MINUTES
The Plainview City Council met in Regular Session on Tuesday,
February 26, 1991, in the Council Chambers of City Hall at 7:30
p.m. with Mayor E. V. Ridlehuber presiding. Councilmembers
present were: Alton Jackson - Precinct 1; Mary Virginia Kirchhoff
- Precinct 2; Medlin Carpenter - Precinct 4; Barbara Dorman -
Precinct 5; Dwain Dodson - Precinct 6; and Ross Owen - Precinct 7.
Councilmembers absent were: Don Dickson - Precinct 3.
Staff Present: James P. Jeffers, City Manager; David Blackburn,
City Attorney; Bill Hogge, Director of Public Works; Norman
Huggins, Director of Finance; Roy Osborne, Director of Public
Safety; Diane Groh, Director for Community Services; Terry Powers,
Director of Human Relations and Linda Huddleston, City Secretary.
News Media Present: Richard Orr - Plainview Daily Herald; John
Rigg - Lubbock Avalanche Journal; Randy Ballinger - KKYN; Wes
Naron - KVOP; and Ridley Gibson - Plainview Cable TV.
Guests: George Meriwether, 1107 Garland; Darin Hamaker, 1320
Dallas; John Fortenberry, 1306 Dallas; Linda Lyle, 140lA W. 5th;
and Lezlie Hukill, 3104 Edgemere.
OPEN MEETING
An Open Meeting was held concerning the following subjects:
1) Invocation (Mayor Ridlehuber)
2) Audit - Presentation of 1989-90 fiscal year audit by Director
of Finance Norman Huggins and George Meriwether. Norman Huggins,
Director of Finance introduced George Meriwether from the
accounting firm of Williams, Meriwether & Smith. Meriwether
presented to the Council the 1989-90 fiscal year audit recently
completed by the accounting firm of Williams, Meriwether & Smith.
According to Meriwether, the audit, which took about 2 months to
complete, revealed that the City is in excellent financial shape.
Meriwether said the total city assets amount to approximately $34
million, which includes $5.578 million in cash. Meriwether said
the City has no outstanding general obligation bonds and
approximately $2 million is owed the Canadian River Municipal.
Water Authority and is being paid out of the water and sewer
account. Meriwether said the City's reserve account rose from
$543.00 in 1987 to $2.178 million in 1990. Meriwether recommended
that the City segregate duties of some employees in order to
increase internal control. Meriwether said the City is in very
good financial condition and that the City records were well
managed by Norman Huggins, Director of Finance and his staff.

Mayor E. V. Ridlehuber introduced the following Consent Calendar
for approval:
ALL MATTERS UNDER ITEM 3 CONSENT CALENDAR ARE CONSIDERED TO BE
ROUTINE BY THE CITY COUNCIL AND WILL BE ENACTED ON A MOTION IN THE
FORM LISTED BELOW. THERE WILL BE NO SEPARATE DISCUSSION ON THESE
ITEMS OTHER THAN THE ASKING OF QUESTIONS FOR SIMPLE CLARIFICATION.
ON OBJECTION BY ANY PARTY TO THE INCLUSION OF ANY ITEM ON THE
CONSENT CALENDAR, THAT' ITEM SHALL BE REMOVED FROM THE CONSENT
CALENDAR. SUCH OBJECTION MAY BE RECORDED ANY TIME PRIOR TO THE
TAKING OF A VOTE ON THE MOTION TO APPROVE THE CONSENT CALENDAR.
ALL SUCH ITEMS SHALL BE CONSIDERED INDIVIDUALLY IN THE ORDER IN
WHICH THEY ARE OBJECTED TO, IMMEDIATELY FOLLOWING THE
CONSIDERATION OF THE CONSENT CAL~DAR.

c) Budget Expenditures
d) Audit. Resolution No. R91-104. A Resolution of the City
of Plainview, Texas, accepting the 1989-90 fiscal year audit.
e) Council Meeting - Cancellation. Resolution No. R91-105.
A Resolution of the City of Plainview, Texas, cancelling the March
12, 1991 City Council meeting.
Motion was made by Councilmember Alton Jackson to adopt the
Consent Calendar as stated. Motion was duly seconded by
Councilmember Ross Owen and carried by a unanimous vote.
Adjournment - Motion was made by Councilmember Ross Owen to
adjourn. Motion was duly seconded by Councilmember Dwain Dodson
and carried by a unanimous vote, There being no further business,
Mayor E. V. Ridlehuber adjourned the meeting at 7:55 p.m.
