MINUTES
CITY COUNCIL MEETING
December 5, 1991
The Plainview City Council met in a Work Session on Thursday, December 5,
1991, at the Plainview Country Club at 11:30 a.m., with Mayor E.V.
Ridlehuber presiding. Councilmembers present were: Mary Virginia
Kirchhoff - Precinct 2; Medlin Carpenter - Precinct 4; Barbara Dorman -
Precinct 5; Dwaln Dodson Precinct 6; and Ross Owen - Precinct 7. Absent
were Councilmembers Alton Jackson Precinct i and Don Dickson - Precinct

Staff Present: Roy Osborne, Director of Public Safety; Norman Huggins,
Director of Finance; Del Essary, Sanitation Department; Carl Holland, Parks
Department; Diane Groh, Director for Community Services; Wally Hatch, City
Attorney; Barbara Sullivan, Municipal Judge; and Karen McBeth, City
Secretary.
Mayor E.V. Ridlehuber called the meeting to order. The City Council
reviewed the following agenda for the upcoming meeting on December 10,
1991.

3. Oath of Office - Boards, Committees and Commissions.
4. Sanitation Landfill permitting report.
5. Animal Control - Annual report.
6. Consent Calendar

d. City Council Meetings -- Making December 19, 1991, 11: 30 a.m. a
regular Council meeting and cancelling the meeting of December 24,
1991.
e. City Secretary - Deputy -- Appointment of Ginger Light as Deputy
City Secretary.
f. Bids -- Asphalt Distributor Truck

The City Council turned to the agenda for today's meeting.

City Manager Reports: Mr. James Jeffers, City Manager was out of
town so his reports were given by designated department heads.
Duck Pond: Diane Groh, Director of CommUnity Services reported that
Garland Street Church of Christ has tentatively agreed to deed over the land
on their side of the Duck Pond in exchange for fending on the wouthwest and
north sides so as to deny access to the church's parking lot. Discussion was
held regarding the liability involved in allowing fishing at the Duck Pond.
Ms. Groh advised she is to be in contact with the church and will report
when their governing body has met and made a definite decision.
There being no further business before the Council, Mayor Ridlehuber
adjourned the meeting at 12:45 p.m.
