HomeMy WebLinkAbout91 0108 min17 CITY COUNCIL MEETING January 8, 1991 MINUTES The Plainview City Council met in Regular Session on Tuesday, January 8, 1991, in the Council Chambers of City Hall at 7:30 p.m. with Mayor E. V. Ridlehuber presiding. Councilmembers present were: Alton Jackson - Precinct 1; Mary Virginia Kirchhoff - Precinct 2; Don Dickson - Precinct 3; Medlin Carpenter - Precinct 4; Dwain Dodson - Precinct 6; and Ross Owen - Precinct 7. Councilmembers absent: Barbara Dorman - Precinct 5. Staff Present: James P. Jeffers, City Manager; David Blackburn, City Attorney; Bill Hogge, Director of Public Works; Jim Sewell, Zoning Administrator; Norman Huggins, Director of Finance; Roy Osborne, Director of Public Safety; and Linda Huddleston, City Secretary. News Media Present: Richard Orr - Plainview Daily Herald; Mike Erickson - Lubbock Avalanche Journal; Randy Ballinger - KKYN; Wes Naron - KVOP; and Ridley Gibson - Plainview Cable TV. GUESTS: Lowell J. Troedel, Walter S. Barker, Gary Start, Joe Ruiz, Meredith Ruiz, J. E. Brewer, Carol Brewer, J. W. Hamby, Roy Rosas and J. L. Spencer. Councilmember Ross Owen delivered the invocation. Utility Rates - Review of proposed adjustments in water and sewer rates. Water - Norman Huggins, Director of Finance outlined the proposed rate increase options. The proposed increase would maintain the current base rate of $8.25 per month, but would eliminate the 3,000 gallons of water that is currently included in the $8.25. In addition to the $8.25, there would be a charge of 90 cents for each 1,000 gallons of water used regardless of amount. Huggins said the City is projecting a deficit of approximately $100,000 in the water department without a rate increase. In addition to the department's $1.5 million in fixed annual expenses such as billing and meter reading, another reason for the deficit is the recent upgrading of the sewer plant. Motion was made by Councilmember Don Dickson to call a public hearing. Motion was duly seconded by Councilmember Alton Jackson and carried by a unanimous vote. No opposition to the water rate increase was heard by Council with the exception of local citizen, Lowell Troedel who suggested that the City lower the monthly base rate, offer a discount for Senior Citizens and increase the rate for heavy consumers. The proposed water rate increase will come up for a decision on January 22, 1991. 1 of 3 Sewer - Norman Huggins, Director of Finance outlined a proposed adjustment in the way sewer bills are computed. Consumers currently pay a base rate of $5.30 per month plus 34 cents for every 1,000 gallons of water used. Government figures show that 54 percent of water consumption goes down the sewer. But people who water their lawns heavily are penalized because that water does not go into the sewer. The City is proposing that the base rate be raised to $6.00 with an increase from 34 cents to 44 cents per 1,000 gallons of water used. However, a cap of 20,000 gallons for residential use only, would be used to figure the sewer bills. This proposed increase in sewer rates would not generate any additional money for the City, but would make sewer bills more equitable. Hearing no public opposition, motion was made by Councilmember Medlin Carpenter to close the public hearing. Motion was duly seconded by Councilmember Dwain Dodson and carried by a unanimous vote. The sewer proposal will also be brought up for a decision on January 22, 1991. Public Hearing - Zone Change - Central Business District. Mayor E. V. Ridlehuber introduced Ordinance No. 90-2850. An Ordinance Amending Zoning Ordinance No. 89-2798 entitled "The City of Plainview Zoning Ordinance: more specifically Section 8:1 "Schedule of Uses Established" Subpart "Manufacturing, Storage and Warehousing Uses: amending Section 9:6:8, self-storage, mini-warehouse, to exclude hazardous materials; and establishing an effective date. Jim Sewell, Zoning Administrator, stated that the Planning and Zoning Commission had met on December 27, 1990 and had recommended the requested zone change. Motion was made by Councilmember Don Dickson to call a public hearing. Motion was duly seconded by Councilmember Alton Jackson and was carried by a unanimous vote. Hearing no public opposition, a motion was made by Councilmember Don Dickson to close the public hearing. Motion was duly seconded by Councilmember Ross Owen and carried by a unanimous vote. Public Hearing - Zone Case No. 569 - Specific Use Permit. Mayor E. V. Ridlehuber introduced Ordinance No. 90-2851. An Ordinance Amending Zoning Ordinance No. 89-2798 and the official zoning map of the City of Plainview so as to make the following changes: Request of J. W. Hamby for a Specific Use Permit to operator a self-storage, mini-warehouse facility in a CB (Central Business District) Zoning District on Lots 11 through 16, Block 23, Original Town Addition and located a 314 Broadway. Jim Sewell, Zoning Administrator, stated that the Planning and Zoning Commission had met on December 27, 1990 and voted to recommend Mr. Hamby's request for a permit to turn the old Rockwell Bros. Lumber Co. at 314 S. Broadway into a mini-warehouse for self storage. Those speaking in favor of Zone Case No. 569 were J. W. Hamby. Those speaking in opposition of Zone Case No. 569 were Randy Ballinger. Motion was made by Councilmember Ross Owen to close the public hearing. Motion was duly seconded by Councilmember Don Dickson and carried by a unanimous vote. Mayor E. V. Ridlehuber introduced the following Consent Calendar for approval: 2 of 3 19 ALL MATTERS UNDER ITEM 4 CONSENT CALENDAR ARE CONSIDERED TO BE ROUTINE BY THE CITY COUNCIL AND WILL BE ENACTED ON A MOTION IN THE FORM LISTED BELOW. THERE WILL BE NO SEPARATE DISCUSSION ON THESE ITEMS OTHER THAN THE ASKING OF QUESTIONS FOR SIMPLE CLARIFICATION. ON OBJECTION BY ANY PARTY TO THE INCLUSION OF ANY ITEM ON THE CONSENT CALENDAR, THAT ITEM SHALL BE REMOVED FROM THE CONSENT CALENDAR. SUCH OBJECTION MAY BE RECORDED ANY TIME PRIOR TO THE TAKING OF A VOTE ON THE MOTION TO APPROVE THE CONSENT CALENDAR. ALL SUCH ITEMS SHALL BE CONSIDERED INDIVIDUALLY IN THE ORDER IN WHICH THEY ARE OBJECTED TO, IMMEDIATELY FOLLOWING THE CONSIDERATION OF THE CONSENT CALENDAR. a) Minutes b) Department Reports c) Budget Expenditures d) Alley Closure. Resolution No. R90-202. A resolution of the City of Plainview, Texas, taking action on the request of First Baptist Church for closing an alley located at Block 44, Original Town of Plainview, Hale County, Texas. (Tabled from meeting of December 11, 1990). e) Bids - Sanitation - Refuse Containers. Resolution No. R90-208. A resolution of the City of Plainview, Texas, awarding a bid for frontload refuse containers. f) Boards and C~m,issions - Appointments. Resolution No. R90-210. A resolution of the City of Plainview, Texas making various appointments and re-appointments to the Boards and Commissions of the City of Plainview, Texas. g) Record Retention. Ordinance No. 90-2852. An ordinance of the City of Plainview establishing a records management program for the City of Plainview, Texas, under the provisions of the local government records act; and providing for severability. Mayor Ridlehuber tabled Resolution No. 90'202 due to the lack of all requested information not being submitted. Motion was made by Councilmember Don Dickson to adopt the Consent Calendar as stated. Motion was duly seconded by Councilmember Medlin Carpenter and carried by a unanimous vote. Adjournment - Motion was made by Councilmember Ross Owen to adjourn. Motion was duly seconded by Councilmember Dwain Dodson and carried by aunanimous vote. There being no further business Mayor E. V.
