HomeMy WebLinkAbout91 1210 min MINUTES CITY COUNCIL MEETING December 10, 1991 The Plainview City Council met in Regular Session on Tuesday, December 10, 1991, in the Council Chambers of City Hall at 7:30 p.m. with Mayor E.V. Ridlehuber presiding. Councilmembers present were: Alton Jackson - Precinct 1; Mary Virginia Kirchhoff - Precinct 2; Don Dickson - Precinct 3; Medlin Carpenter Precinct 4; Barbara Dorman - Precinct 5; Dwain Dodson - Precinct 6; and Ross Owen Precinct 7. Staff Present: James P. Jeffers, City Manager; Roy Osborne, Director of Public Safety; Wally Hatch, City Attorney; Bill Hogge, Director of Public Works; Dennis Harkins, Captain of Services; Norman Huggins, Director of Finance; Tom Egelston, Building Inspector; and Karen McBeth, City Secretary. Media Present: Randy Ballinger, KKYN; Richard Orr, Plainview Daily Herald; Ridley Gibson, Plainview Cable TV. OPEN MEETING An Open Meeting was held concerning the following subjects: 1. Mayor Ridlehuber called the meeting to order. 2. Invocation - Mayor Ridlehuber 3. Oath of Office - There being none, continued to next item. e Sanitation - Landfill permitting report. Mr. Hogge reported that there was nothing new to be reported. Api~l Control - Annual Report. Captain Dennis Harkins presented a slide presentation showing all aspects of the A~imal Control sector at work. There were pictures of the physical plant where alqimals are taken and housed, fed and cared for. The cages are cleaned and disinfected daily. The A~imal Control officers inspect every report called in to the City. Many animals have to be put to sleep and this is accomplished either in the euthanasia cabinet or by injection. The Animal Control division of the city sponsors an animal inoculations clinic once each year which offers reduced prices in an effort to get the public to inoculate animals against rabies and other diseases. Captain Harkins told the Council that the Humane Society worked very closely with them and were a great help in finding homes for anim~l~ as well as caring for injured ones. Certain animals suspected of possibly having rabies are quarantined. The ADimal Control officers and workers are professional in their demeanor and are dedicated individuals who often work past their regularly scheduled hours. 6. Consent Calendar a. City Council Meetings Making December 19, 1991, 11:30 a.m. a regular City Council meeting and cancelling the meeting of December 24, 1991. e. City Secretary - Appointment of Ginger Light as Deputy City Secretary. f. Bids Asphalt Distributor Truck - Awarded to Shamrock Chevy for the amount of $35,465.00. 200 Three cubic yard Sideload Refuse Containers - Awarded to Sanco Metal Fabrication Inc. for the total amount of $48,500.00 Both items came in under the budgeted amount. Councilmember Don Dickson made a motion the Consent Calendar be adopted as presented; Councilmember Barbara Dorman seconded the motion; the motion carried unanimously. Adjournment There being no further business before the Council, Mayor Ridlehuber called for a motion to adjourn. Counci]member Dwain Dodson made a motion the meeting adjourn; Councilmember Mary Virgirda Kirchhoff seconded the motion; the motion carried unanimously. E. V.
