HomeMy WebLinkAbout93 0520 min special0041 MINUTES SPECIAL CITY COUNCIL MEETING May 20, 1993 The City Council of the Cityof Plalnview, Texas, met in a Special Meeting on May 20, 1993, at 11:30 a.m., at the Plainview Country Club, 2902 West 4th Street, Plainview Texas. Mayor E. V. Ridlehuber presided. Counciimembers present were: Alton JacksOn - Precinct 1, Don Dickson - Precinct 3, Medlin Carpenter - Precinct 4, and Dwain Dodson - Precinct 6. Absent were: Mary Virginia Kirchhoff - Precinct 2, Barbara Dorman - Precinct 5, and Irene Favila - Precinct 7. Staff members present: James P. Jeffers- City Manager, Terry Powers- Director of Human Resources, Roy L. Osborne -Director of Public Safety, Wally Hatch - City Attorney, Muff London - Director for Community Development, Bill Hogge - Director of Public Works, and Karen McBeth - City Secretary. Media present: Richard Orr - Plainview Daily Herald. Guest present: Paul Beane of Lubbock, Texas. OPEN MEETING Plat - Utility Waive~ - Consideration of request of J. T. Beane, 2510 West 24th St., Plalnview, Texas, to waive platting and/or utility extension regulations so his property may be serviced with water. Mr. Paul Beane, representing his elderly father, came before the Council to request that the platting and utility extensions regulations be waived so that his father could tie onto city water for personal use at his house at 2510 West 24th. Paul Beane stated that his father is an elderly man and not well and that the water we]] at his fathers home needed to be pulled and lowered so as to provide l~im with water, therefore he was requesting that his father's property be allowed to tie on to the city's water supply. Bill Hogge, Director of Public Works explained to Mr. Beane and the Council that the proposed water Inairl would require certain easements and since this would be an off site line, the cost of it must be funded by the property owner. The time required to do the engineering, bid specifications compilation, and bid proposals advertised and acquired, would take several weeks, in addition to the cost to Mr. Beane. Mr. Hogge explained each of these steps and the time required for each step. Mr. Beane stated he could not wait that length of time and he respectfully withdrew his request. There being no further business before the Council on this Special Meeting agenda, Dwain Dodson moved the meeting adjourn; Alton Jackson seconded the motion; the motion carried uno_nimously among the four councilmembers present.
