plainview, Texas, with Mayor
E.V. Ridlehuber presiding. Councilmembers present were: Alton Jackson
Precinct 1, Don Dickson - Precinct 3, Medlin Carpenter - Precinct 4, Dwain Dodson
Precinct 6, and Irene Favila - Precinct 7. Absent were members Barbara Dorman -
Precinct 5, and Mary Virginia Kirchhoff - Precinct 2.
Staff present were: James P. Jeffers - City Manager, Roy L. Osborne - Director of
Public Safety, Jim Lindstrom - Code Enforcement, Muff London - Administrative
Assistant, Bill Hogge - Director of Public Works, Wally Hatch - City Attorney,
Norman Huggins - Director of Finance, Carl Holland - Superintendent Support
Services, and Karen McBeth - City Secretary.
Media present: Richard Orr - Plainview Daily Herald.
Guest present: Jim Mock - Plainview Country Club.
THIS IS A WORK SESSION AND NO ACTION CAN BE TAKEN
The Mayor called the meeting to order at 11:50 a.m. The Council reviewed the
upcoming agenda of May 11, 1993. Jim Mock, of the Piainview Country Club, was on
hand to answer any questions concerning agenda item #6, for May 11th. Mr. Mock
explained that since the City of Plainview would be the owner of the proposed new
Plainview Country Club building, and the building committee would be acting as
general contractor, his building committee had requested that certain building
materials be ordered and paid for through the city in order to take advantage of its
tax exempt status. Wally Hatch, City Attorney, stated he had sought and received
an answer from the State Comptroller regarding this request, and there is no reason
the City cannot do this, on a limited basis. The Council thanked Mr. Mock for his
explanation.
The Council reviewed the remainder of the May 11th Agenda. The Council then
turned to the agenda for the day.
CITY MANAGER REPORTS:
Zoning - Off Street Parking - Several months ago the Council had discussed a
portion of the City's Zoning Ordinance No. 89-2798, Sec. 31.5.4.4, regarding Off
Street Parking, in particular boats, recreational vehicles and trailers associated with
that type vehicle. It was decided at that time, on a split vote, to e}~_force this
ordinance on a complaint basis only. There have been an increasins; number of
complaints regarding this type offense by persons who do not identify themselves
and who do not necessarily live within the neighborhood of the offender. A change
in the enforcement of this ordinance ban been made in that the person doing the
complaining must identify b~mself, but will not be identified to those outside of City

brought to their attention the fact that this specific subject has never been the topic

of a public hearing. The Council will continue studying this ordinance problem and
its possible solutions.
Housing Rehab - Mr. Jeffers distributed to the Council copies of the Close-out
Monitoring Review of the Rehab Grant from the Texas Department of Housing and
Community Affairs. The review stated that based on on-site monitoring and a review
of the contract records, Plainview was generally in compliance with the requirements
of the Texas Community Development Program. While some mistakes were made, for
a first time effort, the results were above average. The Council discussed the
possibility of applying for another Rehab Grant. It was noted that the work load of
the present staff might be detrimental to the effective over seeing of another grant
at this time. Mr. Jeffers pointed out that SPAG would administer the next Rehab
Grant the City received. The Council will study this topic again at the next work
session.
Mr. Jeffers gave a short update on the FmHA situation. He stated that the
paperwork on the proposed projects were in Washington, D.C., but that no decision
has been made.
Having no further business to discuss, Mayor Ridlehuber declared the meeting
adjourned at 1: 05 p.m.
