CITY COUNCIL MEETING
September 5, 1991
The Plainview City Council met in a Work Session on Thursday, September 5,
1991, at the Plainview Country Club at 11:30 a.m. with Mayor Gene
Ridiehuber presiding. Councilmembers present were Alton Jackson Precinct
1; Mary Virginia Kirchhoff - Precinct 2; Don Dickson - Precinct 3; Medlin
Carpenter Precinct 4; Barbara Dorman - Precinct 5; Dwain Dodson -
Precinct 6; and Ross Owen - Precinct 7.
Staff present were: James Jeffers, City Manager; Diane Groh, Director for
Community Services; Terry Powers, Director of Human Resources; Norman
Huggins, Director of Finance, Barbara Sullivan, Municipal Court Judge; Roy
Lee Osborne, Director of Public Safety; and Karen McBeth, City Secretary.
Media Present: Richard Orr, Plainview Daily Herald.
The City Council reviewed the following agenda items for the upcoming
meeting on September 10, 1991.
OPEN MEETING
1. Invocation - (Barbara Dorman)
2. Oath of Office - Boards, Commiasion and Committee Appointments.
3. Budget - Public Hearing on Proposed 1991-1992 budget.
4. .Anln~l Control- City Manager's report.
Clean Air Ordinance Ordinance No. 91-2880. An Ordinance of the
City of Plainview, Texas, with regard to health of City employees,
pertaining to smoking in buildings owned by, or under the control of,
the City of Plalnview; providing for a penalty; providing for a savings
clause; and providing for publication.
All Tem-ain Vehicles - Ordinance No. 91-2879. An Ordinance amending
Section 23-286 of the Code of Ordinances of the City of Plainview so as
to revise the requirements with respect to the operation of motorcycles
and all terrain vehicles in the City of Plalnview s hereinafter set forth
in the body of this ordinance; containing a savings clause and a
penalty clause; and providing for publication.
Sanitation - Landfill - Report on Texas Department of Health
Permitting.

Executive Session - Discussion of appointment, employment, evaluation,
reassignment, duties, discipline or dismissal of a public officer or
employee, or to hear complaints or charges. Interview of City Attorney
Candidate(s). This meeting is authorized by (TEX. REV. CIV. STAT.
ANN. art. 6252-17 sec. 2(g) (Vernon Supp. 1990).
City Attorney - Consideration of employment of City Attorney.
Adjournment.
The Council turned to the agenda for today's meeting.
2. ) Reports
a. Budget - Norman Huggins, Director of Finance, reviewed the
proposed 1991-1992 Budget. Everyone had a copy of the budget and
was asked to study it and ask questions.
b. Frisco]Molino Project - Mr. Jeffers reported that the Atchison,
Topeka and Santa Fe Railroad had declined any financial help in paying
for a crossing at 16th Street.
c. Vantlali~m Reward - Mr. Jeffers reported that the present ordinance
provides for the payment of $200 reward to anyone who gives
information that leads to the arrest and conviction of someone
vandalizing City property. This wording and the amount of reward is
to be changed. He will present the revised ordinance at a later
meeting.

Executive Session - This meeting is authorized by (TEX. REV. CIV.
STAT. ANN. art 6252-17, sec. 2(e) (Vernon Supp. 1990).)
Mayor E. V. Ridlehuber called the Executive Session to order. The order of
business was discussion of personnel, specifically appointment to the various
Boards and Commi.~sions of the City of Plainview. Boards and Commissions
which currently have vacancies are Board of Adjustment, Plumbing Board,
Civil Service Board, Planning and Zoning, and Canadian River Municipal
Water Authority, and the newly formed Charter Study Committee. Nominees to
be considered are: Lee Soucy to the Civil Service Board; and Nornmn Wright
to the Canadian River Municipal Water Authority. Those considered for
appointment to the Charter Study Committee are: Tom Aday, Paul Drager, Bill
Eaves, Juan Escomiila, Tom L. Hodges, Daphne Hollingsworth, Lester W.
James Jr., Mary M. KnOohuizen, Mike L. Lemons, Jack Oswald, John Peck,
Rick Riddle, Dub Sheets, Tut Tawwater, W. M. Tyler, Mildred Walker, Mark
Warren, J.B. Wheeler and Lloyd Woods.

Adjournment - There being no further business before the Council,
Mayor Ridlehuber declared the meeting adjourned at 1:07 p.m.
