HomeMy WebLinkAbout91 0723 min9O CITY COUNCIL MEETING July 23, 1991 MINUTES The Plainview City Council met in Regular Session on Tuesday, July 23, 1991, in the Council Chambers of City Hall at 7:30 p.m. Councilmembers present were: Alton Jackson - Precinct 1; Don Dickson, Precinct 3;Medlin Carpenter - Precinct 4; Dwain Dodson Precinct 6; and Ross Owen - Precinct 7. Councilmembers absent: Mary Virginia Kircb_hoff - Precinct 2; Barbara Dorman - Precinct 5; and Mayor E. V. Ridiehuber. Staff members present: Terry Powers, Director of Human Resources; Diane Groh, Director of Community Services; Roy Lee Osborne, Director of Public Safety; Bill Hogge, Director of Public Works; Norman Huggins, Director of Finance; and Karen McBeth, City Secretary. News Media present: Ridley Gibson, Cable TV; Scott Fitzgerald, Lubbock Avalanche Journal; Wes Naron, KVOP and KATX. Guests present: R. A. Vernon, 811 Baltimore St.; Jim Ferrell, Chamber of Commerce; Pat Kelly, Chamber of Commerce. Due to the absence of Mayor Ridlehuber and Mayor Pro-Tern Dorman, Councl]member Ross Owen nominated Don Dickson to Chair the meeting; Councilmember Dwain Dodson seconded the motion and it carried unanimously. OPEN MEETING An Open Meeting was helding concerning the following subjects: 1) Councilmember Dwaln Dodson delivered the invocation. 2) Hotel/Motel Tax - Chairman Don Dickson declared the subject open and asked ff anyone wished to speak. Pat' Kelly, President of the Chamber of Commerce expressed her appreciation to the City Council for their cooperation and thanked them for their help. Jim Ferrell, Executive Vice President of the Chamber of Commerce thanked the City Council for their cooperation and for the use of the Hotel]Motel Tax revenues. He stated that the Budget submitted for the upcoming year was for an estimated $80,000 which he felt was a conservative projection. Chairman Don Dickson asked ff anyone had any questions. There were none, Chairman Don Dickson declared the open discussion closed: he asked ff there were any motions. Councilmember Mediin Carpenter made a motion that the Chamber of Commerce Budget be approved as submitted; Councilmember Ross Owen seconded the motion. The motion passed unanimously. 3) TDOC - Housing Rehabilitation Project. Chairman Don Dickson declared I of 3 the meeting open to discussion and Diane Groh, Director of Community Services came forward to explain that the City Council needed to formally adopt the guidelines as set forth by the Texas Department of Commerce as the last step in the eligability process to receive the grant monies for rehabilitating 'homes in specified areas by eligible homeowners. Council,nember Medlin Carpenter made a motion to adopt the guidelines, Councilmember Dwain Dodson seconded the motion; the motion carried unanimously. ALL MATTERS UNDER ITEM 4 CONSENT CALENDAR ARE CONSIDERED TO BE ROUTINE BY THE CITY COUNCIL AND WILL BE ENACTED ON A MOTION IN THE FORM LISTED BELOW. THERE WILL BE NO SEPARATE DISCUSSION ON THESE ITEMS OTHER THAN THE ASKING OF QUESTIONS FOR SIMPLE CLARIFICATION. ON OBJECTION BY ANY PARTY TO THE INCLUSION OF ANY ITEM ON THE CONSENT CALENDAR, THAT ITEM SHALL BE REMOVED FROM THE CONSENT CALENDAR. SUCH OBJECTION MAY BE RECORDED ANY TIME PRIOR TO THE TAKING OF A VOTE ON THE MOTION TO APPROVE THE CONSENT CALENDAR. ALL SUCH ITEMS SHALL BE CONSIDERED INDIVIDUALLY IN THE ORDER IN WHICH THEY ARE OBJECTED TO, IMMEDIATELY FOLLOWING THE CONSIDERATION OF THE CONSENT CALENDAR. 4) CONSENT CALENDAR a) Minutes b) Department Reports c) Budget Expenditures d) S~x-eet Closure - Consideration of Gerald Autry, as the Independent Executor of the Estate of Lorene Autry, Petition in Ol~]]nan~ for closing of a street. Located at: BEGINNING at the northwest corner of Survey 57, Block Aa1, Hale County, Texas (which is also the Northeast corner of Section 58, Block A-l, Hale County Texas); THENCE south 1752.8 feet along the West line of Survey 57, Block A-l, to the intersection of the northeasterly right of way line of South Interstate No. 27. e) Plat - Grandview Addition Resolution No. R91-119. A Resolution of the City of Plainview, Texas, approving the combinatin preliminary and final plat of Grandview Addition, Unit No. 4, Plainview, Hale County, Texas. · Councilmember RoSs Owen moved that the Consent Calendar be approved; Counc~member Dwain Dodson seconded the motion and it carried unanimously. Adjoul-n~ent - There being no further business before the Council, Councilmember Dwain Dodson moved the meeting be adjourned; Counc~]member Alton Jackson seconded the motion and the motion duly carried.
