HomeMy WebLinkAbout00 0120 min MINUTES PLAINVIEW CITY COUNCIL MEETING January 20, 2000 The Plainview City Council met at 11:30 a.m. on January 20, 2000 at the Plainview Convention Center. Notice of this meeting was posted in City Hall at 11:00 a.m. Mayor Lloyd C. Woods presided. Councilmembers Sam Parker-Precinct 1, Mary Jane Shanes-Precinct 2, Rey Rosas- Precinct 3, Ross Owen-Precinct 5, Bobby McGehee-Precinct 6 and Irene Favila-Precinct 7. Councilmember Mike Hutcherson-Precinct 4 was absent. Staff members present were: Jim Jeffers-City Manager, John Berry-Director of Public Works, Greg Zielinski-Code Enforcement Officer, Gary Glass-Fire Chief, Sharon Wyatt-Main Street Coordinator, Norman Huggins-Finance Director, Wally Hatch-City Attorney, William Mull- Police Chief, and Karen McBeth-City Secretary. Guests present were: Ron Trusler, MHMR Director. OPEN MEETING Mr. Jeffers gave the Invocation. The City Council and Staff reviewed the agenda for the meeting of January 25, 2000. Rems, which were discussed, were: Consider the Grandview Replat of the East 50' of Lot 19, and the West 35' of Lot 20 of the Revised Grandview Addition Director of Public Works John Berry reviewed the replat explaining the area is now portions of 2 lots and not usable. The replat makes it one lot and allows optimum usage of the area. Staff recommends approval. The Council expressed no objections. Ordinance No. 00-3236. Zone Case 683. An Ordinance amending the zoning map of the City of Plainview, Texas for rezoning of proposed Grandview Replat lots A & B from a Single Family Residential (F-l) zoning district to a Single Family Attached Residential (SF-A) zoning district, the same being 3609 Grandview Drive, Hale County, Plainview, Texas; Cumulativeness clause; Conflicts clause; Severability clause; And effective date. First reading. Greg Zielinski, Code Administration, reviewed the proposed zone change, which will allow the construction of a duplex/townhouse type of residence to be constructed on these lots. The Planning and Zoning Commission has reviewed it and they recommend approval. The Council made no comments. Mr~ Jeffers said Rollie Hyde, Plainview/Hale County Industrial Foundation, will present the report on the Plainview Housing Survey January 2000, as prepared by Steve Rogers Co. Ordinance No. 00-3237. An Ordinance of the City of Plainview authorizing the condemnation of private property to be used for the purpose of a public road; Severability clause; Cumulativeness clause; Conflicts clause; And effective date. First reading. Mr. Jeffers explained this is part of the property which will be used to improve S.E. 4th Street. It involves Minutes O0 0120 Page 1 of 2 5O the Plainview activity center and the owners are not pleased with the estimated evaluation. They believe the value should to be twice the appraised value. Consider calling election for Charter Amendment to Term Limit provision. Councilmember Rosas stated he wanted an amendment to the Charter which would remove term limits altogether. At the last Council meeting Mayor Woods made the motion to put an amendment to the Charter on the May 6, 2000 ballot to change term limits for the Mayor and Council to two consecutive full terms, and the motion passed. Councilmember Rosas said he felt the voters should have a choice of either two consecutive full terms or no term limits. Mr. Jeffers said State law does not allow conflicting issues to be on the same ballot. He said Mayor Woods' motion would have to be rescinded before they could consider another motion on term limits. Councilmember Owen commented that the Charter was approved by the voters with the term limit provision and there were other more important things the Council should be considering. Councilmember Favila stated she feels the voters should have a choice. City Council Reports: Councilmember Bobby McGehee reported on the Canadian River Municipal Water Authority Board of Directors meeting this past week. He said the Roberts County project is progressing and the pipeline construction will start in February 2000, with completion scheduled for April 2001. However, the salinity control project is not going as smoothly. Mr. McGehee said the City needs to concentrate on using 100% of their water allotment from CRMWA. This past year Plainview used 80% of their allotment whereas Amarillo and Lubbock used 90%. Review of recommendations of Plumbing Board to adopt a Mechanical Code. Mr. Jeffers told the Council this subject has been considered more than one occasion. The building trades people are in favor of a mechanical code. Individuals who do not have licenses and certificates that perform mechanical work are opposed to a mechanical code. If the City adopts a mechanical code it will be necessary to hire an additional code administration officer. The Plumbing Board has recommended the City adopt a mechanical code. Greg Zielinski, Code Administration Officer, said if the mechanical code is adopted the Plumbing Board would be expanded to a seven-member board, and would oversee the new code. Code Administration is in favor of a mechanical code. Mr. Zielinski said anyone licensed by the State to do contracting work for the general public would, be impacted by the mechanical code and it would weed out unlicensed workers. It would still allow homeowners to work on their own homes, but they would have to get a permit. Councilmember Owen asked if this would solve the vent pipe problem brought up by Mr. Dowdy? Mr. Zielinski said only if we did roofing inspections. Councilmember Parker asked how much an additional code administration person would cost the City? Director of Finance Norman Huggins said approximately $30,000 per year. Mr. Jeffers said permit fees would not cover the cost of an additional person. Councilmember Rosas asked if he could work on his rental property? Mr. Zielinski said no. Mr. Jeffers said an ordinance addressing this will be on the next action agenda.
