HomeMy WebLinkAbout91 0910 minCITY COUNCIL MEETING September 10, 1991 The Plainview City Council met in Regular Session on Tuesday, September 10, 1991, in the Council Chambers of City Hall at 7:30 p.m. with Mayor E. V. Ridlehuber presiding. Councilmembers present were: Alton Jackson Precinct 1; Mary ¥irginia Kirchhoff - Precinct 2; Medlin Carpenter - Precinct 4; Barbara Dorman .~- Precinct 5; Dwain Dodson - Precinct 6. Absent was Councilmember Ross Owen - Precinct 7. Staff Present: James Jeffers, City Manager; William Hogge, Director of Public Works; Diane Groh, Director for Community Services; Roy Osborne, Director of Public Safety; Norman Huggins, Director of Finance; and Karen McBeth, City Secretary. Media Present: Richard Orr, Plalnview Daily Herald; Wes Naron, KKYN; Scott Fitzgerald, Lubbock Avalanche Journal; and Ridley Gibson, Plainview Cable Television. Guests: Doug Lively, 2907 Lometa Dr., Jo Lively, 2907 Lometa Drive; Lyn Kirch_hoff, RR2; Leigh Seipp 1905 W. 20th; Rachel Huffine, 1901 W. 18th; and Jack Oswald, 513 W. 7th St. OPEN MEETING An Open Meeting was held concerning the following subjects: 1. Invocation - Councilmember Barbara Dorman delivered the Invocation. Oath ~f Office - The Oath of Office was administered to Lee Soucy for the Civil Service Board by Mayor Ridlehuber. Budget - An overview of the 1991-1992 Budget for the City of Plainview was given by City Manager Jsmes Jeffers. Mr. Jeffers reported that the budget was up from the previous year, but the City does have reserves. Mr. Jeffers stated that the complete budget is available in the office of the City Secretary for ail to study. Antron1 Control - City Manager James Jeffers reported on the A~imal Control Task Force, stating it had concluded its job of reviewing present policies and presented its recommendations which will be incorporated into the present policy of the City regarding Aj~imal Control. e Clean Air Or,']~snce - Ordinance No. 91-2880. An Ordinance of the City of Plainview, Texas, with regard to health of City employees, pertaining to smoking in buildings owned by, or under the control of, the City of Plainview; providing for a penalty; providing for a savings clause; and providing for publication. Mayor Ridlehuber asked for questions, hearing none, he asked for a motion. Councilmember Dwain Dodson made a motion that the ordinance be accepted; Councilmember Barbara Dorman seconded the motion; the motion carried unanimously. I of 3 107 All Te~-x-ain Vehicles - Ordinance No. 91-2879. An Ordinance amending Section 23-286 of the code of Ordinances of the City of Plainview so as to revise the requirements with respect to the operation of motorcycles and all terrain vehicles in the City of Plainview as hereinafter set forth in the body of this ordinance; containing a savings clause and a penalty clause; and providing for publication. Roy Osborne, Director of Public Safety, reviewed the ordinance explaining that it will be publicized and that youths who disobey the ordinance will be eligible for Teen Court~ The Mayor asked for questions, hearing none, he requested a motion. CouncHmember Medlin Carpenter made a motion that the ordinance be adopted; Councilmember Don Dickson seconded the motion; the motion passed unarimously. Sanitation - Landfill - City Manager James Jeffers reported there was a delay in the permitting process for the new landfill, due to a question of drainage. He said he would have more to report at the next City Council meeting. 8. Consent Calenda~ - a. Minutes b. Department Reports c. Budget Expenditures d. Boards, Commqttee and Com,~on Appoin~ts: Charter Study Commission, Board of Adjustment, and Plumbing Board. The following appointments were made: Board of Adjustment - Eddie Sessions with a term to expires 1/1/93. Plumbing Board - Master Plumber Billy Gibson and non-plumber Kip Pritchard with terms to expires 1/1/92 and 1/1/93, respectively. Charter Study Committee Tom Aday; Paul Drager; Juan Escamilla; Lester W. James Jr.; Mildred Walker; Mark R. Warren; Lloyd Woods; Mary M. Knoohuizen; Tut Tawwater; John Peck; Mike L. Lemons; lq. M. Tyler; J. B. wheeler; Rick Riddle; Dub Sheets; Daphne Hollingsworth; Bill Eaves; Tom L. Hodges; and Jack Oswald. Terms will expire upon completion of work as defined by the City Council. Councilmember Barbara Dorman made a motion that the consent calendar be adopted. Councilmember Don Dickson seconded the motion and the motion passed unanimously. e Executive Session - Councilmember Barbara Dorman moved the Council go into Executive Session to discuss the employment of a City Attorney in accordance with open meetings as listed on the agenda. Councilmember Medlin Carpenter seconded the motion and it carried unanimously. The Mayor reconvened the meeting in open session at 10:25 p.m. 10. City Attorney - Counci]member Don Dickson made a motion that Howard Wallace Hatch be employed, as City Attorney at an annual salary of Thirty thousand dollars ($30,000) and an annual car allowance of Four thousand five hundred dollars ($4,500). Mr. Hatch will serve as City Attorney at the pleasure of the City Council. The motion was seconded by Councilmember Dwaln Dodson and it carried unanimously. 2 of 3 108 11.
