MINUTES
City Council Work Session
November 18, 1993
The City Council of the City of Plainview met in a Work Session at 11:30 a.m. on November 18,
1993, at the Cotton Patch Cafe at 3314 Olton Road, Plainview, Texas. Mayor E. V. Ridlehuber
called the meeting to order at 11:35 a.m. Councilmembers present were: Alton Jackson Sr. -
Precinct 1, Mary Virginia Kirchhoff - Precinct 2, Mike Hutcherson - Precinct 4, Barbara Dorman
Precinct 5, Dwain Dodson - Precinct 6, and Irene Favila - Precinct 7. Absent was Don Dickson -
Precinct 3.
Staff members present were: James P. Jeffers - City Manager, Debby Gibson - Main Street
Coordinator,' Muff London- Director for Community Development, Roy L. Osborne - Director of Public
Safety, Norman Huggins - Director of Finance, Carl Holland- Superintendent Support Services, Rick
Cox- Street Superintendent, Wally Hatch - City Attorney, Terry Powers- Director of Personnel, and
Karen McBeth - City Secretary.
Media present: Richard Orr- Plainview Daily Herald.
Guests present: Charles Hornsby - Owner of Golden Corral Restaurant, Jakie Harris - owner of
Sugar Tree Restaurant, JoDan Williams - Manager of Furr's Cafeteria, Jim Mock - President,
Plainview Country Club.
The City Council reviewed the agenda of the upcoming meeting of November 23, 1993. The Council
then turned to the City Manager for his reports.
Austin Heiqhts Task Force - Roy L. Osborne, Director of Public Safety, reported on the police
department's visit to Chicken's Place. He reported it was closed; it will become a residence; and it
will be brought up to code. He also reported that the business conducted at this place has migrated
to another location and that location is to be dealt with shortly, as will any other areas that develop
illegal businesses.
Country Club- Jim Mock, President Plainview Country Club, reported that the Country Club is more
sensitive to non-smokers in the dining room and meeting rooms. He reported that construction has
begun on the new building and the projected cost is $864,000, with the City funding $400,000 from
Hotel/Motel taxes and the membership paying the remaining $464,000. He stated the $130,000 fpr
furnishing and new sound equipment will be paid through special donations. Mr. Mock reported that
with the new building they will be able to host larger conventions and meetings. They have booked
a large meeting of AT&T and Bell Telephone in 1994. They will host the Men's West Texas Golf
Tournament in 1995. They hope to have the new facility finished in July, 1994, weather permitting.

He stated there are six Plainview contractors working on the building and eleven out of town
contractors.
Chamber of Commerce - Plainview was the site of one Highschool Football Playoff game this past
week, The Chamber asked the City to provide future police security and EMS service. The cost of
such services will be approximately $250 for the two police officers plus the EMS service. The
Chamber hopes to secure more playoff games in 1994. This item will be on the consent calendar
in December. The chamber hopes this will be an inducement to bring more playoff games to the city.
Access to Police Records - City Attorney, Wally Hatch reported the law is fairly well a blanket
coverage so far as access to records regarding minors is concerned. Only a police offer, an attorney
for the child, and a legal parent/guardian has access to police reports concerning that child. No one
else has access to this information. Newspapers and involved persons have the right to information
on the first page of the report only. Mr. Hatch provided the council with a copy of this rule.
Fair Theater - Debby Gibson, Main Street Coordinator, displayed an architectural concept of what
the Fair Theater could have looked like in 1925. Working with the Cultural Arts Council, a non-profit
organization, she has acquired a Board and Finance Committee. They have organized two fund
raisers, one of which will be a dinner gala in February, 1994. A soap opera star from Venezuela will
be coming in January for a performance. She repoded that approximately $250,000 is need to
completely refurbish the old theater. Grants are being applied for also. Gibson emphasized no City
money was going towards the project.
Precinct Meetinq Report - Mr. Jeffers reported that he will develop a format for precinct meetings.
The council will consider adopting such a policy at a later date.
TML Conference . Mr. Jeffers asked the Council for any reports on the recent Texas Municipal
League Conference they attended. Barbara Dorm an repoded that the Open Meetings/Open Records
video is ready and we can call the office in Austin and they will send the city one. All
councilmembers stated they were pleased with this year's conference.
Boards and Commissions Thank You Calendar - Muff London, Director for Community
Development, gave the councilmembers an example of the pocket calendar that all members of the
city's Boards and Commissions will be given as a "thank you."
Youth Activities - Councilmember Irene Favila reported on the last meeting of the youth Activities
Committee. She stated there was good attendance and the group was compiling a list of grants
available that the committee could apply for to help fund the various activities they plan for the youth.
They want all of the camps and activities to be affordable for every child and family in Plainview.
James P. Jeffers and Mary Virginia Kirchhoff will develop a "mission statement" for the group.

Plainview 2006 - Mr. Jeffers reminded the council this was discussed at the Retreat and they have
received a handout on this subject. This will be on the next work session agenda for discussion.
He stated it would be a tremendous undertaking with the majority of the council being committed to
it. He also stated the school system and the county must be involved also. He asked the council to
bring ideas and comments.
Prairie House - He reminded the council that Prairie House and the YMCA will be having their open
houses this coming Sunday.
Habitat for Humanity. Councilmember Dodson repoded that Habitat has acquired the old Wee
Care ~Day Care building and has. sold it. The money will be used for Habitat; the city did not have
to demolish the building, and it did not go into the landfill.
Mayor Ridlehuber declared the meeting adjourned at 1:00 p.~m.
