Plainview City Council
The City Council of the City of Plainview, Texas, met. in a Work Session on
Thursday, March 5, 1992, at 11:30 a.m., at the Plainview Country Club.
Mayor E. V. Ridlehuber presided. Councilmembers present were: Mary
Virginia Kirchhoff - Precinct 2; Don Dickson - Precinct 3; Medlin Carpenter -
Precinct 4; Barbara Dorman - Precinct 5; Dwain Dodson Precinct 6; and
Ross Owen Precinct 7. Absent was Councilmember Alton Jackson Precinct
1.
Staff Present: James P. Jeffers - City Manager; Roy L. Osborne Director
of Public Safety; Bill Hogge Director of Public Works; Norman Huggins -
Director of Finance; Diane Groh - Director for Community Services; Terry
Powers - Director of Human Resources; Barbara Sullivan Municipal Court
Judge; and Karen McBeth - City Secretary.
Media Present: Richard Orr - Plainview Daily Herald.
Mayor Ridlehuber called the meeting to order. The City Council reviewed the
following agenda items for the upcoming meeting of March 10, 1992.

Public Hearing - Zone Case No. 582 - To amend zoning Ordinance No.

Zone Case No. 582 - Ordinance No. 92-920? - An Ordinance amending
zoning Ordinance No. 89-2798; Providing for an amendment by addition
to Section 40, "Schedule of Fees, Charges, and Expenses"; Providing
for a cumulativeness clause; Providing for a conflicts clause; and
providing for an effective date.

e) Election Date - Ordinance No. 92-2912. An Ordinance of the City of
Plainview, calling and setting the date for the regular-Municipal
Election; setting the date for run-off election; designating

councilmember from (1) precinct/ward 5, (2) precinct/ward 6, and (3)
precinct/ward 7; appointing election officials; setting hourly rate for
election officials; posting and notice of election; cumulativeness clause;

f) Sanitation - Landfill - F~nance - Resolution No. R92-106. A
Resolution of the City Council of the City of Plalnview, relating to the
reimbursement of City funds to be expended for costs of acquisition of
certain land and construction thereon of a solid waste landfill from the
proceeds of sale of debt obligations; and resolving other matters
incident and related thereto.

R92-107. A Resolution of the City Council of the City of Plainview,
Texas, authorizing the Chief of Police on behalf of the City of Plainview
to file a grant application for law enforcement assistance from the
Criminal Justice Division of the Governor's Office of the State of Texas.
h) Resolution - Grant - Crlmlusi Justice Division - Resolution No.
R92-108. A Resolution of the City Council of the City of Plalnview,
Texas, authorizing the Chief of Police on behalf of the City of Plainview
to file a grant application for law enforcement assistance from the
Criminal Justice Division of the Governor's Office of the State of Texas.
i) Bids
1. ) Landfill Screening Berm and Excavation in the Hale County, Texas
for the City of Plainview, Texas.
2. ) Roadway and Parking Lot Paving Improvements; Landfill Section
Line Road; Landfill Access Road; and Landfill Gate House Parking Lot.
3. ) Motor Truck Cab & Chassis for Sanitation Department Front Load
Refuse Collection.
Executive Session - DiScussion of appointments to the various Boards,
Commissions and Committees of the City of Plainview to include;
Planning and Zoning, building Code/Fire Code Board of Appeals. This
meeting is authorized by (TEX. REV. STAT. ANN. art 6252-17 Sec.
2(g) (Vernon Supp. 1990).)

8. Property Acq,fisition Consideration of possible action for acquiring
the Sunbelt Savings building located at 304 West 6th Street, Plainview,
Texas.

The Council turned to today's Agenda.
16th Street Project - City Manager James Jeffers 'reported that Wally Hatch,
City Attorney m preparing papers for condemnation procedures to acquire
property along the right of way.
Sanitation - Landfill - Mr, Jeffers reported that he has heard nothing further
from Mr. Ronnie Agnew, Attorney for Mr. M. T. Carroll, regarding the
landfill location.
Country Club P~ojeet - Mr. Jeffers reported that the Country Club members
would vote on the proposed remodeling project on March 24 or 26, 1992.
Telephone Long Di~t~uee Sea-vice - Mr. Jeffers reported that the City will be
advertising for bids for the Cityts long distance service. Captain Dennis
Harkins will be in charge of this.
Sanitation - Landfill: Antiqm'ties Comm{~sion - Mr. Jeffers reported that the
Landfill Permit requires an archeological and geomorphological study before we
can begin on site construction of the new landfill. This study falls under the
jurisdiction of the Texas State Antiquities Cornmi.~sion. Bill Hogge, Director
of Public Works and Wally Hatch will be going to Austin to meet with the
Commission so as to ascertain what must be done to allow us to do the portion
of construction needed immediately. Mr: Hogge and Mr. Hatch will report to
the Council what is accomplished in Austin.
Water - Long Acre Subdivision - Mr. Jeffers reported that four water meter
owners in this subdivision are in violation of City ordinance by "selling"
water to their neighbors. In order to keep this practice from expanding, a
different rate may be established for those outside the City limits and when a
residence changes hands, the practice must be discontinued.
Mr. Jeffers reminded everyone that March 9th, 1992, was the 6th Anniversary
of Teen Court.
