HomeMy WebLinkAbout91 0212 minCITY COUNCIL MEETING February 12~ 1991 MINUTES The Plainview City Council met in Regular Session on Tuesday, February 12, 1991, in the Council Chambers of City Hall at 7:30 p.m. with Mayor E. V. Ridlehuber presiding. Councilmembers present were: Alton Jackson - Precinct 1; Mary Virginia Kirchhoff - Precinct 2; Don Dickson - Precinct 3; Medlin Carpenter - Precinct 4; Barbara Dorman - Precinct 5; Dwain Dodson - Precinct 6; and Ross Owen - Precinct 7. Staff Present: James P. Jeffers, City Manager; David Blackburn, City Attorney; Bill Hogge, Director of Public Works; Norman Huggins, Director of Finance; Roy Osborne, Director of Public Safety; Diane Groh, Director for Community Services; Terry Powers, Director of Human Relations and Linda Huddleston, City Secretary. News Media Present: Richard Orr - Plainview Daily Herald; John Rigg - Lubbock Avalanche Journal; Randy Ballinger - KKYN; Rick Shields; Wes Naron - KVOP; and Ridley Gibson - Plainview Cable TV. Guests: Albert Perez, 1901 W. 20th and Winfred Walker, 1612 Oakland, OPEN MEETING An Open Meeting was held concerning the following subjects: 1) Invocation (Mary Virginia Kirchhoff) 2) Fire Department Civil Service Classification. Ordinance No. 91-2855. An Ordinance of the City of Plainview, Texas providing for the classification of all fire fighters subject to civil service; providing for the number of authorized positions in each classification; providing for the Fire Chief's position and Deputy Chief position; providing for conflicts, severability, effectiveness and other related matters. Terry Powers, Director of Human Resources, outlined the proposed provisions of the Fire Department Civil Service Classification. Mr. Powers advised the CounCil that the restructuring was being done to comply with Civil Service regulations calling for a single firefighters classification plan. Mr. Powers stated that the reclassification would not result in any major changes in the EMS or Fire Department Operations, however, some firefighters would be promoted to the rank of equipment operator, The cost of reclassifying six members of the department as equipment operators will be approximately $11,500.00 1 of 3 3) Budget Amendment - Fire/EMS. Ordinance No. 91-2857. An Ordinance amending Ordinance No. 90-2841 providing for the combining, joining, and uniting of Emergency Medical Department personnel and budget appropriations into the Fire Department. Norman Huggins, Director of Finance, outlined the proposed budget amendment. The Fire Department and EMS currently have separate budgets. This proposed budget amendment provides for Department 9 to be moved to Department 8 with no additional funds added to the budget. Mayor E. V. Ridlehuber introduced the following Consent Calendar for approval: ALL MATTERS UNDER ITEM 4 CONSENT CALENDAR ARE CONSIDERED TO BE ROUTINE BY THE CITY COUNCIL AND WILL BE ENACTED ON A MOTION IN THE FORM LISTED BELOW. THERE WILL BE NO SEPARATE DISCUSSION ON THESE ITEMS OTHER THAN THE ASKING OF QUESTIONS FOR SIMPLE CLARIFICATION. ON OBJECTION BY ANY PARTY TO THE INCLUSION OF ANY ITEM ON THE CONSENT CALENDAR, THAT ITEM SHALL BE REMOVED FROM THE CONSENT CALENDAR. SUCH OBJECTION MAY BE RECORDED ANY TIME PRIOR TO THE TAKING OF A VOTE ON THE MOTION TO APPROVE THE CONSENT CALENDAR. ALL SUCH ITEMS SHALL BE CONSIDERED INDIVIDUALLY IN THE ORDER IN WHICH THEY ARE OBJECTED TO, IMMEDIATELY FOLLOWING THE CONSIDERATION OF THE CONSENT CALENDAR. 4) CONSENT CALENDAR a) Minutes b) Department Reports c) Budget Expenditures d) Boards and Commissions - Appointments. Resolution No. R91-101. A resolution of the City of Plainview, Texas making various appointments and reappointments to the Boards and Commissions of the City of Plainview, Texas. e) TMRS. Ordinance No. 91-2856. An Ordinance of the City of Plainview, Texas, permitting fire personnel who are not eligible for participation in the fire pension retirement system to participate in TMRS. f) Engineer - Parkhill, Smith & Cooper. Resolution R91-100. A resolution of the City of Plainview, Texas authorizing the Mayor to execute an agreement for miscellaneous engineering, consulting and design service with Parkhill, Smith & Cooper, Inc. g) Bids - Seal Coat. Resolution No. R91-102. A resolution of the City of Plainview, Texas awarding bids for the annual supply of seal coat materials. 2 of 3 31 Motion was made by Councilmember Barbara Dorman to adopt the Consent Calendar as stated. Motion was duly seconded by Councilmember Ross Owen and carried by a unanimous vote. Adjournment - Motion was made by Councilmember Ross Owen to adjourn. Motion was duly seconded by Councilmember Barbara Dorman and carried by a unanimous vote. There being no further business, Mayor E. V.
