HomeMy WebLinkAbout92 0409 min184 -- - MINUTES Plainview City Council The City Council of the City of Plainview, Texas,-met in a Work Session on Thursday, April 9, 1992, at 11:30 a.m., at the Plalnview Country Club. Mayor E.V. Ridlehuber presided. Councilmembers present were: Alton Jackson - Precinct 1; Mary Virginia Kirchhoff Precinct 2; Medlin Carpenter - Precinct 4; Barbara Dorman Precinct 5; Dwain Dodson Precinct 6; and Ross Owen Precinct 7. Don Dickson, Councilmember .from Precinct 3 was absent. Staff Present: James P. Jeffers City Manager, Roy L. Osborne - Director of Public Safety, Diane Groh - Director for Community Services, Norman Huggins Director of Finance, Barbara ~Sullivan - Municipal Court Judge, and Karen McBeth - city Secretary. - Guests Present: Irene Favila and Michelie Delgado. Mayor Ridlehuber called the ~ meeting -to ~Order. Mayor Ridlehuber recognized the guests present and welcomed them. The City Council reviewed the following agenda items for the upcoming meeting of April 14, 1992. OPEN MEETING Invocation - Dwain Dodson Oath of Office Boards, Committees and Commissions Annexation/Westridge. Resolution No. R92-116. A Resolution of the City Council of the City of Plainview, Texas, setting the date, time and place of two public hearings regarding the proposed annexation of a certain Westridge Addition in Hale County, Texas. Plainview Higher Education Authority. Public Hearing. The issuance of revenue bonds in one series in an aggregate amount to exceed $1,450,000.00, with the proceeds to be loaned to Wayland Baptist University to finance education facilities and facilities incidental, subordinate, or related thereto, or appropriate in connection therewith. Zone Case No. 585. Public Hearing. Request of Adan Chavez for a specific use permit - Club serving alcoholic beverages in a C-3 (Commercial General Business). ZOning District, being lot 1, Western Acres, and located at 300 S~ Interstate Hwy. 27. e e Zone Case No. 585. Ordinance No~ 92-291§. An Ordinance amending zoning Ordinance No. 89-2798 and the zoning map of the City of Plainview for a specific use permit for a club serving alcoholic beverages as provided in Section 33; Providing a cumulativeness clause; Providing a conflicts clause;. And Providing an effective date. Sanitation]Landfili - Construction report~ Hale County Reaipz~__l Agreement on County Jail and Law Enforcement Services. Resolution R92-117. A Resolution of the City Council of the 1 -of~ 3 City of Plainview, Texas, authorizing the mayor to execute, and enter enter into on behalf of the City, a reciprocal governmental agreement between Hale County and the City of Plainview for intergovernmental services. ALL MATTERS UNDER ITEM 9 CONSENT CALENDAR ARE CONSIDERED TO BE ROUTINE BY THE CITY COUNCIL AND WILL BE ENACTED ON A MOTION IN THE FORM LISTED BELOW. THERE WILL BE NO SEPARATE DISCUSSION OF THESE ITEMS OTHER THAN THE ASKING OF QUESTIONS FOR SIMPLE CLARIFICATION. ON OBJECTION BY ANY PARTY TO THE INCLUSION OF ANY ITEM ON THE CONSENT CALENDAR, THAT ITEM SHALL BE REMOVED FROM THE CONSENT CALENDAR. SUCH OBJECTION MAY BE RECORDED ANY TIME PRIOR TO THE TAKING OF A VOTE ON THE MOTION TO APPROVE THE CONSENT CALENDAR. ALT, SUCH ITEMS SHALL BE CONSIDERED INDIVIDUAI,I,Y IN THE ORDER IN WHICH THEY ARE OBJECTED TO, IMMEDIATELY FOLLOWING THE CONSIDERATION OF THE CONSENT CALENDAR. 9. A Resolution of the City Council of the City of Plainview, Texas, approving issuance of bonds by Plainview Higher Educational Facilities Corporation. f) Resolution No. R92-115. A Resolution of the City Council of the City of Plainview, Texas, recognizing a need for the services offered by Tommy Lewis Industries to provide for the cleanup of the Sanitary Landfill within the City of Plainview, Texas. 10. ~xeeutive Session - Discussion of appointments to the various Boards, Commissions and Committees of the City of Plalnview to include; Planning and Zoning. This meeting is authorized by (TEX. REV. STAT. ANN. art. 6252-17 Sec. 2(f) (Vernon Supp. 1990).) DiscuSsion of purchase, exchange, lease or value or real property, or negotiated contract for prospective gift. (Sunbelt savings building located at 304 West 6th Street, Plalnview, Texas; and Sears building located at 215 Broadway, Plainview, Texas; and Running Water Draw property). 11. Property Acquisition - Consideration of possible action for acquiring the Sunbelt Savings building; the Sears building; and/or Running Water Draw property. 12. Adjou~nent. The Council turned to the agenda for today. 185 2 of 3 Streets - 16th St. City Attorney Wally Hatch is preparing the papers for condemnation on the remaining properties standing in the way of completing this project. TDOC has verbally agreed to an extension of the time period originally designated in the grant. Of the remaining five properties, all but two have agreed to settle. Landfill - Antiquities Con~n, lssion: The City has signed a contract with Wayland Baptist University in the amount of $18,000 for the geological/morphological survey on the new landfill. The first sector which .is already under construction has already been approved for excavation. Country Club Civic Center Project: The City Manager has begun negotiating the details of a contract between the City and the Plainview Municipal Country Club for the proposed funding for renovations to the Country Club for a Civic Center and meeting rooms. YMCA City Attorney Wally Hatch reported he is negotiating an agreement with the YMCA to operate the City's 16th Street swimming pool for the upcoming summer. Leadership Plainview - City Manager Jim Jeffers reported the City hosted Leadership Plainview. It was well received by those participating in this Chamber of Commerce sponsored program. Airpo~'t Bids - City Manager Jim Jeffers reported that High Plains Pavers was the low bidder for the airport expansion project. AMCC - Mr. Jeffers requested the Council give bin? an accurate account of those who are planning to attend the July 23-26, 1992, meeting in E1 Paso, Texas, of the Association of Mayors, Councilmembers and Commissioners so as to make arrangements for attending this meeting.
