CITY COUNCIL I~TING
March 2 and 3, 1991
MINUTES
The City Council met in a special work session in Amarillo at the
Harvey Hotel on Saturday, March 2, 1991 and Sunday, March 3, 1991.
In attendance were: Mayor E. V. Ridlehuber; Counci]members Alton
Jackson, Mary Virginia Kirchhoff, Don Dickson, Med]in Carpenter,
Barbara Dormau, Dwain Dodson and Ross Owen; City Manager, James
P. Jeffers; and Director for Community Resources, Diane Groh.
For the ~ 2 session.. Medlin Carpenter, had to leave Saturday
evening and did not attend the Sunday session.
Economic Development. After reviewing relationships with the
Industrial Foundation, Chamber of Commerce, Plainview Downtown
Associaiion as well as policies pertaining to tax abatement, Freeport
exemption, and enterprise zone, the Council expressed no desire to
change any of those relationships or policies.
Envix~n,n~-nt. The City Council reviewed environmental issues
including waste water, sanitation recycling, clean water act and the
Lake Meredith desalinization project.
Public Safety Consolidation. The City Council reviewed Public Safety
Consolidation efforts and a majority of the Council reaffirmed that
administration was to continue to pursue this project.
Civil Service. The Council discussed the possible implementation of
Civil Service in the Police Department by ordinance, and expressed no
interest in such.
Boards and Co,,,,,d~a~s. The Council discussed Board and Commi.~sion
appointment procedures and reaffirmed that the nomination of said
individuals is a Council responsibility and noted that the Council
needed to do a better job in this area.
Budget. Council had no suggestions on improving the budget
procedures.
Water Rates. After discussing the feasibility of senior citizen
discounts for water rates, the Council expressed no desire in pursuing
such.
Bond Issue. The Council expressed an interest in exploring utili~.~rug
the Planning Commission in preparation of a capital improvements
budget, which m~y identify the need or lack of a need for a future
bond issue.

Public Relations. A majority of the Council expressed an interest in
exploring the retention of a public information officer. The Council
wanted to see signage within City Hall identifying departments.
Council Mee~i,~oo~. The Council requested that a discussion be
scheduled to better clarify the role of the Thursday Council meetings.
Water. The Council expressed an interest in exploring the
development of a water development fund.
Annexation. The Council expressed an interest in pursuing the
Westridge annexation.
Zoning. The Council expressed a desire in exploring the feasibility of
changing state law as it pertains to the "75 percent rule."
City Hall. Council expressed an interest in exploring the acquisition
of the Sunbelt Savings building as a City Hall.
City Charte~. The Council expressed a desire in pursuing the
appointment of a City Charter Study Commission.
Downtown. The Council requested more information be provided on
the Main Street program to ascertain as to whether or not the City
should reapply to participate in this program.
Convention Center. The Council expressed a desire for more
information on the feasibility of a convention center.
Sanitation - Recyo. Hng. The Council expressed a desire for staff to
continue to pursue recycling efforts.
