WORK SESSION MINUTES
December 3, 1992
The City Council of the City of Plainview, Texas, met in a Work Session at
11:30 a.m. at the Plainview Country Club on December 3, 1992. Mayor E.V.
Ridlehuber presided. Councilmembers present were: Alton Jackson - Precinct
1; Mary Virginia Kirch_hoff - Precinct 2; Don Dickson - Precinct 3; Medlin
Carpenter - Precinct 4; Barbara Dorman Precinct 5; Dwain Dodson - Precinct
6; and Irene Favila - Precinct 7.
Staff present were: James P. Jeffers - City Manager; Wally Hatch - City
Attorney; Bill Hogge - Director of Public Works; Roy L. Osborne - 'Director
of Public Safety; Barbara Sullivan - Municipal Court Judge; Diane Groh -
Director for Community Services; Norman Huggins - Director of Finance; and
Karen McBeth - City Secretary.
Guests present were: Jim Harem of Harem Engineers, and James L. Robison, a
local architect.
Mayor Ridlehuber called the meeting to order at 11:35 a.m. The Council
reviewed the upcoming agenda for December 8, 1992. Mayor Ridlehuber
turned the meeting over to Mr. Jeffers.
Sanitation: Landfill Gate House - James Robison and Jim Harem requested
input from the Council regarding specifications for the proposed gate house to
be constructed at the new Landfill. Mr. Robison said that within the confines
of City Ordinances; ADA; etc., a new floor plan for a metal sided building
with 1,256 square feet could be built for approximately $64,088. This
proposed building would not be movable. The Council and Mr. Harem and Mr.
Robison discussed alternatives, such as a "ready-built" type structure which
could be moved in and placed on a foundation. The Council instructed Mr.
Harem and Mr. Robison to get competitive prices for different types of
buildings and to keep the plans to a durable, serviceable building.
Air Cont_,-ol Board: Field burning complaints. Mr. Larry Jordan, with the Air
Quality Control Board contacted Mr. Jeffers and inquired as to how many
complaints the city had concerning farmers burning off crop stubble. Mr.
Jeffers will attend a meeting on December 15th, regarding the burning of
fields. It was estimated that-among the various departments, approximately
20 complaints had been called in regarding burning fields.
NLC: Report on New Orleans meeting. All Councilmembers that attended the
NLC meetings reported they learned a great deal from visiting with other city
officials.
16th Street Projeet: Wally Hatch reported nothing new on this project.
Tipping Fees: The Council stated they had heard some complaints regarding a
"letter to the editor" about farmers being policed so far as using the new
landfill, but city people were not being policed regarding the dumping of
trash in the country.

Council Relations Policy aud Code of Ethics: The Council reviewed a written
relations policy and code of ethics. The Council decided it did not wish to
pursue this policy further.
Police: Roy Osborne, Director of Public Safety, reported to the council that
new audio/video equipment was being installed in a few of the police vehicles
to record all incidents of D.W.I. and other matters related to the
apprehension of suspects.
Mayor Ridiehuber declared the meeting adjourned at 1~20 p.m.
