Plainview City Council
April 28, 1992
The City Council of the City of Plainview, Texas, met in a Regular Meeting
on Tuesday, April 28, 1992, in the Council Chambers of the Plainview City
Hall at 7:30 p.m, with Mayor E. V. ~Ridlehuber Presiding. Councilmembers
present were: Alton Jackson - Precinct 1; Mary Virginia Kirchhoff - Precinct
2; Medlin Carpenter Precinct 4; Barbara Dorman - Precinct 5; Dwain
Dodson Precinct 6; and Ross Owen - Precinct 7. Absent was Don Dickson
- Precinct 3.

OPEN MEETING
An Open Meeting was held concerning the following subjects:
Before addressing the agenda, Mayor-E. V. Ridlehuber acknowledged National
Volunteer Week and asked that each Councilmember recognize someone in the
community for their volunteer work'. Mayor Ridlehuber named Barbara
Dorman as being an outstanding volunteer to the community. Ross Owen
recognized Don Dickson as being an exemplary volunteer. Dwain Dodson
recognized Ridiey Gibson for his volunteer work in the community. Barbara
Dorman named Gladys Carter, Paul Lyle, David Wilder, and Gene Owen as
persons to be noted for their volunteer work. Medlin Carpenter named J.B.
Wheeler as a person who gives of his time and effort to the community. Mary
Virginia Kirchhoff named Carol Taylor-for her many hours of volunteer help
to others. Alton Jackson recognized Dwain Dodson, Rubye Henderson and
Marilyn Jennings as volunteers who are to be commended for their work in
the community. The Council turned to.the agenda.
1. Invocation - Ross Owen
Oath of Office - J. R. Ruiz was sworn to the Building Code/Fire Code
Board of Appeals; Brandon Brownlee was sworn to the Planning and
Zoning Commission; and James H. Graham was sworn to the Planning
and Zoning Commission.
Annexation - West~idge - PUBLIC HEARING. Mayor Ridlehuber
announced the first of two public hearings on the proposed annexation
of the Westridge Addition. Councilmember Dwain Dodson made a motion
the Mayor open the public hearing; Councilmember Alton Jackson
seconded the motion; the motion carried unanimously among those
present. The Mayor asked for those speaking for the annexation to
come forward. Mr. Paul Lyle spoke in favor of the annexation stating

that as a property owner in the Westridge Addition he felt it was the
timely and appropriate thing to do. He stated he was in favor of the
transfer of the assets of the Westridge Water Co. to the City was in the
best interest of the citY and the property owners. No one else came to
speak for the annexation. Mayor Ridiehuber asked if there was anyone
opposed who wished to speak. To one came forward. Councilmember
Barbara Dorman made a motion the public hearing be closed; Dwain
Dodson seconded the~motion; the motion passed unanimously among
those Councilmembers present. Mayor Ridlehuber stated the second
public hearing would be held at a Special Meeting of the City Council
on May 7, 1992, in conjunction with the Council Work Session.
Airport Bid - Resolution No. R92-119. A Resolution of the City Council
of the City of Plainview, Texas, accepting the bid and awarding a
contract for improvements to the City of Plainview/Hale County Airport.
Mayor Ridlehuber recognized Roger Grass with Oller Engineering. Mr.
Grass reviewed the bids submitted for the improvements to be made at
the Plainview/Hale County Airport. Rhode Construction Co. of
Lubbock, Texas submitted at bid of~ $1,593,395.41; Williams & Peters
Construction of Lubbock, Texas submitted a big of $1,447,536.25; High
Plains Pavers, Inc. of Plainview, TeXas submitted a big of
$1,400,105.80. Mr. Grass stated the estimate his. engineering firm
projected was $1,400,298.00. The low bid submitted by High Plains
Pavers, Inc. of Plainview, Texas met the required specifications and
Mr. Grass recommended that bid. He stated the County had approved
that bid also. The funding for the improvements to the airport are
derived at 90% from FAA; Texas Department of Transportation 5%; Hale
County 2.5% and the City of Plainview 2.5%. Councilmember Medlin
Carpenter made a motion that Resolution No. R92-119 be adopted and
the contract be awarded to High Plains Pavers, Inc. of Plainview,
Texas; Alton Jackson seconded the motion; the motion carried
unanimously among those councilmembers present.
Civil Defense - Roy L. Osborne, Director of Public Safety introduced
Capt. Dan Miller, civil defense director introduced the volunteers who
man the emergency operations center during a severe weather alert.
Capt. Dennis Harkins, Arthur Wall, Wesley Shaw, Roland Asebedo and
Dale Simpson man the radios and telephones. Del Essary, Freddie
Benford, Roy Reese and T.C. Collins are cloud watchers. A new
group, the Plainview Amateur Radio Club have recently began assisting
the emergency volunteers. Other volunteers who have helped for a
number of years are: John McDonough, Joel Culp, Butch Baker, Ron
Bray, J.B. McCas]~ill and Jack Swanner. Mayor Ridiehuber thanked
Capt. Miller for his report and thanked the many volunteers for their
efforts in making Plainview citizens safe from severe weather.
Sanitation]Landfi~ - William Hogge, Director of Public Works reported
to the City Council on the progress of the new landfill constructiOn.
He stated that much progress is being made in the excavation and berm
of the first portion of the new city landfi~. Road construction to the
landfill is progressing on schedule. Bids for the liner on this portion
of the landfill are to be opened Monday, May 4, 1992.

Consent Calend_ar - Councilmember Ross Owen made a motion that Item
Resolution R92-118, A Resolution of the City council of the City of
Plainview,
Texas, approving issuance of bonds by the Plainview Higher Educational
Facilities Corporation be pulled from the consent calendar and tabled
until a later date. Dwain Dodson seconded the motion; the motion
carried unanimously. Mayor Ridlehuber stated that Item e) would not
be considered at this time and it is tabled until a later day.

R92-120. A Resolution of he City Council of the City of Plainview,
Texas, agreeing to support and sponsor Wes-Tex Resource Conservation
and Development.
Councilmember Ross Owen made a motion the consent calendar be approved;
Councihnember Dwain Dodson seconded the motion. The motion carried
unanimously.
Adjou~-nment - Councilmember Medlin Carpenter made a motion the
meeting adjourn; Ross Owen seconded the motion; the motion carried
unanimously among the six councilmembers present (Don Dickson was
absent).
