HomeMy WebLinkAbout90 1113 minCITY COUNCIL MEETING NOVEMBER 13, 1990 MINUTES The Plainview City Council m~/ in Regular Session on Tuesday, November 13, 1990, in the Council Chambers of City Hall at 7:30 P.Mo with Mayor E.V. Ridlehuber presiding. Councilmembers present were: Mary Virginia Kirchhoff - Precinct 2; Do~ Dickson - Precinct 3; Medlin Carpenter - Precinct 4; and Barbara Dorman - Precinct 5. Councilmembers absent were: Alton Jackson - Precinct 1; Dwain Dodson - Precinct 6; and Ross Owen - Precinct 7. Staff Present: Jim Jeffers, City Manager; David Blackburn, City Attorney; Roy Osborne, Director of Public Safety; Jim Sewell, Interim Zoning Administrator; Carl Holland, Parks Supervisor; and Pam Kennedy, Deputy City Secretary. News Media present: Richard Orr - Plainview Daily Herald; Scott Fitzgerald - Lubbock Avalanche Journal; and Scott Roberts - KVOP. Guests Present: Mr. Ridley Gibson. \ Bids - Softball Regional Park. Introductory remarks were made by Jim Jeffers, City Manager. Mr. Jeffers asked that a motion be made to accept specifications on the operation of the softball fields, such specifications being due in the City Secretary's Office by December 5, 1990. Motion was made by Councilmember Don Dickson and was duly seconded by Councilmember Medlin Carpenter to adopt R90-193. The vote was 4 ayes, therefore, the motion carried. Mayor E.V. Ridlehuber presented the following Consent Calendar for approval noting that Item e) Bids - Vehicle Fire Department, be tabled since no bids had been received. a) Minutes b) Department Reports c) Budget Expenditures d) Sanitation - Recycling/Scavenging. Ordinance No. 90-2848. An Ordinance amending Chapter 12 Garbage and Trash of the City of Plainview City Code establishing the collection of cardboard for recycling; defining scavenging; prohibiting scavenging; providing for a penalty; providing for an effective date and for publication as provided by law. ~ e) (table~l) Bids - Vehicle Fire Department. Resolution No. R90-194. A Resolution of the City of Plainview, Texas, awarding a bid for a vehicle for the Fire Marshall. 1 of 2 ~ f) CXT~ SECRETARY - RESI6~A?ION. Resolution No. R90-195. A Resolution of the City of Plainview, Texas, accepting the resignation of City Secretary Carla Reese. Motion was made by Councilmember Barbara Dorman to approve the Consent Calendar with the tabling of Item e). Motion was duly seconded by Councilmember Don Dickson and carried by a unanimous vote. AdjoUrnment. Motion was made by Councilmember Barbara Dorman to adjourn. Motion was duly seconded by Councilmember Medlin Carpenter. There being no further business Mayor E.V.
