MINUTES
The Plainview City Council met in Regular Session on
Tuesday, November 27, 1990, in the Council Chambers of City
Hall at 7:30 P.M. with Mayor E.V. Ridlehuber presiding.
Councilmembers present were: Alton Jackson - Precinct 1;
Mary Virginia Kirchhoff - Precinct 2; Don Dickson - Precinct
3; Medlin Carpenter - Precinct 4; Barbara Dorman - Precinct
5; Dwain Dodson - Precinct 6; and Ross Owen - Precinct 7.
Staff Present: Jim Jeffers, City Manager; David Blackburn,
City Attorney; Bill Hogge, Director of Public Works; Terry
Powers, Director of Human Resources; Jim Sewell, Zoning
Administrator; Roy Osborne, Director of Public Safety; and
Pam Kennedy, Deputy City Secretary.

Hotel/Motel Tax - Waylan~ Baptist UniVersity. Resolution
No. R90-196. A Resolutio~>~ the City of Plainview, Texas
authorizing the Mayor to e~e~t~a sub-grant agreement with
Wayland Baptist University fo~the~allocation of hotel/motel
tax funds to the museum of the Llano Estacado. After an
explanation of the agreement was made by City Manager, Jim
Jeffers, the motion was made by Councilmember Ross Owen to
adopt Resolution R90-196. Motion was duly seconded by
Councilmember Dwain Dodson and~carried by a unanimous vote.
Emergency Notice. Director of Public Works, Bill Hogge,
presented a request by Mr. Matthew Glavin of 1~00 W. 24th
St. to be permitted to make connection to the water and
sewer systems of the City of Plainview. The property has
not been previously connected to city utilities and is
subject to the Utility Extension Ordinance No. 90-2837 which
requires that in order for property to be connected to the
existing water and sewer mains that such property must be
platted and certain connection fees must be paid in order to
connect to the existing main. The cost of those connections
were paid in 1966 by a developer of a subdivision north of
the property. Due to this fact, the request for a waiver of
the fees was recommended by Mr. Hogge. A clause in the
ordinance gives the Council authority to do so. Motion to
waive the fees and exempt the property from the platting
requirements for this specific occasion was made by
Councilmember Medlin Carpenter, duly seconded by
Councilmember Barbara Dorman, and carried by a vote of six
ayes. Councilmember Dwain Dodson abstained from voting due
to a prior involvement with the property.

Bids - Street Paving - Southwest 20th and Yonkers at
Resolution No. R90-192. A Resolution of the City of
Plainview, Texas, awarding the bid for the paving of the
southwest 20th Street and parking lot and Yonkers Street at
24th Street.
e) Purchase - Real Property. Resolution No. R90-197.
A Resolution of the Mayor and City Council of the City of
Plainview, Texas, authorizing the purchase of Lots 17 & 18,
Block 3, out of the West Lynn Subdivision, Plainview, Hale
CoUnty, Texas from Mr. Willie G. Couch by the City of
Plainview.
An explanation for the reason for the purchase of this
property was asked for by Randy Ballinger of KKYN and
provided by Bill Hogge, Director of Public Works.
Motion was made by Councilmember Barbara Dorman to approve
the Consent Calendar as stated. Motion was duly seconded by
Councilmember Ross Owen and carried by a unanimous vote.
Adjournment. Motion was made by Councilmember Ross Owen to
adjourn. Motion was duly seconded by .Councilmember Barbara
Dorman. There being no further bus iness, Mayor E. V.
Ridlehuber adjourned the meeting at 7:50 P.M.
