July 8, 1993
The City Council of the City of Plainview, Texas, met in a Work Session on
Thursday, July 8, 1993, in the Plainview Country Club, at 11:30 a.m., with Mayor
E.V. Ridlehuber presiding. Councilmembers present were Alton Jackson - Precinct
1, Mary Virginia Kirchhoff - Precinct 2, Don Dickson - Precinct 3, Medlin Carpenter
- Precinct 4, Barbara Dorman - Precinct 5, Dwain Dodson - Precinct 6 and Irene
Favila - Precinct 7.
Staff present were Wally Hatch - City Attorney, Terry Powers - Director of Human
Resources, Norman Huggins - Director of Finance, Roy Osborne - Director of Public
Safety, Muff London - Director of Community Development, Barbara Sullivan -
Municipal Court Judge, Carl Holland - Parks Superintendent and Ginger Light -
Deputy City Secretary.
Guest present was Richard Gaile of the YMCA.
Media present was Richard Orr.
Mayor Ridlehuber called the meeting to order at 11:30 a.m.
The Council reviewed the agenda for the meetingon July 13, 1993. The Council then
turned to the agenda for the day:
City Manager Reports -
City-wide Newsletter. Muff London reported on the City's efforts to publish a city-
wide newsletter in order to inform the public of City services, fees, etc. The format
researched by Ms. London was a four-page supplement which would be inserted into
the Plainview Daily Herald four times each year, roughly corresponding to the four
seasons. The cost of said publication will be $1204 per issue or $4816 per year and
the supplement will reach 10,000 households. The articles in the supplements will
be written by City staff and put together by the Plainview Daily Herald. This item
will be discussed more at the budget worksessions in July.
Parks[ Softball Field~/YMCA Carl Hol!and reported briefly on the current operation
of the program. Richard Gaile of the YMCA then reported that his organization lost
approximately $2,500 this year on the softball program. The maiu reason for the loss
in revenues was the relocation of the women's teams to the Lockney area. Despite
the revenue loss, the YMCA expressed a desire to continue the program if the City
requests same. Mr. Galle felt that promotion by the City of the program would
stimulate interest. Additionally, Don Brnmley of the First Baptist Church -
Plainview has expressed interest in reviving the church league. Mr. Hatch then
explained that the City ]~a~ three options at this point: (1) Continue the contract
with the YMCA; (2) City may take over the project; or (3) Bid the contract out.
Carl Holland suggested that the YMCA maintain the contract, but be given a
reduction in the $5,000 fee paid to the City and have the electric meter put in their
name. It was suggested that this item be put on the agenda for an amendment to the
current contract with the YMCA.

Insurance/Major Medical/Px~escription Card. Norman Huggins presented the
background on the City's current medical insur_~ce plan. H~ stated that the City
has been self-insured since 1988, and Blue Cross]Blue Shield was hired to administer
the funds. The premiums are paid to the bank add a draft is taken on the account
for any claims. A total of appro:~imately $320,000 was paid out last year in claim~.
Mr. Huggins stated that the financial standing of the plan was currently in good
shape, but feels that it is good to rebid every few ~years anyway. Waily Hatch stated
that the Attorney General's office has suggested that insurance be rebid every three
years. However, ff the con~ract price changes from year to year, the contract would
have to be rebid every year. The Council suggested that Mr. Huggins rebid the
insurance administrator on the anniversary date. Terry Powers then presented the
results of a survey concerning the importance of a prescription card to the
employees. The over~all rating of the employees fei1 in the 9 to 10 range. Mr.
Powers noted that individuals who do not have ~heir families covered marked the
importance level in the 6 to 7 range.
BudgetlcIP Vgorkshop. Mr. Hatch requested tha~ail councilmembers submit dates
in July during which they will be able to attend the workshop on the budget.
Mayor Ridlehuber declared the meeting adjourned at 12:53 p.m.
