HomeMy WebLinkAbout93 1021 min0103 MINUTES Work Session October 21, 1993 The City Council of the City of Plainview, Texas, met in a Work Session on OCtober 21, 1993, at 11:30 a.m. atthe Plainview Country Club, 2902 West 4th St. Mayor E. V. Ridlehuber presided. Councilmembers present were: Alton Jackson, Sr.- Precinct 1, Mary Virginia Kirchhoff - PrecinCt 2, Don Dickson - Precinct 3, Barbara Dorman - Precinct 5, Dwain Dodson - Precinct 6, and Irene Favila - Precinct 7. Precinct 4 remains vacant until November 2, 1993, election. Staff present were: James P. Jeffers - City Manager, Muff London - Director for Community Development, Wally Hatch- City Attorney, Barbara Sullivan -Municipal Court Judge, Norman Huggins - DireCtor of Finance, Terry Powers - Director of Human Resources, Bruce Watson - Fire Chief, Bill Hogge - Director of Public Works, and Karen McBeth - City Secretary. Guests present: Mike Hutcherson- Candidate for Councilmember-Precinct 4. Dr. Ruth Rector-Wright, Donna Barnett, Cindy Ebeling, Dr. Wallace Duvall and Edna Anderson of the American Cancer Society and Heart Association. Media present: Richard Orr - Plainview Daily Herald. Mayor Ridlehuber called the meeting to order at 11:30 a.m. The City Council reviewed the agenda for the meeting of October 26, 1993. The Council then turned to the business of the day. City Manager Reports - Smoking Tobacco Regulation - Mr. Jeffers introduced Dr. Wallace Duvall of Wayland Baptist University, who handed out information regarding a non-smoking ordinance for restaurants. Dr. Duvall encouraged the council to pass an ordinance banning smoking in all public restaurants within the city. Don Dickson asked to have public hearings regarding this subject placed on a future agenda. Cindy Ebeling spoke to the Council and Staff giving information regarding passive smoke inhalation and its damage to a persons health. Mr. Jeffers stated this would be on the agenda for November 9. Precinct Meetings. Councilmember Irene Favila - Precinct 7, invited everyone to come to the Precinct 7 Meeting at 6:30 p.m. at Thunderbird School. There will be hot dogs and chips served. Mr. Jeffers suggested that other councilmembers might want to hOld precinct meetings and he encouraged all to attend. Ebeiing Zoning. Muff London reported her conversation with Mr. Franklin Ebeling regarding his property located adjacent to the airport. Mr. Ebeling stated he does not want to develop this property, he wants to 1 of 3 0104 sell it. He stated he would raise it's elevation out of the flood plane prior to selling if the city will rezone it. If the Council expects this area to be developed, it will have to be rezoned. Wally Hatch, City Attorney, said it should be stipulated that the rezoning and raising it out of the flood plane be done prior to the sale of the property. The Council had no interest in putting this on an agenda. Youth Activities Committee Report- The second meeting was poorly attended. At the present time the committee is gathering inventories and information on facilities and programs already available within the city. Health Department Facilities - Mr. Jeffers reported that South Plains Health Provider Organization is expectedto acquire the Plains Convalescent Center facilities. He has asked John Castro, Director of the Health Department, to compose and submit a "minimum requirement specifications" list to facilitate the council's planning for health department facilities. The City and county should then decide how much money they are willing to allocate for this project. National Association of Towns and Townships - Barbara Dorman, Councilmember Precinct 5, reported on attending the meeting of National Association of Towns and Townships. She stated it was an organization which seemed to better fit the towns and cities of 150,000 population or less. She stated the leadership was of the same quality as NLC, and they dealt with the same issues but she found them to have a more direct approach in doing so. She stated they were a very diverse group and they seemed much less political in attitude. She suggested the Council look further into this organization for possible membership. Drug/Gun Free Zone Signs have been posted at High School. Other schools have asked to have these signs put up also. Mr. Jeffers reported that the schools that want them will be told they can buy them if they so choose. The Council expressed no objections. Austin Heights Task Force - Mr. Jeffers reported that the Austin Heights Task Force increased its zoning and code enforcement in that area. The police in Plainview are keeping track of autos as well as activity in suspected areas. Personnel * Supervisory Training - Terry Powers, Director of Human Resources, reported to the Council that there is no formal mechanism in place within the city to provide advancement training to city employees. Three sessions were held, with forty four person attending, for interested employees to express their interest in a formal training program where they have the opportunity to train for advancement and supervisory positions. All who attended were very interested. One of the more interesting programs available is where people from universities and other educational facilities come to city facilities and provide training and educational programs. Final recommendations will be forthcoming. 2 of 3 0105 Charter Study Commission will meet again in January. City Attorney Wally Hatch is looking at the technical areas. It will. be sent to Texas Municipal League also. The Mayor declared the meeting adjourned at 1:00 p.m. PASSED AND APPROVED THIS 9TH DAY OF NOVEMBER, 1993. ATTEST: E. V.
