CITY COUNCIL MEETING
City of Plainview, Texas
The City Council of the City of Plainview, Texa~, met in a regularly
scheduled meeting on December 22, 1992, in the Council Chambers of the
Plalnview City Hall at 901 Broadway at 7:30 p.m. with Mayor Pro Tern Don
Dickson presiding. Councilmembers present were: Alton Jackson - Precinct
1; Mary Virginia Kircb_hoff - Precinct 2; Medlin Carpenter - Precinct 4;
Barbara Dorman - Precinct 5; and Dwain Dodson - Precinct 6. Absent was
Irene Favila - Precinct 7. Mayor E.V. Ridlehuber was present but asked
Mayor Pro Tern Don Dickson to preside over the last meeting of the year.
Staff present were: James P. Jeffers City Manager; Norman Hugg~n~ -
Director of Finance; Diane Groh - Director for Community Services; Muff
London - Main Street Coordinator; Wally Hatch - City Attorney; Bruce Watson
- Fire Chief; Roy L. Osborne - Director of Public Safety; Terry Powers -
Director of Human Services; Barbara Sullivan - Municipal Judge; and Karen
McBeth - City Secretary.
Media present was Richard Orr - Plainview, Daily Herald.
Guests present were Gracie Lewis, Jack Skaggs, J.W. Hamby, Jay Laird and
R.C. Stevens.
OPEN MEETING
1. Invocation - Mary Virginia Kirch_hoff
2. Recognitions - Mayor Pro Tern Don Dink~on and Fire Chief Bruce Watson
presented Mrs. Gracie Lewis with a proclamation for her Act of Heroism on
11/30/92, for savings the lives of Donavon Acy and Artice Calip Jr. by
removing them from a burning house.
3. Zone Case No. 599 - Baker - 1607 and 1609 West 23rd Street. Conduct
a public hearing and consider adopting Ordinance No. 92-2944, a request of
Joe Baker to rezone from an R-2 (Single family residential district) Zoning
District, to an MF-1 (Multi-family district) Zoning District for use as a
multi-family dwelling, being lots i and 2, block 6, West Lynn Subdivision and
generally located at 1607 and 1609 West 23rd Street. Director for Community
Services Diane Groh explained the request to rezone this property so a
building can can be made into a triplex. Planning and Zoning have
unanimously approved this request. Barbara Dorman made a motion to call
for public hearing regarding this ordinance; Dwain Dodson seconded the
motion; the motion carried unanimously among the counc41members present.
Mayor Pro Tern Don Dickson declared the public hearing open. He asked
those speaking for the rezoning to come forward. Joe Baker spoke in favor
of the ordinance, stating this would make good use of a building which is at
present vacant. Mayor Pro Tern Don Dickson asked if anyone wished to speak
against the proposed ordinance. No one came forward. Barbara Dorman
moved the public hearing close; Dwain Doclson seconded the motion; the
motion carried unanimously. Mayor Pro Tern Don Dickson declared the public
hearing closed. Dwain Dodson moved the ordinance be approved as read;
Medlin Carpenter seconded the motion; the motion carried unanimously.

4. Zone Case No. 600 - City of Plainview - Fees. Public hearing and
consider adopting Ordinance No. 92-2945, a request of the City of Plainview
to amend Section 40 (schedule of fees, charges and expenses) to provide a
$100 fee for a specific use permit for the placement of a single family
residence in a M, 1 (Light manufacturing district) and in a M-2 (Heavy
manufacturing district) Zoning District as allowed in Ordinance No. 92-2938.
Diane Groh, Director for Community Services, explained this ordinance will
bring into line the fee charged for this type permit. Barbara Dorman moved
to open a public hearing; Dw~in Dodson seconded the motion; the motion
carried unanimously among the councilmembers present. Mayor Pro Tern Don
Dickson declared the public hearing open and asked those speak/rig for the
ordinance to come forward; no one came forward. He asked if anyone wished
to speak against it; no one spoke against it. Barbara Dorman moved the
public hearing be closed; Mary Virginia Kirchhoff seconded the motion; the
motion carried unanimously. Barbara Dorman made a motion that the
ordinance be adopted as read; Dwain Dodson seconded the motion; the motion
carried unanimously among the council_members present.
5. Zone Case No. 601 - City of Plainview - 510, 512, and 514 Oakdland.
Public hearing and consider adopting Ordinance No. 92-2946, a request of the
City of Plainview to rezone from a R-2 (Single family residential district)
Zoning District, to a MF-1 (Multi-family district) Zoning District, being lots
14, 15 and 16, Block 17, College I4il! Addition and generally located at 510,
512, and 514 Oakland. Diane Groh, Director for Community Services,
explained this will allow a multifamily unit to be built at this location. She
said the Planning and Zoning Commission had approved the request
unanimously. Barbara Dot, nan moved to open a public hearing on this
request; Dwain Dodson seconded the motion; the motion carried unanimously
among the councilmembers present. Mayor Pro Tem Don Dickson den]ared the
public hearing open and asked those speaking for the ordinance to come
forward; Jay LmiPd spoke for approval of the ordinance and t_banked the
Council for their help in getting the ordinance written. Mayor Pro Tern Don
Dickson asked if anyone wished to speak agmin,~t the ordinance; no one spoke
against it. Medlin Carpenter moved the public hearing close; Mary Virginia
Kirchhoff seconded the motion; the motion carried unanimously among the
councilmembers present. Dwain Dodson moved the ordinance be approved as
read; Medlin Carpenter seconded the motion; the motion carried unanimously.
6. Consent Calendm- - Dwain Dodson made a motion the Consent Calendar
be approved as presented; Barbara Dorman seconded the motion; the motion
carried unanimously among the counnilmembers present.

d) Pu~ahasing - State Conteaata. Resolution No. R92-140. A Resolution
of the City Council of the City of Plainview, Texas, authorizing the
City of Plainview to utilize the State cooperative purchasing program to
purchase from State contracts. The Resolution was approved.
e) Boal-ds, Committee and C..omm~ion Appo/ntmenta. Brandon Brownlee,
p_~m Moore and Gene Hembree were reappointed to the Planning and
Zoning Commission; Lynn Davis was reappointed to the Board of

Adjustment; Alicia Gallegos, Rosa Zuniga and Kemp Hinch were
appointed to the Humau Relations Commission; Lloyd Woods was
appointed to the Board of Minimum Housing; John Page was appointed to
the Housing Authority Board; Don Ralston and Paul Wright were
appointed to the Board of Electrical Examiners; and Gayle Thompson
was appointed to the Airport Board.
7. Adjou~mmemt. Dwaln Dodson made a motion the meeting adjourn; Barbara
Dorman seconded the motion; the motion carried unanimously.
