HomeMy WebLinkAbout91 1008 min120 MINUTES CITY COUNCIL MEETING October 8, 1991 The Plainview City Council met in Regular Session on Tuesday, September 24, 1991, in the Council Chambers of City Hail at 7:30 p.m. with Mayor E. V. Ridlehuber presiding~ - Councilmembers present were: Alton Jackson - Precinct 1; Mary Virginia Kirch_hoff - Precinct 2; Don Dickson Precinct 3; Medlin Carpenter - Precinct 4; Barbara Dorman - Precinct 5; Dwain Dodson - Precinct 6; and Ross Owen - Precinct 7. Staff Present: James P. Jeffers, City Manager; Bill Hogge - Director of Public Works; Diane Groh Director for Community Services; Wally Hatch - City Attorney; Gene Barton Chief Building Inspector; Barbara Sullivan - Municipal Court Judge; Norman Huggins - Director of Finance; and Karen McBeth - City Secretary. Media Present: Richard Orr - Plainview Daily Herald; Scott Fitzgerald - Lubbock Avalanche Journal; Randy Ballinger KKYN; and Ridley Gibson - Piainview Cable TV. Guests Present: Jerry Roberson, Brad Draper, and Larry Dickerson. OPEN .MEETING 1. Invocation - Ross Owen Oath of Office - The Oath of Office was administered by Mayor Ridlehuber to Bill Eaves, Lester W. James Jr., J. B. Wheeler, Paul Draper, John Peck, Tom Aday, Mary Knoohuizen, Daphne Hollingsworth, Juan Escamilla, W.M. Tyler, Tom L. Hodges, and Dub Sheets to the Charter Study Committee. Sanitation - City Manager James P. Jeffers reported to the City Council that the Bureau of Solid Waste Management has changed the rules regarding the permit application for the new landfill. Heretofore the City had been assured that the permit application would be declared administratively complete but foilowing telephone conversations with Austin, this does not appear to be the case. In addition to the pla.~tic liner for the landfill, which is planned for, the State now wants a two foot clay liner. Mr. Jeffers, along with the Mayor and Council and staff members, wiil be going to Austin on October 11, 1991, to visit with State officials and try to persuade them to change their minds regarding this latest requirement. Va~dAli~m Rewa~t - Ordinance No. 91-2883. An Ordinance of the City of Plainview, Texas, amending Section 17-1, "VANDALISM REWARD" of the City of Plainview City Code. Mr. Jeffers explained this would add $50 to the existing reward for information which leads to the arrest and indictment of someone who vandalizes city property. Mayor Ridlehuber called for questions, hearing none, he asked for a motion. Counci]member Barbara Dorman made a motion that the ordinance be approved; Councilmember Dwain Dodson seconded the motion; the motion 1 of 4 12,1 passed unanimously. Capital Improvements Program - Director of Community Services, Diane Groh, reported to the Council that since January, 1991, when the City Council authorized a program for capital improvements certain organizational progress had been made. Department directors have done physical inventories; determined the usable life of each piece of property; made lists of projected needs and fOrmulated a five year program for updating each department. Director Groh will report on the progress of the departments at regular interval~. Investment Policy - Finance Director Norman Huggins gave an overview of the investment policy being considered by the City Council. He explained that it is a blueprint for wisely and diversely investing the City's funds so as to gain the most return on investments, while at the same time prudently minimizing it's risks. It can be adapted to fit wlq~tever resources are available to the City, and for investing monies for varying lengths of time so as to always have funds available for use should be City need them. The plan allows the City to invest directly into the money markets without necessarily going through a banking agent. Mayor Ridlehuber' thanked Mr. Huggins for his hard work on creating this investment policy, and also recognized what a good job he has done in his capacity as Finance Director. Mayor Ridiehuber asked for questions; hearing none he asked for a motion from the Council. Councilmember Dwain Dodson made a motion that the investment policy be approved as presented; Councilmember Mediin Carpenter seconded the motion and the motion carried unanimously. Municil~al Court/Teen Court - Municipal Judge Barbara Sullivan gave her report on the Municipal Court since she has reorganized it. She reported that she has staffed her department with people who can move from one area of work to another so as to implement a smooth flow of paper work. She also has implemented a staggered work day whereby some workers come to work earlier than others, so that those who come in later can stay at work later for the convenience of the public. She has implemented a public service work program where individual~ who could not pay for fines were able to work them out. She bag a Warrant Officer that has followed up on 1,548 arrest warrants and collected $107,000 in outstanding fines; has channeled $9,000 in uncollectible fines into community service. Records keeping has been improved, as well as communication lines between her office and City Hall. In Teen Court there have been 248 teens provide 3,000 hours of community service. She reported greater respect for laws and law enforcement officers resulting from the use of Teen Court as opposed to Municipal Court for youthful offenders. She reported that other towns have requested information on this procedure and she has helped them set up their own Teen Courts. She reported that parents in the community have presented a very positive attitude in handling teenagers in this manner. She states the objective in Teen Court is to make teenagers take responsibility for their own actions. She thanked Mayor Ridlehuber for all his help and support over the past five years and she is looking forward to an additional five years. The Mayor and Councilmembers thanked Judge Sullivan for her good work and 2 of 4 122 w commended her for the excellent job she has done. City Council Meetings - M~ayor Ridlehuber briefly reviewed the practice of the City Council using the Thursday Work Sessions as a time for only reviewing what was forthcoming at the regularly scheduled Tuesday night Council Meeting and not taking action on topics at these work session. Mayor Ridlehuber called for discussion. Counci]member Medlin Carpenter stated he felt the Thursday Work Sessions should be only "work" sessions and used to review and educate themselves on what was forthcoming at the Tuesday night meetings. Councilmember Don Dickson stated he felt using the Thursday meetings as action meetings would expedite the process and makin~g each session more productive. Mayor Ridlehuber called for a motion; Counc4lmember Dwain Dodson made the motion that the Thurs~day Work Sessions be used for work only and no action be taken; Medlin Carpenter seconded the motion. There were five votes for the motion; voting against it were Councilmembers Dorman and DickSon. Consent C~l~-nd8~ a) Minutes b) Department Reports c) Budget Expenditures d) Bids 1) Library automation equipment: Only one bid was received for this equipment, that of ComputerTech for $9,300.00. They were awarded the bid. 2)Roofing: Four bids were received: Lydick-Hooks Roofing Co. for $17,970.00; Hamilton Roofing Company for $22,159.00; Ail Star Sheet Metal & Roofing Co. for $18,851.00; and The Dickerson Company for $15,314.00. After much discussion as to whether or not the roofs should be repaired as opposed to replaced. Dwain Dodson made a motion to award the bid to The Dickerson Company, contingent upon the insurance carrier approving the repair as opposed to replacement; Councilmember Mary KirchhOff seconded the motion; five Councilmembers voted for the motion; Councilmembers Medlin Carpenter and Ross Owen voted against it. e) Councilmember Barbara Dorman made a motion that the Council move into Executive Session; Don Dickson seconded the motion; the motion carried unanimously. The purpose of the Executive Session was evaluation of City Manager JRmes P. Jeffers. At 9:30 p.m. the Council reconvened in Open Session, Councilmember Barbara Dorman made a motion that the meeting be adjourned; Councilmember Don Dickson seconded the motion and the motion carried unanimously.
