HomeMy WebLinkAbout91 0822 minCITY COUNCIL MEETING August 22, 1991 MINUTES The Plainview City Council met on Thursday, August 22, 1991, at 11:30 a.m., at the Plainview Country Club with Mayor Pro Tern Barbara Dorman presiding. Councflmembers present were: Alton Jackson - Precinct 1; Mary Virginia Kircb_hoff - Precinct 2; Don Dickson - Precinct 3; Medlin Carpenter - Precinct 4; Dwain Dodson - Precinct 6; and Ross Owen Precinct 7. Absent was Mayor E. V. Ridlehuber. Staff present were: James P. Jeffers - City Manager; Diane Groh - Director for Community Services; Roy Osborne - Director of Public Safety; Norman Huggins - Director of Finance; Bill Hogge - Director of Public Works; Terry Powers - Director of Human Resources; Barbara Sullivan Judge, Municipal Court; and Karen McBeth, City Secretary. News media present: Richard Orr, Plalnview Daily Herald. The City Council reviewed the following agenda items for the upcoming meeting on August 27, 1991: OPEN MEETING 1) InVocation (Medlin Carpenter) 2) Zone Case 5?6 Ordinance No. 91-2873 - An Ordinance Amending Zoning Ordinance No. 89-2798 and the official zoning map of the City of Plainview so as to make the following changes; Request of Mike Long on behalf of American State Bank to rezone lot 49, Grandview Addition No. 3, from a R-1 (Single-family residential district) Zoning District to a C-3 (Commercial General business district) Zoning District and located at 507 Grandview. Ordinance No. 91-2874 An Ordinance Amending Zoning Ordinance No. 89-2798 and the official zoning map of the City of Plainview so as to make the following changes: Request of Don A. Williams to rezone lot 2, a 1921 square foot tract out of the West part of lot 3, and lots 5 and 6, from a R-1 (Single-family residential district) Zoning District to a C-2 (Retail district) Zoning District and located to the rear of 2308 West 5th Street. 4) Zone Case 6?9 Ordinance No. 92-2875 - An Ordinance Amending Zoning Ordinance No. 89-279 to make the following change: Amendment to Zoning Ordinance No. 89-279 to modify Section 39:4(2) to allow the City Council to adopt zoning amendments recommended for denial by the Planning and Zoning Commission by majority vote. 5) Water Supply and Treatment Study - Consideration of authorization for the City Manager to negotiate a contract for the Water Supply and Treatment Study. 6) Sanitation - Landfill Report on Texas Department of Health permitting. 1 of 3 : ¸ 97 7) Conflict of Interest - Declaration of Conflict of Interest on insurance request for proposals. 8) Resolution No. R91-122 A Resolution of the City Council of the City of Plalnview, Texas, amending Resolution No. R91-117, 1990 TCDP Homeowner Rehabilitation Program Guidelines, Texas Department of Community Development Program Grant, relating specifically to the deletion of Section III (D), requirement for fire and casualty insurance. 9) Consent Calenda~ a) Minutes b) Department Records c) Budget Expenditures d) Boaeds/Commlttee and Commi=aion Appointments: Redistricting Task Force; Civil Service Commission and Canadian River Municipal Water Authority. e) Budget Call for Public Hearing to be conducted on September 10, 1991. f) Pa~king - Restricted. Ordinance No. 91-285~5 An Ordinance prohibiting the parking, stopping or standing of any motor vehicle on a portion of Quincy Street (an extension of State Highway No. 194) between FM3466 (Southwest 3rd Street) and U.S. Highway 70 (5th Street) in the City of Plainview, Texas, providing for a penalty and providing for the passing of such ordinance as an emergency. g) Fire Academy - Resolution No. R91-121. A Resolution of he City of plainview, Texas, requesting assistance from the Texas Municipal League in resolving fire academy training problems. h) Bid~ - Tree Spade. i) Bid~ - Refuse Containers. 10 ) Adjommment The City Council turned to the agenda for today's meeting. 2. Reports a. Boards, Committee and Commission Appointments. City Manager James Jeffers gave a review of all vacancies on all boards and committees stating that we had enough applications to fill the vacancies 2 of 3 98 on the Plumbing Board and enough applications to form the Charter Study Committee. b. Clean Air O~rl{nanee - Mr. Jeffers reviewed the proposal for an ordinance against tobacco use in all city buildings. He stated this would be on the agenda in September. c. Budget - Mr. Jeffers gave a recap of suggested changes in the Firefighter Retirement program stating he will have more to report and possibly, recommendations in September. d) Police/Cx~mi,~-! Tx. espass - An ordinance regulating all terrain vehicles was reviewed and will be on a future agenda. Adjoux~ment.
