HomeMy WebLinkAbout91 0221 minCITY COUNCIL MEETING February 21, 1991 MINUTES The Plainview City Council met on Thursday, February 21, 1991, at 11:30 a.m., at the Plainview Country Club with Mayor E. V. Ridlehuber presiding. Councilmembers present were: Alton Jackson - Precinct 1; Medlin Carpenter - Precinct 4; Barbara Dorman - Precinct 5 and Ross Owen - Precinct 7. Councilmembers absent Mary Virginia Kirchhoff - Precinct 2; Don Dickson - Precinct 3 and Dwain Dodson - Precinct 6. Staff Present: James P. Jeffers, City Manager; Norman Huggins, Director of Finance; David Blackburn, City Attorney; Roy Osborne, Director of Public Safety; Terry Powers, Director of Human Resources; Diane Groh, Director for Community Services; Bill Hogge Director of Public Works and Linda Huddleston, City Secretary. News Media Present: Richard Orr - Plainview Daily Herald and Scott FitZgerald - Lubbock Avalanche Journal. The City Council reviewed the following agenda items for the upcoming meeting on February 26, 1991: OPEN MEETING An Open Meeting will be held concerning the following'subjects: 1) Invocation (Don Dickson) 2) Audit - Presentation of 1989-90 fiscal year audit by Director of Finance, Norman Huggins and George Meriwether. ALL MATTERS UNDER ITEM 3 CONSENT CALENDAR ARE CONSIDERED TO BE ROUTINE BY THE CITY COUNCIL AND WILL BE ENACTED ON A MOTION IN THE FORM LISTED BELOW. THERE WILL BE NO SEPARATE DISCUSSION ON THESE ITEMS OTHER THAN THE ASKING OF QUESTIONS FOR SIMPLE CLARIFICATION. ON OBJECTION BY ANY PARTY TO THE INCLUSION OF ANY ITEM ON THE CONSENT CALENDAR, THAT ITEM SHALL BE REMOVED FROM THE CONSENT CALENDAR. SUCH OBJECTION MAY BE RECORDED ANY TIME PRIOR TO THE TAKING OF A VOTE ON THE MOTION TO APPROVE THE CONSENT CALENDAR. ALL SUCH ITEMS SHALL BE CONSIDERED INDIVIDUALLY IN THE ORDER IN WHICH THEY ARE OBJECTED TO, IMMEDIATELY FOLLOWING THE CONSIDERATION OF THE CONSENT CALENDAR. 3) CONSENT CALENDAR a) Minutes b) Department Reports c) Budget Expenditures 1 of 3 d) Audit. Resolution No. R91-104 A Resolution of the City of Plainview, Texas, accepting the 198~-90 fiscal year audit. e) Council Meeting - Cancellation. Resolution No. R91-105. A Resolution of the City of Plainview, Texas, cancelling the March 12, 1991 City Council meeting. The Council turned to the agenda for today's meeting. Insurance Consultant - Review of contract extension request. Councilmembers discussed wheth~er or not there was a need to renew the contract of Insurance Consultant, Lloyd Woods. The general consensus of the Council was that Councilmembers Ross Owen and Dwain Dodson, who work in the insurance business can help with insurance matters. It was also noted that the recent hiring of Terry Powers, Director of Human Resources, had relieved Finance Director, Norman Huggins of some of the personnel responsibilities he had taken on, which would allow him time to draw up insurance bid specs and handle other related insurance matters that Insurance Consultant, Lloyd Woods has been taking care of. A motion was made by Councllmember Ross Owen not to renew the contract of Insurance COnsultant, Lloyd Woods. The motion was duly seconded by Councilmember Alton Jackson and carried unanimously. Kidsville - Jim Jeffers, City Manager and Councilmember Barbara Dorman updated the Council on the Kidsville project. Mr. Jeffers advised that the build days for the playground would be April 3-7, 1991. Ms. Dorman advised that the Kidsville telethon would be on March 4, 1991, and that volunteers were needed. Public safety Consolidation - Roy Osborne, Director of Public Safety reported to the Council that on February 19-20, 1991, 55 police applicants were given written and physical agility tests and- of the 55, 42 passed both tests and 17 of the 42 were certified police officers. There are currently 2 openings in the Police Department and 1 in the Fire Department. Civil Service examinations for entry level, as well as promotional examinations will be conducted by the Human Resources Department as soon as possible. Legislative Session - Jim Jeffers, City Manager, advised the Council that the Mayor had sent correspondence to State Representatives indicating opposition to the proposed legislation on the collective bargaining bill. TML will provide a summary of the legislation for everyone to review. 2 of 3 Storm Water Drainage Permits - TML Group Application. Bill Hogge, Director of Public Works, advised the Council that the City is required by the Environmental Protection Agency (EPA) to submit an analysis on storm water drainage sites that must be permitted and approved by the EPA. Mr. Hogge also stated that the City had until 5:00 p.m. today to submit information to the Texas Municipal League for Plainview to be included in group applications with other Texas cities for these permits. Joining other cities in preparing group permit application will save the City money. The estimated cost for each permit will be between $20,000 and $30,000. Included in the Plainview sites that will require permits are vehicle-maintenance facilities and landfill sites, including the ones that have been closed. Jeffers advised, unless there were objections, the City would be joining the TMLgroup. Adjournment - Motion was made by Councilmember Alton Jackson to adjourn. Motion was duly seconded by Councilmember Ross Owen and carried by a unanimous vote. There being no further business, Mayor E. V.
