HomeMy WebLinkAbout93 0923 min0091 MINUTES Plainview City Council WORK SESSION MEETING September 23, 1993 The Plainview City Council met in Work Session on Thursday, September 23, 1993, at the Plainview Country Club, 2902 West 4th St., at 11:30 a.m. with Mayor E. V. Ridlehuber presiding. Councilmembers present were: Mary Virginia Kirchhoff - Precinct 2, Don Dickson - Precinct 3, Dwain Dodson - Precinct 6, and Irene Favila -Precinct 7. Absent were: Barbara Dorman - Precinct 5, Alton Jackson - Precinct 1, and Precinct 4 is vacant until November 2, 1993 election. Staff members present were: James P. Jeffers - City Manager, Terry Powers - Director of Human Resources, Norman Huggins - Director of Finance, Bruce Watson- Fire Chief, Roy L. Osborne - Director of Public Safety, Jim Lindstrom - Code Enforcement Officer, Muff London- Director for Community Development, and Karen McBeth - City Secretary. Mike Hutcherson attended as a guest. Mayor Ridlehuber called the meeting to order at 11:41 a.m. The Council reviewed the Agenda for the upcoming meeting of September 28, 1993. The Mayor turned the meeting over to City Manager, Jim Jeffers for his reports. Mid-Year Retreat - Mr. Jeffers distributed calendars of October and November for the Council to use in determining the best date for a mid-year retreat. Precinct Meeting - Irene Favila, Councilmember Precinct 7, wants to hold a '~viener roast" in her precinct, so as to inform her constituents about what is going on in the city. There were no objections. Recycle (MHMR) Program - The City is the recipient of a Recycle Grant which will fund a pilot program for recycling dumpsters to be placed in residential areas. This program will be on a volunteer basis on a small portion of three established routes. An extra trip will be made in these routes to pick up and deliver the recyclables. This program is meant to be used, not abused. The Council was pleased with this'prospect. Sanitation/Landfill - City Manager Jim Jeffers reported that the City of Lubbock, BFI, and Triple C Sanitation have all contacted him wanting to bring trash to the city's new landfill for the period of time that the City of Lubbock cannot use theirSMr. Jeffers told each of these groups that Plainview's landfill cannot handle that much refuse daily. The Council discussed this at length. Mr. Jeffers proposed telling Lubbock and BFI no, and telling Triple C that we can handle 20 to 30 tons per day, maybe. The Council had no objections to this plan. No Smoking - The American CanCer Society will be asking the city for an ordinance banning smoking in all public places; i.e. restaurants, grocery stores, retail businesses. The Council discussed this and will address it at a later meeting. 1 of 2 0092 Fire - County Contracts- Mr. Jeffers reported that in the past the County has not been billed for rescue calls, although they are covered in the contract. This has been an oversight on the part of the City. Due to the money problems recently expressed by the County, the City will not begin billing the County for these calls until after January 1, 1994. The Council did not object to this plan. Councilmember Dwain Dodson asked if a "sliding scale fee" had been set up for calls made to the County; Mr. Jeffers said one has been used in the past, but the County objected and it was changed. Drug Awareness- On October 25th, each Councilmember will attend a breakfast and go to local schools and deliver red ribbons, in support of Red Ribbon Week.
