City Council Meeting
May 20, 1993
The City Council of the City of Plainview met in a Work Session at 12:00 a.m.,
Thursday, May 20, 1993, at the Plainview Country Club, 2902 West 4th St.,
Plainview, Texas. Mayor E. V. Ridlehuber presided. Councilmembers present
were: Alton Jackson - Precinct 1, Don Dickson - Precinct 3, Medlin Carpenter -
Precinct 4, and Dwain Dodson - Precinct 6. Absent were: Mary Virginia Kircb_hoff -
Precinct 2, Barbara Dorman - Precinct 5, and Irene Favila - Precinct 7.
Staff members present: James P. Jeffers - City Manager, Terry Powers - Director
of Human Resources, Roy L. Osborne - Director of Public Safety, Wally Hatch - City
Attorney, Muff London - Director for Community Development, Bill Hogge - Director
of Public Works, and Karen McBeth - City Secretary.
Media present: Richard Orr - Plain-view Daily Herald.

Open Meeting:
Mayor Ridlehuber called the meeting to order. The Council reviewed the agenda for
the upcoming meeting of May 25, 1993. The Council then heard reports from City
Manager, Jim Jeffers.
Housing Rehab - City Manager Jim Jeff ers reported to the Council that grant money
was available through Texas Department of Community Affairs for repair and
weatherization of houses of Iow income persons. This is usually confined to a section
of the city, based on a census tract. The grant will be administered by the South
Plains Association of Governments. The Council discussed this and was interested
in pursuing these grants funds for this purpose.
Main Street - Muff London, Director for Community Development, will be hiring a
Main Street Coordinator. The responsibilities of her present position does not allow
her any time to devote to the Main Street project and the State requires a full time
person for this position. The Main Street coordinator is a budgeted position.
Zoning - F~ed Lot - Waliy Hatch, City Attorney and Muff London, Director for
Community Development, met with Doug Armstrong, a veterinarian who presently
lives in New Mexico, who plans'to open a feed lot one block north of ATS&F railroad
and one block east on Farm Rood 400. This will create an odor problem for the city,
as well as an insect problem. Mr. Armstrong assured them he had the required
permits from Texas Water Commission and the Texas Air Control Board. He stated
he hoped to be operational soon with 5,000 head of cattle. The Council requested
that staff keep them current on this situation.
Rural Develol~m~nt Co, m~tte~ - Counci]member Mary Virginia Kirchhoff was to serve
on this committee, but she is unable to do so. Mayor Ridlehuber said he would be
happy to serve in this capacity. This will be discussed further.

Sanitation]Landfill - Mr. Jeffers reported a meeting he had with Waste Management
Incorporated about bringing other areas in to use the Regional Landfill. They
mentioned a possible lease/purchase arrangement with the City. Mr. Jeffers asked
them to prepare a form~] proposal for the Council to review regarding the use of the
landfill.
There being no further business before the Council, Mayor Ridlehuber declared the
meeting adjourned at 12: 55 p.m.
