HomeMy WebLinkAbout92 0709 min228 WORK SESSION MINUTES July 9, 1992 The City Council of the City of Plainview, Texas, met in a Work Session on Thursday, July 9, 1992, at the Plainview Country Club, at 11:30 a.m., with Mayor E. V. Ridlehuber presiding. Those present were: Alton Jackson - Precinct 1, Don Dickson - Precinct 3, Medlin Carpenter - Precinct 4, Barbara Dorman Precinct 5, and Dwain Dodson - Precinct 6. Absent were Irene Favila - Precinct 7, and Mary Virginia Kirchhoff - Precinct 2. Staff Present: James P. Jeffers - City Manager, Muff London - Main Street Coordinator, Roy L. Osborne - Director of Public Safety, Bill Hogge - Director of Public Works, Barbara Sullivan - Municipal Court Judge, Wally Hatch, City Attorney and Karen McBeth, City Secretary. Media Present: Richard Orr - Plainview Daily Herald. THIS IS A WORK SESSION AND NO ACTION CAN BE TAKEN The City Council reviewed the following agenda for the upcoming Council meeting of July 14, 1992. OPEN MEETING 1. Invocation - Barbara Dorman 2. Recognitiou~ 3. Oath of Office - Boards, Committees and Commissions. e Economic Development - Bean Time Food Revolving Loan Fund. Consideration of a request of United Bean Marketing Co-op in providing the local match in the amount of $50,000 for an EDA $150,000 grant/loan to the Co-op. Traffic - Truck Route Ordlna,tce. Consideration of request of Richard Padilla of 1410 West 26th Street for a change to the Truck Route Ordinance. Sanitation - Regional Solid Waste Plan - Report and consideration of possible action. Zone Case No. 588 - Paul Johnson on behalf of Prairie House. Ordinance No. 92-2924. An Ordinance amending Zoning Ordinance No. 89-2798 and the zoning map of the City of Plainview so as to make the following changes: Request of Paul Johnson on behalf of Prairie House Living Center, Inc., to rezone from an "A" (Agriculture District) to a "PD" (Planned Development District) Zoning District for a retirement institution and independent living units, and generally located between 13th Street and 15th Street and west of Mesa Drive. An Ordinance amending Zoning Ordinance No. 89-2798 and the zoning map of the City of Plainview so as to make the following changes: Request of Rob Winkler on behalf of Calvary Church to rezone from an "R-i" (single - family residen$is1 district) Zoning District to a "C-2" (Light retail and commercial district) Zoning District for use as ministry and educational facilities and generally located on the east side of Interstate 27 in the 100 and 200 blocks. A. Public Hearing - Zone Case No. 589 B. Ordinance No. 92-2925 - Consideration of Adoption. Water - Seth Wa~d Water System - Consideration of request for expansion. 10. Fi_'n~nce - Consideration of Resolution No. R92-125. A Resolution of the City of Plainview, Texas, approving and authorizing publication of Notice of Intention to issue Certificates of Obligation for the sale of Five Million Dollars ($5,000,000) water works and sewer system (limited pledge) revenue certificates of obligation, series 1992. ALL MATTERS UNDER ITEM 11 CONSENT CALENDAR ARE CONSIDERED TO BE ROUTINE BY THE CITY COUNCIL AND WU,I, BE ENACTED ON A MOTION IN THE FORM LISTED BELOW. THERE WILL BE NO SEPARATE DISCUSSION OF THESE ITEMS OTHER THAN THE ASKING OF QUESTIONS FOR SIMPLE CLARIFICATION. ON OBJECTION BY ANY PARTY TO THE INCLUSION OF ANY ITEM ON THE CONSENT CALENDAR, THAT ITEM sHALL BE REMOVED FROM THE CONSENT CALENDAR. SUCH OBJECTION MAY BE RECORDED ANY TIME PRIOR TO THE TAKING OF A VOTE ON THE MOTION TO APPROVE THE CONSENT CALENDAR. ALL SUCH ITEMS SHALL BE CONSIDERED INDIVIDUAI,LY IN THE ORDER IN WHICH THEY ARE OBJECTED TO, IMMED/ATELY FOLLOWING THE CONSIDERATION OF THE CONSENT CALENDAR. 11. Consent Calendar. a) Minutes b) Department Reports c) Budget Expenditures d) Board, Committee and Commission Appointments - Consideration of appointments to Board of Adjustment; Humau Relations Commission; Housing Authority Board; Building Code/Fire Code Board of Appeals; and Board of Mipimum Housing Standards. e) Enterprise Zone Amending-ut. Authorization for Mayor to enter an interiocal agreement with Hale County for filing an Enterprise Zone Amendment Application. f) Single Member Districts - Consideration of Ordinance No. 92-2926. An Ordinance correcting legal description in Ordinance No. 92-2912 regarding the designation of precincts/wards within the city limits of the City of Plainview so that it conforms with the redistricting map 2of4 230 precleared by the Department of Justice; Cumulativeness clause; Conflicts clause; and Effective Date. g) Work Session - Consideration of cancelling the City Council Work Session of July 23, 1992, due to a conflict with the AMCC Conference. 12. Adjourmnent. The Council turned to the agenda for today: City Manger Repo~c~ - Mr. Jeffers reported on the following subjects: Count~-y Club - The Countr~y Club has not submitted any further information on their plans for the meeting facility. Texas Water Commission Position Paper - The City Manager attended a meeting regarding the five point position letter to be submitted to the Texas Water Commission. A copy of this was given to each Councilmember. Off Street Paring - There is an ordinance in effect prohibiting the parking of tractor-trallor trucks in residential areas. It is not actively enforced. If the council feels it should be repeefled, it needs to be requested to be placed on a future agenda. No interest was shown in appealing this ordinance at the present time. Charter Study Commlttee - This committee meetings tonite. It will be studying recall and initiative referendum portion of the charter. Council Relation~ Policy and Code of E~fffie~ Mr. Jeffers stated this could be reviewed in another Work Session by the entire Council if they so desired. Waste Water Treatment Plant - There is a problem at the City's waste water treatment plant. The EPA says the waste water is toxic and requests this problem be identified and cleaned up. Water - Wellhead Protection Demonstration Grant The City can submit an application for a grant to be certain the ground water is not contaminated by run off water. I-Iighway Beautifio~fion (1-27 & US ?0) - The cost of paint for the underpass at this intersection is approximately $10~000. TML Resolutions - All resolutions to support any changes in State rules or regulations must be submitted by August 24, 1992 for them to be considered by TML at the annual conference. E. V.
