HomeMy WebLinkAbout92 0507 min197 MINUTEs Plainview City Council May 7, 1992 The City Council of the City of Plainview, Texas, met in a Special Meeting on Thursday, May 7, 1992, at the Plainview Country Club at 12:00 noon, with Mayor E.V. Ridiehuber Presiding. Councilmembers present were: Alton Jackson - Precinct 1; Don Dickson - Precinct 3; Medlin Carpenter - Precinct 4; Dwain Dodson Precinct 6; and Ross Owen - Precinct 7. Absent was Mary Virginia Kirch_hoff - Precinct 2, and Barbara Dorman Precinct 5.. Staff Present: James P. Jeff, rs - City Manager; Wally Hatch, City Attorney; Norman Huggins Director of Finance; William R. Hogge - Director of Public Works; Diane Groh - Director of Community Services; Roy L, Osborne - Director of Public Safety; Terry Powers - Director of Human Resources; and Karen McBeth - City Secretary. Guests Present: Irene Faviia; Paul Lyle; Glen Rieff; and Mrs. J.D. Harder. OPEN MEETING Mayor Ridlehuber called the meeting to order. The City Council addressed the following Agenda Items: PUBLIC HEARING - Annexation - Westridge. Councilmember Ross Owen made a mo~:ion to call for public hearing; Alton 3ackson seconded the motion; the motion carried unanimously among those councilmembers present. The Mayor declared the floor open for public hearing and asked all those speaking in favor of the proposed annexation of Westridge to come forward. Mr. Paul Lyle spoke in favor the annexation, stating he felt it was good for the City as well as for the homeowners in the Westridge Addition. Mrs. J. D. Harder stated she was in favor'of the annexation and felt both the citizens of Plalnview and the homeowners would benefit from the proposed annexation. Mayor Ridlehuber asked if there was anyone wishing to speak against the proposed annexation. Mr. Glen Rieff, a homeowner in the Westridge Addition, stated that while he was in favor of annexation generally; specifically he was opposed to the survey at the water well location. He opposes this survey and would like the western line moved 10 feet to the east. He opposes the survey on the grounds that it crowds the park area. City Attorney Wally Hatch stated that the survey only allowed the minimum area for city trucks to service the water bank area. The City Engineer and staff personnel have inspected this site and state they must have this amount of area to properly manage and service the equipment inside the fenced area. City Manager Jim Jeffers stated that the City must have 20 feet to insure maneuverability inside the fenced area and all other property owners understand this. The Mayor asked ff anyone else wished to speak regarding the proposed annexation, either for or against. No one came forward. Councilmember Ross Owen made a motion the public hearing be closed; Alton Jackson seconded the motion; the motion passed unanimously among those councitmembers present. lof2 198 ' City Election. Ordin-nce No. 92-2916. An Ordinance of the City Council of the city of Plainview, Texas, Canvassing the returns and declaring the results of a General City Election held in Plalnview, Texas, on May 2, 1992. Mayor Ridlehuber read Summary of Precinct Returns as submitted by Election Officials which declared that running unopposed for Precinct 5, Barbara Dorman received 87 votes; that running unopposed for Precinct 6, Dwaln Dodson received 25 votes; and running unopposed for Precinct 7, Irene Favila received 50 votes. Mayor Ridlehuber called for a motion. Councilmember Medlin Carpenter made a motion the ordinance canvassing the votes be approved as read; Alton Jackson seconded the motion. Councilmembers Alton Jackson, Don Dickson, Medlin Carpenter and Dwain Dodson voted for the motion; Councilmember Ross Owen voted against it. The motion carried. Adjou~-nment - Councilmember Alton Jackson made a motion the Special Meeting be adjourned; Dwain Dodson seconded the motion. Councilmembers Alton Jackson, Don Dickson, Medlin Carpenter and Dwain Dodson voted in favor of the motion; Councilmember Ross Owen voted against it. The motion carried.
