WORK SESSION
Plainview City Council
September 9, 1993
The City Council of the City of Plainview, Texas, met in a Work Session on Thursday, September 9, 1993,
at the Plainview Country Club, 2902 West 4th St., at 11:30 a.m. with Mayor E. V. Ridlehuber presiding.
Councilmemers present were: Alton Jackson- Precinct 1, Mary Virginia Kirchhoff - Precinct 2, Dwain Dodson
- Precinct 6, and Irene Favila - Precinct 7. Absent were: Barbara Dorman - Precinct 5, and Don Dickson -
Precinct 3.
Staff present were: James P. Jeffers - City Manager, Barbara Sullivan - Municipal Court Judge, Roy L.
Osborne: Director of Public Safety, Bill Hogge - Director of Public Works, Norman huggins - Director of
Finance, Terry Powers - Director of Human Resources, Wally Hatch- City Attorney, Muff London' -' Director
for Community Development, Capt. William Mull (Criminal Investigation Division), Captain Dennis Harkins -
Plainview Police Department, and Karen McBeth - City Secretary.
Guests present were: Don Smith, Sam Parker, Bill Rollins, Paul Sawayer, Norvene Owen, and Mike
Hutcherson.
Mayor Ridlehuber called the meeting to order at 11:35 a.m.

City Manager Reports -
The Council then
Police. Crime Reporting Procedures. Dwain Dodson, as a member of Crimestoppers, had questions as
to how crimes were reported, tallied, and disposed of by the Plainview Police Department. He was interested
in how the Crimestoppers organization was actually helping solve crimes by offering rewards. He asked for
an explanation of the "clearance rate" as provided by the police departments monthly report. Police Chief
Roy L. Osborne reviewed the different categories of crimes. Captain William Mull prepares the C.I.D. monthly
crime report and Captain Dennis Harkins prepares the Uniform Crime Report combining all departments into
the reporting system used throughout the nation. The Council asked questions about the reporting system
and how the "clearance rate" was established. Paul Sawayer asked if these records were available to
members of Crimestoppe~rs; Mull stated this information was readily accessible to anyone who wishes to see
it. The Mayor thanked~tain Mull and Captain Harkins, as well as Chief Osborne, for their time and stated
the Council appreciaf~d their explaining these reports.
At 12:35, Councilmember Mary Virginia Kirchhoff, had to leave the meeting due to a commitment.
Retreat. Mid Year - The City Manager reported the Council had expressed an interest in having a Mid Year
Retreat and he asked that they consult their schedules and inform him of what dates in OctobedNovember

would be open for them to attend such a meeting. The Council will get those dates to him.
Depository Agreement · Director of Finance Norman Huggins will be sending out RFP requests for
depository agreements to the banks in town on September 28. After he receives their proposals the Council
can review them. The Council had no objections to this plan.
Prison Utilities - Mr. Jeffers reported to the Council that the Prison plans to be open in March, 1995, and
the water and sewer would be complete by May, 1994. He reported the original design was for 2,500 beds
but Plainview was awarded only 500 bed unit. It has been projected that Plainview could possibly end up
with as many as 4,000 beds at this prison site. It is important to note that future well fields will be to the East
of the City. In view of these facts, the City has the opportunity at this time to put in larger lift station wells,
build a larger building to house additional water booster pumps and raise the elevation of the overhead
storage tank for an additional cost of $170,000, rather than $620,000 this would cost at a later date. This
increase water capacity will enable the prison to handle the 4,000 beds as well as take care of any future
industry in that area. The Council voiced no objections to this proposal, therefore Mr. Jeffers will ask Parkhill,
Smith and Cooper to include the increased design criteria into their project.
Wastewater Effluent- Mr. Jeffers reported that a prospective new business for Plainview might be interested
in purchasing the City's wastewater. Mr. Jeffers said he had quoted a price of 10 to 20 cents per thousand
gallons used. The Council had no objection to this.
Mayor Ridlehuber declared the meeting adjourned at 1:12 p.m.
