Plainview Convention Center, 2902 W. 4th Street, Plainview, Texas.
Mayor Charles Starnes presided. Council, Members present were Nelda. VanHoose-
District 1', Larry Williams -District 2, Teressa King -District 4; Susan Blackerby-District 5,
Evan Weiss -District 6, and Patra Moreno -District 7. Council Member Norma Juarez -
District 3 was absent.
Staff members present were: Jeffrey Snyder=City.Manager, Jeff Johnston -Assistant City
Manager, Matt Wade -City Attorney, Isauro Gutierrez -Director of Information Technology,
Derrick Watson -Chief of Police, Melinda Brown -Main Street Coordinator and Belinda
