Plainview City Council
The City Council of the City of Plainview, Texas, met in a Work Session on
Thursday, March 19, 1992, at 11:30 a.m., at the Plainview Country Club.
Mayor E.V. Ridlehuber presided. Councilmembers present were: Mary
~irginia Kirchhoff - Precinct 2; Don Dickson Precinct 3; Medlin Carpenter -
Precinct 4; Barbara Dorman - Precinct 5; Dwain Dodson - Precinct 6; and
Ross Owen - Precinct 7. Absent was Councilmember Alton Jackson - Precinct

Staff Present: James P. Jeffers City Manager; Norman Huggins - Director
of Finance; Diane Groh - Director for Community Services; Roy L. Osborne -
Director of Safety; Wally Hatch - City Attorney; Terry Powers Director of
Human Resources; and Karen McBeth - City Secretary.
Mayor Ridlehuber called the meeting to order. The City Council reviewed the
following agenda items for the upcoming meeting of March 24, 1992.
OPEN MEETING
1. Invocation - Barbara Dorman
2. Oath of Office - Boards, Committees and Commissions.
Annexation - Service Plan - Westridge Addition. Resolution No.
R92-111. A Resolution of the City Council of the City of Plainview,
Texas, adopting a service plan for the proposed annexation of an
addition to Plainview, Hale County,. Texas, being referred to as,
"Westridge Addition."
Water - Westridge Water Comlmny - Resolution No. R92-112. A
Resolution of the City Council of Plainview, Texas, authorizing the
Mayor to execute an agreement with the Westridge Water Company,
calling for the transfer of those-assets to the City of Plainview, and
establishing conditions of transfer.
Budget Amendment - Parks - Restr~oms - Ordinance No. 92-2913. An
Ordinance of the City Council of Plainview, Texas, ~mending the
1991-1992 General Fund Budget appropriating funds for the construction
of restrooms in the City Parks.
ALL MATTERS UNDER ITEM 6 CONSENT cALENDAR ARE CONSIDERED TO
BE ROUTINE BY THE CITY COUNCIL AND WILL BE ENACTED ON A MOTION
IN THE FORM LISTED BELOW. THERE WILL BE NO SEPARATE DISCUSSION
OF THESE ITEMS OTHER THAN THE ASKING OF QUESTIONS FOR SIMPLE
CLARIFICATION. ON OBJECTION BY ANY PARTY TO THE INCLUSION OF
ANY ITEM ON THE CONSENT CALENDAR, THAT ITEM SHALL BE REMOVED
FROM THE CONSENT CALENDAR. SUCH OBJECTION MAY BE RECORDED
ANY TIME PRIOR TO THE TAKING OF A VOTE ON THE MOTION TO

authorizing the Mayor to execute a contract with Tommy Lewis
Industries for trash removal from City Parks.
e) Municipal Cou~t - Reappointment of Municipal Court Judge and Teen
Court Coordinator. Resolution No. R92-102. A Resolution of the City
Council of the City of Plainview, Texas, reappointing Barbara L.
Sullivan as Municipal Court Judge for the City of PlainView, Texas and
Teen Court Coordinator.
f) Bids - Fire Compressor Unit.~ Consideration of award of bid for an
air compressor unit for the Fire Department.
g) Housing - Fair Housing Amendment. Ordinance No. 92-2904. An
Ordinance of the City Council of the City of Plainview, Texas,
amending Chapter 13, "Housing", of the City Code relating to Fair
Housing; cumulativeness clause; and effective date.
h) Boards and Co~,,~ttee Appointments (Planning and Zoning Board,
Building Code/Fire Code Board of Appeals).
i) P~ell-r~na~y Plat - Iqilltop Addition, Unit No.S. Resolution No.
R92-113. A Resolution of the City of Plainview, Texas, approving the
p~eliminarY plat of Hilltop Addition, unit No. 3, Plainview, Hale
COunty, Texas.
j)' Schedule of Uses - Ordinauee No. 92-2914. An Ordinance amending
zoning Ordinance No. 89-2798; providing for an amendment by addition
to Section 8.1, "Schedule of Uses Established"; Providing for a
cumulativeness clause; Providing for a conflicts clause; and providing
for an effective date.
ExeCUtive Session - Discussion of appointments to various Boards,
Committees and Commissions of the City of Plainview to include:
Planning and Zoning, Building Code/Fire Code Board of Appeals. This
meeting is authorized by (TEX. REV. STAT. ANN. art. 6252-17 SEC.
2(f) (Vernon Supp. 1990).)
Discussion of purchase, exchange, lease or value or real property or
negotiated contract for prospective gift. (Sunbelt Savings building
located at 304 West 6th Street, Plainview, Texas; and Sears building
located at 215 Broadway, Plainview, Texas; and Running Water Draw
property.
8. Property Aeqnisition - Consideration of possible action for acquiring

the Sunbelt Savings building; the Sears building; and/or Running Water
Draw property.
9. Adjou~-nment.
The Council turned to today's agenda.
Plainview Municipal Country Club - Mr. Jeffers reported that the members of
the Plainview Municipal Country Club were scheduled to-~vote on the proposed
remodeling and expansions program around the end of March. He stated the
Council should know whether or not they accepted the proposal by April 2,
1992.
Swimming Pool]YMCA - Mr. Jeffers reported the City Attorney is preparing a
contract with the YMCA to operate the 16th Street swimming pool for the
summer.
Landfill lAntiquities Commission. Mr. Jeffers reported that Mr. Eddie Guffee,
Archeologist at the Llano Estacado Museum is ready to begin examining the
Sanitary Landfill site so far as any buried antiquities are concerned. Mr.
Jeffers will have more to report on this by the next meeting.
5th Monday. Mr. Jeffers reminded the Council that 5th Monday meeting with
other cities in the County will be March 30, 1992, at 7:00 p.m. at the Bridal
House. The City of Plainview will be 'hosting the meeting.
Mayor Ridlehuber declared the meeting adjourned at 12:57 p.m.
