MINUTES
The Plainview City Council met on Thursday, February 7, 1991, at
11:30 a.m., at the Plainview Country Club with Mayor E. V.
Ridlehuber presiding. Councilmembers present were: Alton Jackson
- Precinct 1; Mary Virginia Kirchhoff - Precinct 2; Don Dickson -
Precinct 3; Medlin Carpenter - Precinct 4; Barbara Dorman -
Precinct 5; Dwain Dodson - precinct 6; and Ross Owen - Precinct 7.
Staff Present: James P. Jeffers, City Manager; Norman Huggins,
Director of Finance; David Blackburn, City Attorney; Roy Osborne,
Director of Public Safety; Terry Powers, Director of Human
Resources; Diane Groh, Director for Community Services; Bill Hogge
Director of Public Works and Linda Huddleston, City Secretary.
News Media Present: Richard Orr - Plainview Daily Herald and
Mike Erickson - Lubbock Avalanche Journal.
The City Council reviewed the following agenda items for the
upcoming meeting on February 12, 1991:
OPEN MEETING
An Open Meeting will be held concerning the following subjects:
1) Invocation (Mary Virginia Kirchhoff)
2) Fire Department Civil Service Classification. Ordinance No.
91-2855. An Ordinance of the City of Plainview, Texas providing
for the classification of all fire fighters subject to civil
service; providing for the number of authorized positions in each
classification; providing for the Fire Chief's position and Deputy
Chief position; providing for conflicts, severability,
effectiveness and other related matters.
3) Budget Amendment - Fire/EMS. Ordinance No. 91-2857. An
Ordinance amending Ordinance No. 90-2841 providing for the
combining, joining, and uniting of Emergency Medical Department
personnel and budget appropriations into the Fire Department.
ALL MATTERS UNDER ITEM 4 CONSENT CALENDAR ARE CONSIDERED TO BE
ROUTINE BY THE CITY COUNCIL AND WILL BE ENACTED ON A MOTION IN THE
FORM LISTED BELOW. THERE WILL BE NO SEPARATE DISCUSSION ON THESE
ITEMS OTHER THAN THE ASKING OF QUESTIONS FOR SIMPLE CLARIFICATION.
ON OBJECTION BY ANY PARTY TO THE INCLUSION OF ANY ITEM ON THE
CONSENT CALENDAR, THAT ITEM SHALL BE REMOVED FROM THE CONSENT
CALENDAR. SUCH OBJECTION MAY BE RECORDED ANY TIME PRIOR TO THE
TAKING OF A VOTE ON THE MOTION TO APPROVE THE CONSENT CALENDAR.

WHICH THEY ARE OBJECTED TO, IMMEDIATELY FOLLOWING THE

b) Department Reports
c) Budget Expenditures
d) Boards and Con~issions - Appointments. Resolution No.
R91-101. A resolution of the City of Plainview, Texas making
various appointments and re-appointments to the Boards and
Commissions of the City of Plainview, Texas.
e) TMRS. Ordinance No. 91-2856. An Ordinance of the City of
Plainview, Texas, permitting fire personnel who are not eligible
for participation in the fire pension retirement system to
participate in TMRS.
f) Engineer - Parkhill, Smith & Cooper. Resolution R91-100.
A resolution of the City of Plainview, Texas authorizing the Mayor
to execute an agreement for miscellaneous engineering, consulting
and design service with Parkhill, Smith & Cooper, Inc.
g) Bids - Seal Coat. Resolution No. R91-102. A resolution
of the City of Plainview, ~Texas awarding bids for the annual
supply of seal coat materials.
The Council turned to the agenda for today's meeting.
Zoning - Review of rules and regulations as they pertain to
nursing homes. Jim Jeffers, City Manager, advised the Council
that the City had been contacted by a potential nursing home
regarding areas and locations for a nursing home.
Landfill - Jim JefferS, City Manager, advised the Council that a
letter had been received from the state accepting closure of the
landfill.
Frisco - Molino Project - 16th St. Jim Jeffers, City Manager,
advised the Council that the City had received a response from the
Railroad Company, and even though they will not participate in the
costs, the right of way acquisition is progressing.
Video of Council Meetings - Jim Jeffers~ City Manager, advised the
Council that Plainview Cable TV would begin video taping the City
Council meetings some time in March.
Health Department - Personnel Policies - Jim Jeffers, City
Manager, advised the Council that personnel policies of the Health
Department have been virtually nonexistent. Mr. Jeffers stated
that the City and County have requested that the Health Department
compile a complete set of personnel policies.

Motion was made by Councilmember Mary Virginia Kirchhoff to
adjourn. Motion was duly seconded by Councilmember Alton Jackson
and carried by a unanimous vote. There being no further business,
Mayor E. V. Ridlehuber adjourned the meeting at 12:20 p.m.
Passed and Approved this 26th day of February, 1991.
