Mayor Charles Starnes presided. Council, Members present were Nelda. VanHoose- District 1', Larry Williams -District 2, Teressa King -District 4; Susan Blackerby-District 5, Evan Weiss -District 6, and Patra Moreno -District 7. Council Member Norma Juarez - District 3 was absent. Staff members present were: Jeffrey Snyder=City.Manager, Jeff Johnston -Assistant City Manager, Matt Wade -City Attorney, Isauro Gutierrez -Director of Information Technology, Derrick Watson -Chief of Police, Melinda Brown -Main Street Coordinator and Belinda Hinojosa-City Secretary. Motion carried. 106 A Resolution By The City Of Plainview, Texas ("City") Suspending Southwestern Public Service Company's Proposed Effective Date In Connection With Its, Statement Of Intent Submitted On About February 8, 2021; Approving Temporary Rates: Authorizing The City's Continued Participation With Other Cities In The Alliance Of:Xcel Municipalities ("AXM") To Direct The Activities Of Lawyers.And Consultants And Participation In Related Rate Proceedinas; Authorizing The Hirihq Of Attorneys And Consultants; Requiring Notice; Finding: That The Meeting Complies With The Open Meetings Act; Making: Other, Findings And Provisions-.
