HomeMy WebLinkAbout93 1123 min0117 MINUTES PLAINVIEW CITY COUNCIL MEETING November 23, 1993 The Plainview'City Council met in a regularly scheduled meedng at 7:30 p.m., Tuesday, November 23,1993, in the Council Chambers of the Plainview City Hall at 901 Broadway. The Council will met in Pre-Session at 7:00 p.m. with Mayor E. V. RidlehtJ3er presiding. Councilmembers present were: Alton Jackson Sr. - Precinct 1, Mary Virginia Kirchhoff - Precinct 2, Don Dickson - Precinct 3, Mike Hutcherson - Prec'~=t 4, Bafl3ara Dom,an -.Precinct 5, Dwain Dodson - Precinct 6, and Irene Favila - Precinct 7. ~ ~ present were: James P. Bill Black of 404 Itasca, David Mads(~ of 2~ 1/2 Woods and Jim Belyeu of 1412 Itasca aJI spoke for repearmg the ordinance on the basis of individual right of choice for both citizens and restaurant owners. The Mayor asked all those in favor of leaving the ordinarx~ as is to come forward and:.speak. Don Dickson moved to close the Public Hearing; Dwaln Dedson seconded the motion; the motion carried unanimously. Mayor Ridlehuber,declared the Public Heming dosed. ~ r~ Deliberation - Alton Jackson Sr. stated ~e ban should be repealed because it told 1he .indvidual ~ owner ~ to run his businees. Ma~ Virginia I~rchhoff felt the ordinance sheuld be changed to alkM the incrn/iclual restaurant owner to determine how much of his business place stx)Ldd be smo~ free. ~ Dickson thanked everyone who came and spoke, and he stated this is not about telling business owners what to do, but it is aheut ~ public's health. Mike Hutcherson stated that while heis a non anoker, lu is against a total ban because restaurant owners should have the rigM.to determine ~own destiny. ~ He encourages restaurants to have beth and non smoking sections. Bids from Nendale Ford for $13,559.50 each; Gardner ~let for $14,298.74 r each; and McMorris Ford for $17,966.00 each were not awarded the bid. Police Department - Bids for ~.e 1994 marked minivan with two wheel dr'~e were recdved from Jack Morris Ford in the amount of $17,32t.55; Gardner Chevrolet for $16,538.89; 2of3 0119' Nendale Ford for $17,633.00; and McMorris Ford for $18,979;00, The bid was awarded to Gardner Chevrolet in the amount of $16,538.89. Vector - Mosquito Insecticide - Bids for mosquito insecticide in 1,000 gallon bulk were received as follows: American Cyanamid - $18.67, and Terra. $21.75. The bid was awarded to ~ Cyanar~d. Streets - Sweeper- Bids for a twin engine street sweeper were received as follows: STM Equipment for $91,101.00; West Texas Cat for $89,967.00; and Schwarze for $110,450.00.
