WORK SESSION MINUTES
DECEMBER 9, 1993
The City Council of the City of Plainview, Texas, met in a Work Session at 11:30 a.m, on
December 9, 1993, at the Cotton Patch Cafe at 3314 Olton Road, Plainview, Texas.
Mayor E. V. Ridlehuber called the meeting to order at 11:30 a.m. Councilmembers
present were: Alton Jackson Sr. - Precinct 1, Don Dickson - Precinct 3, Mike Hutcherson
Precinct 4, Dwain Dodson - Precinct 6, and Irene Favila - Precinct 7. Absent were
Councilmembers Mary Virginia Kirchhoff - Precinct 2, and Barbara Dorman - Precinct 5.
Staff members present were: James P. Jeffers - City Manager, Norman Huggins-
Director of Finance, Wally Hatch - City Attorney, Terry Powers - Director of Human
Resources, Bruce Watson - Fire Chief, Roy Lee Osborne - Director of Public Safety,
Barbara Sullivan- Municipal Court Judge, Bill Hogge - Director of Public Works, Carl
Holland - Superintendent Support Services, and Karen McBeth - City Secretary.
Media present: Richard Orr - Plainview Daily Herald.
The City Council reviewed the agenda of the upcoming meeting scheduled for November
28, 1993. The Council then turned to the City Manager for his reports.
ADA Funding * Main Street - Debb¥ Gibson gave a report regarding the proposed ADA
curb cuts. She reported there is a grant she can apply for through the Main Street.
Beautification Program which will beautify downtown as well as pay for the curb cuts
needed to comply with ADA regulations. There are two proposals she can apply for and
she will need letters of support and approval from the council. She distributed information
on the proposed changes for the council's perusal. The Council expressed no objections
to the grant application.
Council Liaison Report Dwain Dodson reported the Hale County Appraisal District
was cooperating well and getting him, as well as other citizens, the information they
needed.
NLC Orlando Report No reports were given.
Austin Heights Meeting Report Councilmember Alton Jackson Sr. is to meet with the
Austin Heights representatives after the first of the year to try and come to a better

understanding of the needs of this group.
Boards, Commission and Committee Appointments Karen McBeth distributed a list
of board applications received for the Council to study prior to appointing new committee
and board members for the upcoming year. She reminded the Council they have already
received a copy of all the boards, committees and commissions who have members
which will need to re-apply or be replaced for the coming terms.
YMCA Placque Jim Jeffers displayed the plaque which will be hung in City Hall honoring
the City for its contribution to the building campaign at the YMCA.
Finance/~Nater Department Staffing Norman Huggins - Director of Finance, reviewed
a report showing the number of employees in his water/finance departments and the
history of such employment. A brief job description was given of each department.
Property - 304 West 6th Report will be on next work session agenda.
Plainview 2006 is a comprehensive plan for the future of Plainview. Mr. Jeffers reported
such a plan will require a great deal of staff and council time. He reported he had heard
from only one Councilmember regarding this project and that person was not in favor of
it. The Council will be asked to make a final decision o this project in January.
Precinct Meeting Policy Statement A precinct meeting policy statement was distributed
by the City Manager. This topic will be on the December 28th agenda.
Sanitation * Bulk Refuse, Self-Help Program The Council reviewed the loan-a-dump
truck policy. The City Manager announced he would be making some minor administrative
changes to the policy. The council had no objections.
Trees * Country Club - Carl Holland, Superintendent Support Services reported he has
no problem with transplanting some trees to the Country Club property before the trees
get too big. This project is allowed by the agreement between the City and the Country
Club. The Council expressed no objections.
Curfew - Mr. Jeffers reported that a curfew for city youth will be reviewed in January or
February.

There will be no Work Session on the 23rd of December. Council will meet at 6:30 p.m.
on the 28th to review the A~enda.
