WORK SESSION MINUTES
Plainview City Council
November 19, 1992
The City Council of the City of Plainview met in a Work Session at 11.:30
a.m., on Thursday, November 5, 1992 at the Plainview Municipal Country
Club with Mayor E.V.Ridlehuber presiding. CoUnrdlmembers present were:
Alton Jackson - Precinct 1; Mary Virginia Kire. hhoff - Precinct 2; Don
Dickson - Precinct 3; Medlin Carpenter - Precinct 4; Dwain Dodson - Precinct
6; and Don Dickson - Precinct 7. Barbara Dorman - Precinct 5, was absent.
Staff present were: James P. Jeffers - City Manager; Roy L. Osborne -
Director of Public Safety; Barbara Sullivan - Municipal Court Judge; Muff
London Main Street Coordinator; Terry Powers Director of Human
Resources; Norman Wright - Director of Finance.; Diane Groh Director for
Community Services; Bill Hogge - Director of Public Works; and Wally Hatch -
City Attorney.
Media present: Richard Orr - Plainview Daily Herald.
Guests present were: Jim Harem - Hamm Engineering, Inc.
Mayor E. V. Ridlehuber declared the meeting open and a quorum present.
The Council reviewed the agenda for the upcoming meeting of November 24,
1992. The Mayor asked Mr. Jeffers to present the business of the day.
CIP Workshop: Mr. Jeffers reminded the Council of their upcoming CIP
workshop on November 23, 1992, at 11:30 a.m. at City Hall.
16th Str~t Project: Mr. Jeffers asked Wally Hatch, City Attorney, if he had
anything to report on the 16th Street project. Mr. Hatch said everything
was status quo. He would keep the Council advised.
Sl~ecifi~ Use Permit: Mr. Jeffers asked Diane Groh, Director for Community
Services for input regarding Mr. Roberts Specific Use Permit request. Ms.
Groh stated Mr. Roberts did nOt want to comply with the landscaping request
and he had offered to build a fence on that site in lieu of digging up the
asphalt surface and planting trees. No one on the Council objected to the
option of his substituting a fence for the landscaping in this case.
Muaeum Cn~m,i~_ee: Mr. Jeffers reported that only one of the Councilmembers
had volunteered to be on the Museum Committee, and two more were needed.
Don Dickson and Mary Virginia KJrchhoff volunteered to serve with Barbara
Dorman on this committee.
Cou~g~l Relation: Mr. Jeffers asked the Council if they were interested in
having a consulting firm come and conduct a "retreat" for them regarding
building the council into a more cohesive working unit. No one expressed any
interest in doing this.
Ebeling Pr~pe~y - SW 3r~1: Mr. Jeffers reminded the Council that this piece
of property was once zoned commercial and after the city implemented the
Comprehensive Plan, this bec~m~ agricultural primawily because most of t-hi~

area is within the one hundred year flood plane. Mr. Ebeling ba~ insisted
that he was not notified of the change and feels he has been treated unfairly.
Mr. Ebeling has asked that ff he does whatever is necessary to get his land
"certified" out of the flood zone, would the Council then initiate the rezoning
process. The Council has said they would consider thi~ providing he gets
the land removed from the flood plane.
Sanitation ~- Tipping Fees: Mr. Jeffers asked that the Council please
keep him advised of any complaints they heard regarding the new landfill
and/or the tipping fees. The members of the Council said they had hea~cl
complaints only about the increase in tipping fees.
Council Relations Po]icy and Code of Ethics: Mr. Jeffers distributed
information regar~g a relations policy and code of ethics for
councilmembers. He stated that single member redis~c~g had radically
changed the makeup of city counc~l.~ and conduct that had been dictated by
tradition no longer worked. City councils were a more diverse group now,
and while this is good it also presents its own set of problems. A Council
Relations Policy and Code of Ethics would be a formal, set of guidelines for
developing work relationships and resolving differences. He advised the
Council to study the information he gave them for di.~cussion at a later date.
Crime Report - Chief Roy OSborne reported that due to a Crime Stopper tip,
an individual suspected of a hit and run accident to a child on a bicycle was
arrested. He also reported that due to an increase in vandali.~m - possibly
gang related - there is a plan underway to curb tbi~ problem.
The Mayor declared the meeting adjourned at 1:05 p.m.
