HomeMy WebLinkAbout91 1112 min124 MINUTES CITY COUNCIL MEETING November 12, 1991 The Plainview City Council met in Regular Session on Tuesday, November 12, 1991, in the Council Chambers of City Hall at 7:30 p.m. with Mayor E.V. Ridlehuber presiding. Counci]members present were: Alton Jackson - Precinct 1; Mary Virginia Kirchhoff - Precinct 2; Don Dickson - Precinct 3; Medlin Carpenter - Precinct 4; Barbara Dorman Precinct 5; Dwain Dodson - Precinct 6; and Ross Owen Precinct 7. Staff Present: Diane Groh - Director for Community Services; Bill Hogge Director of Public Works; Terry Powers - Director of Human Resources; Norman Huggins - Director of Finance; Roy Osborne Director of Public Safety; Wally Hatch- City Attorney; James P. Jeffers City Manager; and Karen McBeth - City Secretary. Media Present: Richard Orr - Plainview Daily Herald; Ridley Gibson Plainview Cable TV; and Scott Fitzgerald Lubbock Avalanche-Journal. Guests Present: Irene Favila - Human Relations Commission; Delbert Gonzales, Route 2, Plainview, TX; Joan Gonzales, Route 2, Plainview, TX; Kent Green - Housing Authority; Mildred Walker, 2601 West llth St., Plainview, TX; Lloyd Woods, 2300 West 12th St., Plainview, TX; Betty Graves, Route 1 Lot 19, Plainview, TX. OPEN MEETING An Open Meeting was held concerning the following subjects: 1. Invocation - Mary Virginia Kirchhoff Oath of Office - Mayor Ridlehuber administered the Oath Of Office to Lloyd Woods and Mildred Walker to serve on the Charter Study Committee. Se SapJtation - I~ndfill Pe~itting Report - Mr. Bill Hogge reported to the City Council that Plainview's application for their new landfill permit had been declared administratively complete. This would be reviewed for 30 days and then the city would go through an additional thirty day waiting period or "opportunity for pUblic hearing." Prope~y - Mr. Jeffers reported there were possibly two properties available for acquisition from RTC: a house at 115 S.E. 5th St., and a commercial building at 600 E. 6th. He stated there were three groups interested in these properties; Plainview Housing Authority, Sub Standard Housing Commission and Central Plains MHMR. Mrs. Irene Favila, Chairperson for the Human Reiations Committee and Co-Chair of the Sub Standard Housing Commission, addressed the Council requesting the City donate the property at 600 E. 6th Street, to be used by the Sub Standard Housing Commission to house families whose houses are being repaired by the TDOC Grant for sub standard housing. She estimated that some families would need alternate shelter 1 of 3 125 for a period of approximately 2 months while their homes were being rehabilitated. Mr. Kent Green of the Plainview Housing Authority requested the transfer of the houses at 115 S.E. 5th, and 2206 Joliet St. to the Housing Authority so as to make whatever repairs were needed so it could be given to a needy family. Councilmember Barbara Dorman made a motion that if the properties could be obtained, that they be obtained in the City's name and the property at 600 E. 6th be retained by the City for the use of the Human Relations Committee and the properties at 115 S.E. 5th and 2206 Joliet St. be deeded to the Housing Authority for Iow income housing. Councilmember Don Dickson seconded the motion; it carried unanimously. Water - Mr. Jeffers reported to the Council that the City of Kress had sent a letter to the City of Plainview with a request to purchase water from the City. Mr. Jeffers suggested that the Council consider selling them treated water. Councilmember Barbara Dorman ;made a motion that the Council acknowledge the letter from Kress and that the Council study their request; Councilmember Medlin Carpenter seconded the motion; the motion carried unanimously. Reai~t_~ieting - Resolution No. R91-124. A resolution of the City Council of the City of Plainview, Texas, issuing notice to proceed with reapportionment. Mr. Jeffers reported to the Council that Mr. Bob Bass, an attorney with Allison & Associates, Inc. of Austin, had been retained by previous agreement to analyze the City's need for redistricting. This resolution allows the City, with the help of Mr. Bass to move forward and redistrict the voting precincts in order to remain in compliance with Federal law. Councilmember Don Dickson made a motion that the resolution be adopted; Councilmember Ross Owen seconded the motion; the motion carried unanimously. An Ordinance of the City of Plainview, Texas, amending the Parks Department budget of the general fund of the 1991-1992 budget. E) Boards, Commission and Committee Appointments - Appointment of Randall Wilmeth to the Electrical Board. F) Bids - Public Safety Vehicles. Consideration of three bids submitted for the purchase of six marked police vehicles and one unmarked vehicle. A bid from Jack Morris Ford proposed six 1992 Ford Taurus vehicles at $15,273.75 each and one 1992 Ford Taurus for $15,251.75, for a total of $106,894.25: McGavock Motors submitted a bid for six 1992 Jeep Cherokee vehicles at $15,373.96 each and one 1992 Jeep Cherokee for $15,373.96; with a total of $107,617.72. Gardner Chevrolet submitted a bid for six Chevrolet Caprice vehicles at $16,425.00 each and one 1992 Chevrolet Caprice at $16,475.00, with a total of $115,025.00. Based on the performance need and 2 of 3 126 recommendation of the Director of Public Safety the bid was awarded to Gardner Chevrolet. This cost is within the budgeted amount for these vehicles. Councilmember Medlin Carpenter made a motion to adopt the Consent Calendar; Councilmember Don Dickson seconded the motion and the motion was carried unanimously. 8. Adjournment - Mayor Ridlehuber called for a motion to adjourn: Councilmember Ross Owen made a motion to adjourn the. meeting; Councilmember Don Dickson seconded the motion and the motion carried unanimously.
