Plainview City Council
Work Session
June 3, 1993
The City Council of the City of Plainview met in a Work Session at 11:30 a.m.,
Thursday, June 3, 1993, at the PlainView Country Club, 2902 West 4th St.,
Plainview, Texas. Mayor Pro Tern Alton Jackson presided. Councilmembers present
were: Mary Virginia Kirchhoff - Precinct 2, Don Dickson - Precinct 3, Medlin
Carpenter - Precinct 4, Dwain Dodson - Precinct 6, and Irene Favila - Precinct 7.
Absent were Mayor E.V. Ridlehuber and Barbara Dorman - Precinct 5.
Staff present: James P. Jeffers- City Manager, Terry Powers - Director of Human
Resources, Norman Huggins - Director of Finance, Wally Hatch - City Attorney, Carl
Holland - Director of Support Services, Barbara Sullivan - Municipal Court Judge,
Roy L. Osborne - Director of Public Safety, Bill Hogge - Director of Public Works,
Muff LOndon - Director for Community Development, Bruce Watson - Fire Chief, and
Karen McBeth - City Secretary.
Guest present: Ridley Gibson - Plainview Cable TV.
Media present: Richard Orr - Plainview Daily Herald.
THIS IS A WORK SESSION AND NO ACTION CAN BE TAKEN
Open Meetin~:
Mayor Pro Tem Alton Jackson called the meeting to order. The Council reviewed the
agenda for the upcoming meeting of June 8, 1993. The Council then heard reports
from City Manager, Jim Jeffers.
Capital Improvement~ Pt, o~ - Mr. Jeffers informed the Council that an additional
CIP Special Work Session will be scheduled so as to finish this program once all
Councilmembers are available.
Country Club Building Project - Mr. Jeffers said the County Club Board has
received bids and the project is running $50 to $60 thousand over the original
expectations. However, they have not indicated they would be asking the City for
any more money.
SW 3rd Street - Mr. Jeffers reported he has conversed with Mel Pope of the State
Department of Transportation regarding the opening of SW 3rd ! SW4th on to FM 400.
The State may fund this project within the next five years. A portion of the right
of way is blocked by Dulaney Auto Parts Co., but the City does have the right of
way through this area. If the City decides to open this road, leaving it a
dirt/caliche type roadway, the City can do so but it will need to discuss this with
Mr. Norman Dulaney. Counci]members Mary Virginia Kirchhoff and Dwain Dodson
agreed to visit with Mr. Dulaney about moving his fence and "junk." The City has
a 60 foot right of way, the State will probably require a 100 foot right of way, with
the City being responsible for purchasing the additional ROW. Mr. Jeffers said this
will be discussed further at the CIP Work Session meeting.

Cable TV Regulation - Mr.. Jeffers reported he had !been to two different workshops
regarding the regulation by cities of local cable tv rates. He reported that rates
must coincide with prescribed benchmark rates of the Federal Communication
Commission. Ridley Gibson stated that at the present time Plainview Cable TV was
at or below the their benchmark pricing and that these prices are frozen at the
present time. Mr. Manager of Plainview Cable TV, spoke to the Council stating that
he much preferred to be regulated by the City 'Council than by the FCC. He
reported that due to the regulations numerous changes will go into effect regarding
current programming. Some stations may have to be dropped and other stations will
be moved to different channels. At the very least it will be confusing and he feels
it will have a negative impact on every aspect of hisl business. Mr. Jeffers reported
the rate regulation issue will appear on the June 22, 1993 agenda.
Insurance - Gene~ Liabih'tyIWorkera Compensation - Mr. Jeffers reported that
Staff was preparing specifications for bids on the insurance for property, general
liability and workers compensation carried by the City and they have been informed
by TPS (Texas Political Subdivision) Insurance Pool theY could offer sizeable
discounts. Councilmember Don Dickson is on the Board of TPS and he confirmed that
they will be able to offer a large reduction in Workers Compensation rates. Mr.
Jeffers said more infOrmation will be gathered but at the present time he was leaning
toward not bidding the insurance this year and seeing what TPS does come up with.
Councilmember Dwain Dodson voiced the opinion that he did not see that it would
hurt to go ahead and get bids on the insurance. Other Counci]members stated they
would prefer to wait and see what TPS had to offer in the way of rates. This will be
discussed further at other Work Sessions.
There being no further business to discuss Mayor Pro Tern Alton Jackson declared
the meeting adjourned at 12 :'50 p.m.
